Women's Coalitions beyond the Laicism-Islamism Divide in Turkey: Towards an Inclusive Struggle for Gender Equality?

Inhalt: In the 2010s in Turkey, the ruling Justice and Development Party's (AKP) authoritarian-populist turn accompanied the institutionalization of political Islam. As laicism was discredited and labeled as an imposed-from-above principle of Western/Kemalist modernity, the notion of equality ceased to inform the state’s gender policies. In response to AKP's attempts to redefine gender relations through the notions of complementarity and fıtrat (purpose of creation), women across the political spectrum have mobilized for an understanding of gender equality that transcends the laicism - Islamism divide yet maintains secularity as its constitutive principle. Analyzing three recent attempts of women's coalition-building, this article shows that, first, gender equality activists in the 2010s are renegotiating the border between secularity and piety towards more inclusive understandings of gender equality; and second, that struggles against AKP’s gender politics are fragmented due to different configurations of gender equality and secularity that reflect class and ethnic antagonisms in Turkish society. The article thereby argues for the need to move beyond binary approaches to secularism and religion that have so far dominated the scholarly analysis of women’s activism in both Turkey and the Nordic context.

Feministische Autorinnen haben eindrücklich auf die schwierige Situation von Frauen in der irakischen Transformationsgesellschaft hingewiesen. Trotzdem sind Frauen zivilgesellschaftlich aktiv und setzten sich für gesellschaftlichen Wandel ein. Inhalt: "Since the US invasion in 2003, Iraq has faced multiple outbreaks of violent conflicts. In that context, feminist authors have stressed the extremely difficult situation of women in an Iraqi society that is undergoing transformation. Despite the difficulties that women are facing, they are actively engaging in change and the transformation of gender relations through NGO activism. As women feel that their situation is closely connected to issues that affect Iraqi society as a whole, strategies for changing gender relations are therefore embedded within broader concepts of social change. An empirical analysis of my own field research conducted in Iraq reveals that ideas about change are strongly influenced by the social positionality of women (in particular gender, nationality and class). Therefore, an intersectional approach (based on Floya Anthias) is incorporated into the qualitative analysis." (author's abstract)

Inhalt: Theoretical development within gender studies and terrorism studies has occurred along the axes of identity, material and spatial power and inequality, and geography. Gender scholars have been concerned with the transformation of oppressive political structures, with increased inequality and understanding how gender structures limit women’s opportunities, and with the role of separate geo-graphical and social spheres in shaping outcomes. Terrorism scholars have con-ceptualized terror as a political process, the result largely of economic inequality and to some extent, gender structures, and they have articulated a role for urban space in conceptualizing interventionist policy to ameliorate the terrorist threat. This paper traces the development of these theoretical traditions, pointing out the thematic similarities, but also the dissimilar objects of inquiry. A review of the scholarship where gender informs terrorism studies points the way to future development of scholarship around (1) solving the global terrorism problem by further understanding gender structures for both men and women; (2) the role of urban and non-urban spaces as the backdrop for terrorist recruitment and formation processes; and (3) how gender is likely to affect actual survival for gendered urban populations when terrorism occurs.

Im Aushandlungsprozess ihrer Visionen eines neuen Acehs positionieren sie sich zwischen ihrer persönlichen islamischen Religiosität und acehischen Identität sowie zwischen dem Nationalstaat und internationalen Konventionen. Die Frage nach den Erfahrungen und Einflussfaktoren, die Motive, Ziele, Strategien und Umsetzung frauenrechtlicher Arbeit von Aktivistinnen in Aceh bedingen, steht im Mittelpunkt dieses Artikels. Basierend auf einer 11-monatigen ethnologischen Feldforschung und biographischen Interviews in Aceh, argumentiert die Autorin, dass muslimische Aktivistinnen ihre frauenfördernde Arbeit nicht mit eigenen Erfahrungen der Benachteiligung durch patriarchale Strukturen begründen, sondern die anfängliche Triebfeder in der Betroffenheit, Empathie und Solidarität mit physisch und psychisch versehrten weiblichen Kriegsopfern sehen. Inhalt: "Muslim women activists in Aceh play a central role in eliminating social and political ills and promoting women's rights. In their visions of a new Aceh, they situate themselves between their Islamic belief and Acehnese identity as well as between the nation state and international conventions. The central question presented in this article relates to experiences and factors which influence the aspirations, goals, strategies, and implementation of women's rights work among women activists in Aceh. Based on an 11-month ethnographic field research and biographic interviews, the author argues that Muslim women activists do not perceive their work for the advancement of women as a result of their own experiences of discrimination by existing patriarchal structures. Rather, the source of their engagement lies within their empathy and solidarity with physically and psychologically suffering female conflict victims. Due to the increasing institutionalization and commodification of reconstruction and development aid after the tsunami of 2004, women activists recognize large discrepancies between the aims of foreign donors and those of local organizations and emphasize a return to women's needs at the grassroot level." Inhalt: "Im Jahr 2002 verkündete der damalige pakistanische Präsident Pervez Musharraf, dass 17% der Sitze in Nationalversammlung und Senat künftig für Frauen reserviert seien. Wenngleich eine Quotenregelung kein Novum für das Land darstellte, war ihr Wert noch nie so hoch ausgefallen. Seit der Abschaffung der Quote im Jahr 1988 war die Repräsentation von Frauen im Parlament auf unter 3% gesunken. Als mit den Wahlen von 2002 dann 80 Frauen in die Nationalversammlung einzogen und ca. 20% aller Abgeordneten stellten, wurde die neue Regelung als bahnbrechend aufgefasst. Musharrafs Entscheidung erhielt viel Lob von Aktivistinnen der Frauenbewegung. Der Beitrag versucht zu beurteilen, wie Frauen sich in Diskurs und Praxis neue Wege geschaffen haben, um Politik zu machen. Während die Agency von Frauen durch Quotenregeln durchaus anerkannt wird, lautet die Argumentation aber auch, dass eine gesonderte Demarkation von 'Frauenpolitik' Einschränkungen mit sich bringen, zur Marginalisierung von Frauen beitragen und Genderstereotype verstärken kann." Inhalt: "In 2002, the Pakistani President Pervez Musharraf announced that 17% of the seats in the National Assembly and Senate would be reserved to women. Though quotas for women were not a new phenomenon in Pakistan, they had never reached this level. Moreover, after they had been dropped in 1988, the representation of women in the Pakistani parliament fell under 3%. Thus the entry of more than 80 women in Parliament (about 20% of all MPs) in 2002 was considered as a game changer in Pakistani politics, and Musharraf's decision was generally praised by activists of the women's movement. The article tries to evaluate how women construct new ways to do politics in their discourses and practices, and what place gender norms and representations occupy in this process. While recognizing women's agency though quota regulations, it is also argued that a distinctive demarcation of 'women's politics' can bring about constraints, contribute to women's marginalization in the political field, and strengthen gender stereotypes." Inhalt: "John Higley' s work traverses the boundaries of sociology, history and politics in the best tradition of classical social theory, and it has inspired countless scholars across Europe, North America, Australia and Asia. This inspiration has worked on three fronts: paradigmatic, theoretical and empirical. Higley and his colleagues revived the 'elite paradigm' focusing on top national power-holders, where elites are seen as the key social actors and agents of social and political change. An interest in elite theory was also stimulated by his work, especially with respect to the relationship between the key characteristics of national elites, such as their integration and consensus, and the nature (democratic or otherwise) of political regimes. This theoretical work inspired numerous critical analyses of elite transformations that precipitated the post-WWII 'halcyon years' of stability and growth in Europe and North America, the liberal-democratic transformations in post-communist Europe, as well as the recent turbulences: the financial crisis and a prolonged economic slowdown. The work of Higley and colleagues also continues to inspire a revival of macro-theoretical interests, especially in the European social theory, social-historical research, and theoretically informed political analysis." Reporting Romania's 2009 European elections: press coverage and viability of the male and female candidates

Inhalt: This article aims to analyze and compare the press coverage of the two most visible male and female candidates for a Member of the European Parliament office during the campaign for the European elections held in Romania, June 2009. The present study examines a month of coverage in the four most influential broadsheets and tabloids in Romania: Cancan, EvenimentulZilei, Gândul and Libertatea. Using a design of content analysis, the results of this paper emphasize that Elena Băsescu received less coverage than did George Becali. There were also found qualitative differences in coverage, attributed to Elena Băsescu’s gender, who was depicted as not being viable to represent the Romanians interests in Brussels.

Frauen in der DDR, so wollte es die offizielle sozialistische Doktrin, waren gleichberechtigt. Entlang dieser Doktrin richtete sich der Alltag aus. In der Bundesrepublik hatte sich ein traditionelles Verständnis der Geschlechterverhältnisse durchgesetzt. Daneben gab es Frauen, die in der Frauenbewegung gegen Marginalisierung und Ungleichheit kämpften. Diese unterschiedliche Sozialisation prägt bis heute Rollenverhalten und Handlungsstrategien von Frauen im Parlament. Folge der unterschiedlichen Geschlechter-(selbst-)bilder ist, dass Frauen aus dem Osten stärker vom Ausschluss aus parlamentarischen Strukturen betroffen sind als ihre westlichen Schwestern." Inhalt: "With German reunification not only did economic, cultural and political differences clash, but also differences concerning (the representation of) gender issues. Women living in the German Democratic Republic were considered equal; at least this was the goal the socialist doctrine strived for. Women's role in everyday life had been shaped by this perception. In the Federal Republic of Germany a traditional understanding of gender roles was predominant. Simultaneously some women were active in the feminist movement fighting against inequality and marginalization. These different socializations continue to influence the behavior and strategies of women in parliament up the current day.
