Effects of single parenthood on educational aspiration and student disengagement in Korea

Inhalt: "The recent rapid increase in divorce, along with its distinctive cultural and welfare environments for single-parent families, makes Korea an interesting case for examining effects of single parenthood on children's education. Using data from Korean 9th and 12th graders, the author compares the levels of educational aspiration and student disengagement between students with two parents and those with a single parent, distinguishing divorced single fathers, widowed single fathers, divorced single mothers, and widowed single mothers. Logistic regression analyses show that students with a divorced single parent, regardless of gender of the parent, are much less likely to aspire to four-year university education and more likely to be disengaged than their counterparts with two parents. The effects of widowhood disappear once control variables are held constant. Lower household income among single-parent families explains in part the poorer educational outcomes of their children. Parent-child interaction is another important mediating factor for the effect of single fatherhood but not for single motherhood. The relevance of the extended family system and distinctive features of post-divorce living arrangements in Korea is discussed to understand the effects of single parenthood." (author's abstract)

Research is based upon qualitative and quantitative data from a dozen university institutions in each country, where individual interviews were conducted with staff, and questionnaires were completed both by them and by their students. In both countries many current trends are not deeply accepted or internalised by staff. There are startling differences in student satisfaction, perceived human relationships within the academe, as well as working conditions in the higher education sector. Though in many respects the same kind of re-structuring is taking place in each system, there is only partial convergence in attitudes and values between the German and British respondents in this study." Inhalt: Viele OECD-Staaten habe ihre Politik gegenüber ausländischen Studierenden geändert und versuchen nun, diese nach ihrem Examen im Lande zu halten und ihnen den Zugang zum Arbeitsmarkt zu erleichtern. Ausländische Absolventen können leicht in den Arbeitsmarkt ihrer Gastländer integriert werden, da sie über ausreichende Sprachkenntnisse verfügen und mit den sozialen Gegebenheiten vertraut sind. Zudem handelt es sich bei den Universitätsabsolventen um hochqualifizierte Arbeitskräfte, die zum potentiellen 'brain gain' eines Landes beitragen können. Die Bestimmungen, nach denen Studenten ihren vorläufigen Aufenthaltsstatus wechseln und somit Zugang zum Arbeitsmarkt ihres Gastlandes bekommen können, sind von Land zu Land unterschiedlich. Der Beitrag gibt einen Überblick über die unterschiedlichen Studien- und Arbeitssituationen in neun Ländern: USA, Großbritannien, Deutschland, Frankreich, Australien, Schweiz, Österreich, Belgien, Neuseeland. In absoluten Zahlen sind die USA, Großbritannien, Deutschland, Frankreich und Australien die führenden Gastländer für ausländische Studierende. Im Vergleich zur Gesamtstudentenzahl der jeweiligen Länder haben Australien, die Schweiz, Österreich, Belgien, Deutschland, Großbritannien und Frankreich den höchsten Anteil ausländischer Studierender. Es gibt keine international vergleichende und verbindliche Statistik darüber, in welchem Umfang Studierende aus dem Ausland nach ihrem Examen im Gastland verbleiben. Daten aus Australien weisen für die Jahre 2002 und 2003 eine Quote zwischen 15 und 19 Prozent aus, für die USA liegt die Quote weit höher. Eine Untersuchung durch Abgleich der Steuerregister kam zu dem Ergebnis, dass 58 Prozent der im Jahre 1991 promovierten Absolventen noch im Jahre 2001 in den USA Steuern zahlten. (IAB)
Internationale Mobilität bundesdeutscher Promovierter : eine Sekundäranalyse der Kasseler Promoviertenstudie

Inhalt: "Die Diskussion um eine Reform der Förderung des wissenschaftlichen Nachwuchses wird derzeit nicht zuletzt mit Blick auf die Attraktivität des "Wissenschaftsstandortes Deutschland" und die Wahrnehmung eines "brain drain" von Promovierten ins Ausland befördert. Vor diesem Hintergrund ist es von Interesse, mehr über das Ausmaß internationaler Mobilität von Promovierten sowohl innerhalb als auch außerhalb des Wissenschaftsbetriebs und ihre Rückkehrneigung, spezifische Charakteristika international Mobiler und den Einfluss der Auslandstätigkeit auf den Berufserfolg zu erfahren. Die Ergebnisse einer 1999 durchgeführten schriftlichen Befragung von über 2.200 Promovierten aus sechs Fächern und drei Abschlusskohorten zeigen, dass das Ausmaß der internationalen Mobilität der Promovierten groß ist: je nach Fach ist jeder sechste bzw. mehr als jeder vierte Befragte nach der Promotion im Ausland tätig geworden. Bemerkenswert ist auch, dass der größere Teil der Auslandstätigkeiten der im Ausland verbliebenen Promovierten außerhalb von Hochschule sowie Forschung und Entwicklung stattfindet. Auslandserfahrungen oder -kontakte vor der Promotion haben eine beflügelnde Wirkung auf die internationale Mobilität nach der Promotion. Ein Großteil der Promovierten kehrt aber nach Deutschland zurück. Befürchtungen einer zunehmenden Abwanderung der Promovierten ins Ausland finden nach den Ergebnissen der kohortenvergleichenden Analysen keine Bestätigung. Gravierender mögen demgegenüber qualitative Effekte sein, d.h. dass gerade die "Besten" ins Ausland ziehen und möglicherweise nicht mehr zurückkehren, für die in einigen, aber nicht in allen untersuchten Fächern, Hinweise gefunden wurden. Inhalt: "The discussion about a reform of the promotion of junior academic staff is currently being fostered not least with regard to the attractiveness of the 'academic location of Germany' and the perception of a 'brain drain' of people with doctorates moving abroad. Against this background it is undoubtedly of interest to find out more about the extent of international mobility of people with doctorates, both within and outside the academic field, and their inclination to return to Germany, about specific characteristics of the internationally mobile and the influence of activity abroad on occupational success. The results of a written survey conducted among more than 2200 people with doctorates from six subjects and three graduation cohorts show that the extent of international mobility among people with doctorates is remarkable: depending on the subject, one in six, or more than one in four respondents had worked abroad after gaining their doctorates. It is also remarkable, however, that most of the activities of the people with doctorates who remained abroad were performed outside of higher education and the fields of research or development. According to our findings, experience gained or contacts made abroad before gaining the doctorate have an inspiring effect on the international mobility following a doctorate. A large proportion of those with doctorates return to Germany, however. Fears regarding an increasing emigration of people with doctorates are not confirmed according to the results of our comparative cohort analyses. What may be more serious, on the other hand, are qualitative effects, i.e. the fact the it is 'the best' who emigrate and possibly do not return, for which we find evidence in our results in some though not all of the subjects examined."
