Inhalt: Geschlechtsspezifische Ungleichheit ist ein Phänomen, das überall auf der Welt bei der Mehrzahl der Kulturen, Religionen, Nationen und Einkommensgruppen auftritt. Diese sog. 'Geschlechterkluft' manifestiert sich in den unterschiedlichsten Formen und es bedarf daher eines allgemeinen Bezugsrahmens zur Entwicklung wirksamer Bekämpfungsmaßnahmen. Das World Economic Forum stellt mit dem Global Gender Index einen derartigen Bezugsrahmen zur Verfügung. Der Index ist ein Instrument zur Ermittlung und Messung von Ungleichheiten in den Bereichen Wirtschaft, Politik, Erziehungs- und Gesundheitswesen. Auf der Basis der Auswertungen von Daten zu über 30 geschlechtsbezogenen Variablen wird eine Ranglisten von Staaten präsentiert, die eine weltweite Bestandsaufnahme der gesetzlichen und gesellschaftlichen Faktoren, die die Disparität zwischen den Geschlechtern in jedem einzelnen Land bestimmen, ermöglicht. Rangliste und Länderprofile sollen als Katalysatoren gesellschaftlichen Wandels dienen und den politischen Entscheidungsträgern Informationen über die relativen Stärken und Schwächen ihrer Länder im Vergleich zu anderen Nationen liefern. The second section analyses the extent to which citizens of different European countries support the idea of gender equality. The empirical basis for our analysis is the 'Eurobarometer 63.1' from 2005. The descriptive findings show that while a majority of European citizens support the idea of gender equality, there are substantial differences between individual countries. In the third section we explain these differences by referring to the country's level of modernization and degree of politically institutionalised gender equality, as well as the respondents' religious orientation and level of education, among other factors." Inhalt: "This article analyses the extent to which changes in household composition over the life course affect the gender division of labour. It identifies and analyses cross-country disparities between France, Italy, Sweden and United States, using most recent data available from the Time Use National Surveys. We focus on gender differences in the allocation of time between market work, domestic work and leisure over the life-cycle. In order to map the life-cycle, we distinguish between nine key cross-country comparable life stages according to age and family structure such as exiting parental home, union formation, parenthood, and retiring from work. By using appropriate regression techniques (Tobit with selection, Tobit and OLS), we show large discrepancies in the gender division of labour at the different life stages. This gender gap exists in all countries at any stage of the life course, but is usually smaller at the two ends of the age distribution, and larger with parenthood. Beyond social norms, the impact of parenthood on time allocation varies across countries, being smaller in those where work-family balance policies are more effective and traditionally well-established." Inhalt: "In May 2005, the World Economic Forum launched its first study attempting to assess the size of the gender gap in 58 countries using economic-, educational-, health- and political-based criteria1. The Global Gender Gap Report 2006, the second in the series, contains a unique new methodology to create the Gender Gap Index 2006. The index covers over 115 economies, including all current and candidate European Union (EU) countries, 20 from Latin America and the Caribbean, over 20 from sub- Saharan Africa and 10 from the Arab world. Together, the 115 countries cover over 90% of the world's population. Merging publicly available data from international organizations and unique survey data from the World Economic Forum's Executive Opinion Survey, the study assesses the level of equality between women and men. We find that no country in the world has yet managed to eliminate the gender gap. Those that have succeeded best in narrowing the gap are the Nordic countries, with Sweden standing out as the most advanced in the world, having closed over 80% of its gender gap, followed closely by Norway (2), Finland (3), Iceland (4) and Denmark (8). Germany (5), United Kingdom (9) and Ireland (10) all hold spots in the top ten. The Philippines (6) is distinctive for being the only Asian country in the top ten while South Africa (18) holds the highest position among the African countries covered by the Report. Latvia (19) and Lithuania (20) are some of the new EU members that place well ahead of long-time EU members Austria (26) and Belgium (33), but behind Spain (11) and the Netherlands (12). Both New Zealand (7) and Australia (15) are leaders in closing the gender gap. At the other end of the rankings, Greece (69), France (70), Malta (71) and Italy (77) have the lowest rankings in the EU. The United States (22) falls behind many European nations in addition to lagging behind Canada (14). Russia (49), China (63) and Brazil (67) occupy the middle of the rankings. The lowest ranks are occupied by some of the most populous developing countries such as Nigeria (94), India (98) and Iran (108) in addition to Arab world countries such as Egypt (109), Saudi Arabia (114) and Yemen (115). The country comparisons are meant to serve a dual purpose: as a benchmark to identify existing strengths and weaknesses; and as a useful guide for policy, based on learning from the experiences of those countries that have had greater success in promoting the equality of women and men. The index quantifies the gender gap within the four critical categories - economic-, educational-, political- and health-based criteria - thus highlighting the priority areas for reform. Finally, the country profiles in part II of this report provide an overview of the national genderrelated environment in each country. They transparently represent the original data that feed into the index, in addition to other variables that encapsulate the legal and social aspects of the gender gap. Die Umsetzung der EU-Richtlinien in nationales Recht ist in den einzelnen Ländern der Europäischen Union unterschiedlich, ebenso unterscheiden sich die Länder hinsichtlich der Art der Regulierung durch Gesetzgebung, Sozialpartnerschaft und Tarifverhandlungen. Die Vergleichstudie wurde auf der Basis einzelner nationaler Beiträge der Nationalen Zentren des EIRO zusammengestellt und stellt den aktuellen Stand in den 25 EU-Mitgliedsländern inklusive Norwegen und in den Beitrittskandidaten Bulgarien und Rumänien dar. Verglichen werden Formen der Erwerbsunterbrechung zur Betreuung von Kindern und pflegebedürftigen Angehörigen, Formen der Arbeitszeitreduzierung und Arbeitszeitflexibilisierung, Urlaubsregelungen, Kinderbetreuung, verschiedene Formen betrieblicher Sozialleistungen, atypische Beschäftigung sowie Gleichstellungspolitiken. Zusätzlich zu den generellen Schwächen stehen beide Gesellschaften und Regierungen aufgrund der Zunahme der bezahlten Frauenbeschäftigung, der Zunahme geringfügiger Arbeit, sich ändernder Haushaltsformen und Werten vor der Aufgabe, bestehende Beschäftigungs-, Steuer- und Wohlfahrtsarrangements zu reformieren. Inhalt: "In this discussion paper we set out to provide a critical perspective on the supposed successes of the Japanese and German employment system by focusing on the rise of marginal and female employment. We examine this in terms of the institutionalisation of a class and gender compromise that embedded a strong male-breadwinner gender contract. This compromised women's positions and standardised employment contracts around the needs, interests and authority of men. In both countries, women's secondary employment status often renders them dependent on income transfers from an individual full-time male worker. These 'successful' breadwinner models have been built on union demands for a 'family wage' and redistributive tax systems that create incentives for women to reduce their labour force participation, creating stark insider/ outsider forms of segmentation. The embedded nature of this model in the world of work and welfare, and the principles of organisation in the public and private spheres, constrain the options for reform and renewal. Adding to the current weaknesses both societies face, the increase of female integration in paid employment, the growth of marginal work, changing household forms and values, are forcing governments to reconsider how to reform existing employment, tax and welfare arrangements. We examine whether attempts to weaken the traditional breadwinner model, in the face of current economic problems, may in fact lead to undermining the conditions for core employees, and the pillars of success that supported a strong breadwinner model in the past."
