Family migration in a cross-national perspective: the importance of within-couple employment arrangements in
Australia, Britain, Germany, and Sweden

Inhalt: Objective: Migration rates of dual-earner couples are lower than those of male-breadwinner couples. We revisit this issue using a cross-national comparative perspective and examine heterogeneity in the role of female employment in couple relocations. We propose a theoretical framework in which national levels of support for female employment and normative expectations about gender roles act as moderators of the relationship between couple type (i.e., dual-earner and male-breadwinner) and family migration. Methods: We deploy discrete-time event history analyses of harmonised longitudinal data from four large-scale datasets from Australia, Britain, Germany, and Sweden, covering the 1992-2011 period. Results: Consistent with prior research, we find that male-breadwinner couples migrate more often than dual-earner couples in all countries, suggesting that traditional gender structures affecting family migration operate across very different contexts. We also find cross-country differences in the estimated effects of different sorts of absolute and relative partner resources on family migration. Conclusions: We take our results as preliminary evidence that national contexts can serve as moderators of the relationship between within-couple employment arrangements and family migration decisions. Contribution: Our study contributes to family migration literature by illustrating how cross-national comparisons are a valuable methodological approach to put prevailing micro-level explanations of the relationship between female employment and family migration in context.

Inhalt: "Mit der Einführung des Elterngeldes im Jahr 2007 beabsichtigte die Bundesregierung die Bedingungen für Familien mit jungen Kindern zu verbessern. Die neue familienpolitische Leistung hatte mehrere Ziele, von denen in diesem Beitrag drei zentrale untersucht werden: Zum Ersten sollte für Eltern in der Frühphase der Elternschaft ein Schonraum geschaffen werden. Zum Zweiten ist es ein erklärtes Ziel des Elterngeldes, es beiden Elternteilen zu ermöglichen, ihre wirtschaftliche Existenz eigenständig zu sichern, und drittens soll die Erwerbstätigkeit von Müttern gefördert werden. In diesem Beitrag wird anhand einer empirischen Wirkungsstudie überprüft, ob diese Ziele erreicht wurden. Die Ergebnisse zeigen, dass Familien im ersten Jahr nach der Geburt durch das Elterngeld durchschnittlich etwa 480 Euro im Monat mehr haben als vor seiner Einführung. Außerdem zeigt sich, dass die Erwerbstätigkeit von Müttern in diesem Zeitraum zurückgegangen ist. Mütter mit Kindern im zweiten Lebensjahr haben aufgrund der Einführung des Elterngeldes eine höhere Wahrscheinlichkeit, in den Beruf zurückzukehren." (Autorenreferat)
Inhalt: "In 2007, Germany introduced a new parental leave benefit scheme, the so-called 'Elterngeld'. The new benefit is an income-related transfer and is granted for a maximum period of 14 months. The more generous, but shorter Elterngeld replaced the former means-tested flat rate benefit that could be drawn for up to 24 months. One of the aims of the reform was to smooth household income in the year after childbirth and another to increase the incentives to return quickly to the labour market. In this study, the authors analyse empirically the change in income in the first year after birth and the effect of increasing incentives for mothers to return to the labour market in the second year after childbirth. They find that the average increase of net household income of families with a child in the first year after birth amounts to 480 euro per month. With respect to labour supply, the authors show that in the first year after childbirth, mothers' labour supply decreases. In the second year labour supply of mothers in East Germany and low-income mothers in both parts of Germany increases." (author's abstract)

Inhalt: "Im Rahmen dieses Artikels wird untersucht, welche Handlungsspielräume sozialrechtliche Bestimmungen und infrastrukturelle Angebote für Strategien der Vereinbarkeit von Erwerbs- und Familienarbeit bieten. Wir stellen die These auf, dass in erster Linie dann Vertrauen in eine parallele und nicht nur sequenzielle Realisierbarkeit erwerbs- und familienbezogener Tätigkeiten entstehen kann, wenn sich institutionelle Regelungen und Angebote zur Kinderbetreuung über einen längeren Zeitraum in eine eindeutig erkennbare Richtung entwickeln. Diese These wird anhand eines Vergleichs von Dänemark, Deutschland und Frankreich überprüft. Auf der Basis von Interviews wird gezeigt, dass sowohl im zentralisierten und koordinierten französischen System als auch im dezentralen dänischen System Eltern bzw. Mütter eine hohe Verlässlichkeit der Kinderbetreuungsinfrastruktur und auf dieser Grundlage eine Planbarkeit des beruflichen Wiedereinstiegs wahrnehmen. Eine vergleichbare Vertrauensbasis konnte sich in Deutschland bisher nicht entwickeln, da sich je nach Alter der Kinder das Vereinbarkeitsproblem von neuem stellt. Politische Maßnahmen mit dem Ziel einer Reduzierung der Barrieren bei einem beruflichen Wiedereinstieg hätten in Deutschland - neben der allgemeinen Anforderung eines erhöhten Angebots einschließlich flexiblerer Öffnungszeiten - demzufolge die Aufgabe, die Verlässlichkeit von Betreuungseinrichtungen für Kinder aller Altersgruppen zu verbessern und bestehende Brüche an den Übergängen zwischen unterschiedlichen Einrichtungen abzubauen." Inhalt: "The purpose of this article is to analyse how social legislation and childcare institutions contribute to strategies to combine family and working life. Our hypothesis is that trust in these services and institutions requires an observed development of institutional regulations and childcare provision in a clear-cut direction over an extended period. This assumption is tested by comparing the cases of Denmark, France, and Germany. On the Basis of interviews we show that parents (or just mothers) within the centralised and coordinated French system as well as within the decentralised Danish system perceive childcare institutions to be highly reliable and feel able to dependably plan re-entry into the labour market. In Germany, however, a similar level of trust has not yet developed because options for combining family and work change with the age of the child. In the German context, therefore, policy measures focused on lowering the job re-entry barriers would have to improve the reliability of childcare institutions for all age groups and fall the gaps between the various childcare facilities; in addition to the meeting the general request of extended services, including more flexible opening hours."
