Inhalt: "Germany is a low-fertility country with a rapidly ageing population, and will remain so for the foreseeable future. There are several reasons for this trend. Germany is among the countries with the highest rates of childlessness in the world, and childlessness has become widely accepted. This is illustrated by changes in living arrangements. A broad range of living arrangements has been added to the basic model of marriage with children; namely, single living, non-marital cohabitation, lone parenthood, patchwork families and living apart together. A culture of individualism has spread in Germany which forms the basis for widespread decisions against family formation. The desired number of children has become low and family policy is considered to be a failure in terms of its influence on fertility. German family policy has had a traditional orientation centred on monetary support to families and on the promotion of the male breadwinner model. Women have been largely forced to choose between family and work, and leave the labour market when a child is born. The still prevailing concept of family policy does not help to reduce the pressure to choose between work and family life, and thus makes it easier to decide not to have children, especially for highly educated women. A change in family policy is needed which will enable couples to choose between the breadwinner-housewife and the reconciliation model. Gradually, this change is starting to take place." Inhalt: "The Generations and Gender Survey (GGS) is one of the two pillars of the Generations and Gender Programme designed to improve understanding of demographic and social development and of the factors that influence these developments. This article describes how the theoretical perspectives applied in the survey, the survey design and the questionnaire are related to this objective. The key features of the survey include panel design, multidisciplinarity, comparability, context-sensitivity, inter-generational and gender relationships. The survey applies the life course approach, focussing on the processes of childbearing, partnership dynamics, home leaving, and retiring. The selection of topics for data collection mainly follows the criterion of theoretically grounded relevance to explaining one or more of the mentioned processes. A large portion of the survey deals with economic aspects of life, such as economic activity, income, and economic well-being; a comparably large section is devoted to values and attitudes. Other domains covered by the survey include gender relationships, household composition and housing, residential mobility, social networks and private transfers, education, health, and public transfers. The third chapter of the article describes the motivations for their inclusion. The GGS questionnaire is designed for a face-to-face interview. It includes the core that each participating country needs to implement in full, and four optional sub-modules on nationality and ethnicity, on previous partners, on intentions of breaking up, and on housing, respectively. The participating countries are encouraged to include also the optional sub-modules to facilitate comparative research on these topics." (author's abstract)

Inhalt: Der Beitrag behandelt die Beziehungen zwischen zwei Politikbereichen, deren Aufgabe es ist, Wohlstand und wirtschaftliches Wachstum zu sichern. Der mit der gegenwärtigen Bevölkerungsentwicklung in Deutschland einhergehende demographische Wandel wird nach allgemeiner Auffassung das Wirtschaftswachstum negativ beeinflussen. Ein Weg dieses Problem anzugehen, besteht darin, eine Familienpolitik zu entwerfen, die die demographischen Entwicklungen berücksichtigt und junge Leute zur Familiengründung ermutigt. Eine zweite wichtige Determinante zukünftigen Wohlstandes ist die Ausbildung von Humankapital. Der Beitrag analysiert die Maßnahmen, die zu einer Vernetzung von Familienpolitik und der Ausbildung von Humankapital führen sollen. Dabei gilt die besondere Aufmerksamkeit den Links und Synergieeffekten zwischen beiden Politikvariablen. (IAB)

Current demographic changes in Germany are widely expected to have a negative impact on economic growth. One way to tackle this problem is to devise a family policy that takes into account current demographic developments and encourages young people to set up a family of their own. A second major determinant of future wealth is the formation of human capital. This article analyzes measures relating to both family policy and human capital formation. The high fertility of college educated women in Norway : an artefact of the separate modelling of each parity transition

Inhalt: Hochschulbildung hat eine positive Auswirkung auf Geburtenraten und den Abstand seit der vorangegangen Geburt, so besagen es Modelle, die separat für die zweite und dritte Geburten geschätzt wurden. Es gibt auch Anzeichen für solche Effekte bezogen auf die Erstgeburtsrate, für Frauen Ende 20 und in den 30er Jahren. Die hohe Fertilität bei gut ausgebildeten Frauen kann möglicherweise durch die sozioökonomischen Faktoren oder Einstellungen erklärt werden, kann aber ebenso gut ein Resultat von Selektion sein. Wenn alle drei Paritätsübergänge gemeinsam mit einem allgemeinen unbeobachteten Faktor modelliert werden, treten negative Effekte des Bildungsniveaus in Erscheinung. Im Ganzen betrachtet sind die Effekte für die Frauen weniger negativ, die in den fünfziger Jahren geboren sind als für die, die in den vierziger Jahren oder späten dreißiger Jahre geboren wurden. Die Kohorten der fünfziger Jahre zeigen pädagogische Differentiale in der abgeschlossener Fertilität, die ziemlich klein sind und in hohem Grade von einem höheren Anteil kinderloser Frauen unter den gut ausgebildeten Frauen stammen. Zweit-Geburtsraten sind für Frauen mit Hochschulabschluss genau so hoch wie für andere Frauen, und die Dritt-Geburtsraten unterscheiden sich sehr wenig. Dies reflektiert schwach die negativen Nettoeffekte der Ausbildung nach der ersten Geburt und die Nebenwirkungen, die vom höheren Alter bei der ersten Geburt herrühren und durch differentiale Selektivität der früheren Paritäts-Übergänge ausgeglichen werden. Inhalt: "College education has a positive impact on birth rates, net of age and duration since previous birth, according to models estimated separately for second and third births. There are also indications of such effects on first-birth rates, in the upper 20s and 30s. Whereas a high fertility among the better-educated perhaps could be explained by socioeconomic or ideational factors, it might just as well be a result of selection. When all three parity transitions are modelled jointly, with a common unobserved factor included, negative effects of educational level appear. On the whole, the effects are less clearly negative for women born in the 1950s than for those born in the 1940s or late 1930s. The cohorts from the 1950s show educational differentials in completed fertility that are quite small and to a large extent stem from a higher proportion of childlessness among the better-educated. Second-birth progression ratios are just as high for the college educated as for women with only compulsory education, and the third-birth progression ratios differ very little. This reflects weakly negative net effects of education after first birth and spill-over effects from the higher age at first birth, counterbalanced by differential selectivity of earlier parity transitions."
