Gender Role Attitudes in Germany, 1982-2016: An Age-Period-Cohort (APC) Analysis

Inhalt: The present study investigates the change of gender role attitudes in Germany between 1982 and 2016. Nine waves of the German General Social Survey are used (N = 26,389). In contrast to previous trend studies, which largely ignore age effects, a mechanism-based age-period-cohort model (Winship/Harding 2008) is applied. It becomes clear that age, period and cohort independently have an impact on gender role ideology. Compared to earlier research, new insights concerning the shape of cohort effects come to light: Specific to traditional gender ideology in Western Germany, it is apparent that the trend towards increasingly egalitarian attitudes comes to a halt in men born around 1956 and later and in women born 1966. For Eastern Germany we observe that the cohort-specific trend towards liberalisation in younger cohorts either is diminishing or even tends to reverse. This pattern of effects mainly mirrors the phases of the feminist movement in Western Germany and the rise and decline of the German Democratic Republic, respectively.

Partnered women's contribution to household labor income: Persistent inequalities among couples and their determinants

Inhalt: This paper explores earnings inequalities within dual-earner couples in East and West Germany drawing on household-level panel data from 1992 to 2016. It has three aims: (1) to analyze how the partner pay gap (the pay gap between partners within one household) has developed over time, given institutional change, and whether the extent of inequality and temporal development vary between East and West Germany; (2) to explore variation in the partner pay gap by male partners' absolute earnings; and (3) to investigate the micro-level determinants of earnings inequalities within couples and determine whether their relevance varies between East and West Germany as well as by male partners’ absolute earnings. We find women earn substantially less than their partners, and our regression results find no indication of a declining partner pay gap. Besides substantial variation between East and West Germany, our results also reveal important group-specific variation in the extent of the partner pay gap as well as in its determinants.

Inhalt: Obwohl sich junge Paare oft eine egalitäre Aufteilung der Erwerbs- und Familienarbeit wünschen, ändert sich dies nach der Familiengründung häufig. Neben ökonomischen Gründen können auch kulturelle Vorstellungen von einer "guten Mutter" diesen Effekt mitverursachen. Im Beitrag wird untersucht, wie Mütter von Kleinkindern zum "intensive mothering" stehen und dieses leben. Darunter versteht man ein Ideal, welches das Kind (und dessen Betreuung) als höchste Priorität der Frau definiert. Es werden die Daten der Leitbildstudie verwendet und in einer logistischen Regression analysiert, wer das "intensive mothering" befürwortet. Es zeigt sich u.a., dass dies insbesondere bei westdeutschen und religiösen Müttern der Fall ist. In Strukturgleichungsmodellen wird dargestellt, wie diese Disposition das Verhalten begünstigt. Die Überzeugung, als Mutter die beste Betreuung zu sein, hat keinen direkten Einfluss auf die tatsächliche Betreuung, sondern wirkt indirekt durch das Misstrauen gegenüber der Fremdbetreuung. Ostdeutsche oder höher gebildete Mütter betreuen ihre Kinder seltener selbst. Historisch gewachsene Normen, verstärkt durch intergenerationale Transmission, erklären den persistierenden Ost-West-Unterschied.

Inhalt: Educational expansion, the massive increase of women’s labor force participation, and assortative mating have reduced asymmetries in educational achievements and in career resources between women and men in virtually every Western society. This paper provides an analysis of the association between partners' education, parenthood, and spouses' relative labor supply in East and West Germany. Education is considered from two angles: as an indicator for resources on the labor market or as an indicator for gender attitudes. We apply cross-sectional data from the 2011 German Microcensus, comprising 57,366 couple households. For our estimations, we use General Linear Models. Because of high case numbers, we are able to estimate several interaction effects in statistical powerful detail. We find that (1) a woman's share of paid work is higher, the higher she is educated; (2) women with higher education than their male partners realize higher shares of relative employment (in comparison to other women); (3) women rarely realize a share of 50% or higher on average in any educational composition; (4) especially young children have a huge impact on women's labor supply; and (5) women's comparative educational advantages are more important for their share of paid work in West than in East Germany. Neither interpretation of relative education can explain the overall picture of couples’ division of paid work alone. Depending on parenthood, the age of the youngest child in the household, and the regional context, either normative, or economic exchanges between partners seem to drive the association between relative education, and relative labor supply of women. We demonstrate the usefulness of two theoretical approaches of framing education as an explanatory concept.

Impact of Regional Factors on Cohort Fertility: New Estimations at the District Level in Germany

Inhalt: "Incorporating the regional context into fertility research has a long standing tradition. However, in Germany, fertility data at the district level only exist for period total fertility rates (TFR), but not for cohort total fertility rates (CTFR). Based on the 2011 census and birth statistics, we estimate the CTFR at the district level and analyse factors influencing their variation. First, we estimate the CTFR for the 1969-72 cohorts in all 402 German districts. The estimated CTFR differ strongly across German districts ranging between 1.05 and 2.01. Further, the estimated CTFR differ substantially from the known TFR values. This is mainly due to biases in the tempo component of the TFR, which are crucial in East German districts, university cities and in urban-rural comparisons. Therefore, the estimated CTFR allow for a better assessment of fertility differences across districts. Second, we analyse the differences in the newly estimated CTFR employing regression models. Composition effects such as a low proportion of highly educated women, a high share of Catholics or immigrants are significantly associated with higher CTFR in West German districts. However, regional opportunities are also important: A low population density, the availability of relatively spacious dwellings, a surplus of males, a small service sector and low unemployment rates are associated with higher fertility. Overall the analyses show regional factors are highly relevant for fertility." (author's abstract). Inhalt: "Zu den Einstellungen zur Müttererwerbstätigkeit liegt umfangreiche länderübergreifende Literatur vor. Es gibt jedoch nur wenige länderübergreifende Studien, die die Einstellungen zur väterlichen Beteiligung an der Pflege und Erziehung der Kinder abbilden und darlegen, wie sich diese im Zeitverlauf entwickelt haben. Dieser Artikel verfolgt das Ziel, unser Verständnis der Faktoren, die mit den Einstellungen zur väterlichen Beteiligung zusammenhängen, mithilfe eines umfassenden Vergleiches von länderspezifischen und länderübergreifenden Faktoren über die Zeit zu erfassen, indem der European Values Survey genutzt wird, in welchem sich folgendes Statement in den Befragungen der Jahre 1999, 2008 und 2009 findet: 'In general, fathers are as well suited to look after their children as mothers'. Ein besonderes Augenmerk wird dabei auf den Einfluss der Wohlfahrtsstaatsregime, das Alter und das Geschlecht der Befragten gelegt. Eine altersbezogene deskriptive Analyse über den Zeitverlauf wurde durchgeführt, um einen Einstellungswandel innerhalb von Kohorten oder bei einem Kohortenaustausch zu identifizieren. Insgesamt kann es in den meisten Ländern nicht zu signifikanten absoluten Verschiebungen, nur in Großbritannien, Frankreich und Italien wurde mehr Unterstützung für fürsorgliche Väter gezeigt. Darüber hinaus scheinen die Einstellungen gegenüber die Väterbeteiligung der Standardtypologie der Wohlfahrtsstaaten zu entsprechen. In Spanien und Polen waren sie jedoch fortschrittlicher als erwartet. Ein Kohortenaustauscheffekt scheint in Spanien und Frankreich vorzuherrschen. Inhalt: "There is a large body of cross-national research on attitudes towards maternal employment. However, little cross-national studies exist mapping attitudes towards father's involvement and how they evolve over time. The aim of this paper is to enhance our understanding of the factors that relate to the attitudes towards father's involvement by providing a rich comparison over time, country and inter-country factors by using the European Value Survey that included the following statement in 1999 and 2008-2009: In general, fathers are as well suited to look after their children as mothers. Special focus will be put on the influence of the welfare regime, age and gender. A descriptive analysis over time with age is given, to identify an intra-cohort change or cohort replacement, to explain the change of attitudes. Overall, most countries do not experience a significant absolute shift, only Great Britain, France and Spain become more supportive. Furthermore, attitudes towards fathers’ involvement seem to fit the standard welfare typology. However, Spain and Poland were much more progressive than expected. The cohort replacement effect seems to be prevalent in Spain and France. Education level and having children only seem to be of influence in the attitude formation by women." (author's abstract)

Inhalt: Dieser Beitrag untersucht, inwiefern die geschlechtsspezifische Lohnungleichheit in Deutschland von statusbasierten Ansprüchen im Betrieb abhängig ist. Grundsätzlich sollte sich die geschlechtsspezifische Lohnungleichheit verringern, wenn sich der Status von Frauen im Betrieb relativ zu ihren männlichen Kollegen erhöht. Es werden zwei Indikatoren für diese betrieblichen Statusrelationen entlang der Geschlechtskategorie betrachtet: Frauenanteil im Management und Unterschiede zwischen den Geschlechtern beim Besitz von Hochschulabschlüssen. Mit der Verdienststrukturerhebung von 2010 und Multilevel Modellen kann gezeigt werden, dass sich der relative Lohn von Frauen mit steigendem Frauenanteil im Management und mit zunehmenden Vorteilen beim Besitz von Hochschulabschlüssen erhöht. Diese positiven Effekte auf den Lohn von Frauen variieren zudem entlang der Lohnverteilung: Bildungsvorteile von Frauen wirken sich stärker positiv auf hohe Löhne aus, während der Frauenanteil im Management eher unteren Lohngruppen hilft. Schließlich sind die Effekte stärker ausgeprägt in Betrieben ohne Tarifbindung.

Inhalt: "From a life course perspective, steps towards financial, spatial and social independence mark the transition from youth to adulthood. As the achievement of higher educational certificates leads to a longer stay in school, the article addresses the question if there are educational differences in passing through the steps to adulthood. The empirical analysis is based on retrospective questions about transition markers of young men and women aged 18 to 32 years in the second wave of the survey AID:A of the German Youth Institute. Overall, timing, order and spacing of different transition markers indicate that young adults with a higher secondary school degree pass through those transition markers in a more compressed time frame than those with a lower secondary school degree and that men fulfill the particular steps more independently than women." A stalled revolution? What can we learn from women’s drop-out to part-time jobs: a comparative analysis of Germany and the UK

Inhalt: This study examines how within-couple inequalities, that is power differences between men and women in a partnership, act as predictors of transitions from full-time to part-time employment applying Heckman corrected probit models in three different institutional and cultural contexts; Eastern Germany, Western Germany and the United Kingdom. The analyses show that when women are in a weaker position within their relationships they are more likely to drop-out of full-time work, but that this propensity varies by context. The authors also find an increased tendency over time for women to leave full-time for part-time employment in both Eastern and Western Germany, but observe no such trend in the UK. This is suggestive of ongoing incompatibilities in the institutional support for equality in dual-earning in Germany. The study uses longitudinal data covering the period 1992 until 2012 from the German Socio-Economic Panel (SOEP) for Germany and from the British Household Panel (BHPS) and the ‘Understanding Society’ data for the UK.

Inhalt: "In dem vorliegenden Beitrag wird erstens anhand der Daten des Mikrozensus 2012 nach besonderen Fertilitätsmustern in Deutschland gesucht. Einbezogen sind die Merkmale Lebensform, Bildung und die West-Ost-Unterschiede. Eine besondere Fokussierung der Analysen erfolgt auf die Ausprägung von Kinderlosigkeit und Kinderreichtum. Es zeigt sich, dass die genannten Merkmale die durchschnittlichen Kinderzahlen und die Paritätsverteilungen enorm differenzieren. So haben Verheiratete und niedriger Qualifizierte deutlich mehr Kinder geboren. In der Kombination der Merkmale verstärken sich die Kontraste. Verheiratete Frauen ohne beruflichen Abschluss haben durchschnittlich 2,11 Kinder geboren. Dagegen sind es bei den Frauen, die ohne Partner im Haushalt leben und über einen Hochschulabschluss oder eine Promotion verfügen, nur 0,67 Kinder (Geburtsjahrgänge 1964-1968). Der Mikrozensus liefert aufgrund der hohen Fallzahlen exakte Befunde über die Merkmale Kinderlosigkeit und Kinderreichtum. Nicht verfügbar sind Daten, die individuelle Einstellungen abbilden. Daher wurden zweitens auf der Grundlage des Familienleitbildsurveys 2012 des Bundesinstituts für Bevölkerungsforschung weitere Einflussfaktoren auf Kinderlosigkeit und Kinderreichtum unter Einbeziehung von Einstellungsindikatoren untersucht. Ausgangspunkt sind die im Mikrozensus aufgefundenen Differenzierungen. Dabei konnte der Zusammenhang von Ehe und Partnersituationsowie Bildung zu Kinderlosigkeit und Kinderreichtum bestätigt werden. Die Analysen zu den Leitbildern zeigen, dass Familienleitbilder und das generative Verhalten eng miteinander verknüpft sind. Als charakteristisch für Deutschland gilt, dass sich Leitbilder etabliert haben, die Kinderlosigkeit stützen und Kinderreichtum behindern. Kinderlosigkeit ist einerseits gesellschaftlich akzeptiert und hat eine gewisse Attraktivität erlangt (Kinderlose können sich mehr leisten und ein selbstbestimmteres Leben führen). Andererseits wird eine Diskriminierung gegenüber Kinderreichen wahrgenommen. Hier spielt das Leitbild der verantworteten Elternschaft eine wichtige Rolle. Es wird angenommen, dass sich Kindereiche nicht mehr ausreichend genug um das einzelne Kind kümmern können. Es sind insbesondere die Hochqualifizierten, die von einer gesellschaftlichen Stigmatisierung Kinderreicher ausgehen. Signifikante West-Ost-Unterschiede wurden nicht aufgefunden." (Autorenreferat)
Inhalt: "This article initially looks for specific fertility patterns in Germany based on data from the 2012 Microcensus taking the characteristics ‘family status’, ‘education’ and ‘west/east differences’ into account. In particular, the analyses focus on the manifestations of childless couples and large families, revealing that these attributes differentiate the average numbers of children and the parity distributions to a large extent. For example, married persons and those with lower educational levels have far more children. When the attributes are combined, the contrasts intensify. Married women without vocational training had 2.11 children on average. By contrast, women who live without a partner in their household and have a university degree had only 0.67 children (birth cohorts 1964-1968). Because of its high case numbers, the Microcensus provides exact findings about the characteristics of childless couples and large families, but there are no data available that reveal individual attitudes. Therefore, in a second step we analysed additional determinants of childless couples and large families, concentrating on attitudes measured on the basis of the survey on family-related leitbilder conducted by the German Federal Institute for Population Research in 2012. With the differentiations found in the Microcensus serving as starting point, we were able to confirm the correlation of marriage and relationship status as well as education with childlessness or forming a large family, respectively. The analyses based on familyrelated leitbilder show that these are closely related to fertility behaviour. In Germany, typical leitbilder have evolved that encourage childlessness, while at the same time restrain the formation of large families. On the one hand, childlessness is generally accepted by the public at large and has become more attractive (i.e. it is said that childless couples are able to afford more and live a more self-determined life). On the other hand, large families are sometimes perceived as being anti-social. This is closely related to the notion of responsible and accountable parenthood. People assume that parents with many children cannot provide sufficient care for the individual child. Particularly the highly educated respondents assume that a social stigma exists for large families. There are no marked differences between eastern and western Germany." (author's abstract)
