Inhalt: Die fortschreitende Globalisierung von Wissenschaft und Forschung ist mit einer wachsenden Mobilität des Forschungspersonals verbunden. Gleichzeitig hängt die Wettbewerbsfähigkeit einer Volkswirtschaft wesentlich von der Verfügbarkeit von kreativem und innovationsbereitem Forschungs- und Wissenschaftspersonal ab. Aus nationaler Perspektive ist es von entscheidender Bedeutung, dauerhafte Wanderungsverluste (brain drain) zu vermeiden und stattdessen Wanderungsgewinne (brain gain) zu erzielen. Die Gestaltung der Attraktivität von Arbeitsplätzen in der Wissenschaft ist daher eine zentrale wissenschaftspolitische Aufgabe. Ziel der Studie ist, die Informationsgrundlage für diese Aufgabe zu verbessern. Länderstudien im internationalen Vergleich geben Aufschluss darüber, mit welchen Strukturen und Instrumenten außerhalb Deutschlands den spezifischen Anforderungen an attraktive Arbeitsplätze in der Wissenschaft begegnet wird. Mit den USA, Japan, Kanada, der Schweiz und Schweden insbesondere sind solche Länder ausgewählt worden, deren Innovations- und Wissenschaftssysteme im Diskurs vielfach als Referenz herangezogen werden. Anschließend werden neue wissenschaftspolitische Instrumente in Deutschland einer ersten und vorläufigen Prüfung daraufhin unterzogen, inwiefern sie zur Steigerung der Arbeitsplatzattraktivität im deutschen Wissenschaftssystem beitragen können. From higher education to work : patterns of labor market entry in Germany and the US

Inhalt: "Previous comparative studies describing the transition from school to work and national patterns of labor market entry have often had to simplify the complex transition processes involved. For example, the first job after education is not easy to define if a person returns to education. In addition, most of this research has concentrated on national patterns shaped by the experiences of the majority of young people. In this paper we concentrate on a particular group of school-leavers, viz. those entitled to enroll in higher education. We describe their transition patterns from school to work, including recurrent education leading to more than one instance of labor market entry after leaving education. A comparison between Germany and the United States enables us to answer the question of how various features of the tertiary education systems influence these patterns, i.e. the number of people actually returning to education and the time it takes to finally enter the labor market. The systems of higher education in Germany and the US differ in several ways that we assume to be important for the transition patterns from school to work: (a) the mode of stratification (parallel tracks in Germany vs. consecutive tracks in the US) provides different labor-market prospects and incentives for returning to education; (b) the coordination mechanism (state-controlled vs. market-based) is decisive for the diversity of institutions and their orientation to particular target groups; (c) the degree of standardization in educational programs is important for more or less smooth transitions to the labor market. Taking into account that labor-market flexibility also differs in the two countries, we derive our main hypothesis: transition patterns from higher education to the labor market in the US are less standardized and regulated than in Germany. We expect that students attending the lower-tier institutions in the US (community colleges) will display significant differences in this respect over and against their German counterparts attending a Fachhochschule (university of applied sciences). In our empirical analyses we actually find overall differences with regard to variance in the ages at which young people leave education and enter the labor market. US students gain much more labor-market experience in the period between their initial and ultimate exit from education. Differences between lower- and higher-tier institutions are less marked than expected, both within and between the two countries." (author's abstract)

Inhalt: "The 2007 Social Situation Report presents some key findings from the EU's new tool for monitoring the social situation and, in the future, social trends, namely the EU-SILC (Statistics on Income and Living Conditions). It looks at income inequality and how this is related to economic performance and at how people on low incomes are distributed across the EU as a whole. Incomes are more evenly distributed within the EU than in the US, and in the EU a high level of economic performance often goes hand in hand with greater equality. In 2004, around 100 million Europeans (22% of the total population) had less than 60% of the EU median income of around EURO 8000 per year for a single person or EURO 22 a day. In a majority of member states the largest segment of the population at risk of poverty consists of couples with one or two children where one of the partners is not working (at least throughout the year) - the 'male breadwinner' family type. Single parents, while being exposed to a high risk of poverty, represent a large share of the population at risk of poverty only in countries where this type of household is widespread." A meta-analysis of the international gender wage gap

Inhalt: Seit den frühen 1970er Jahren haben hunderte von Autoren geschlechtsspezifische Lohnunterschiede zwischen Frauen und Männern gleicher Produktivität berechnet. Entsprechend sind Schätzwerte für dieses Phänomen für die unterschiedlichsten Länder zu unterschiedlichen Zeitpunkten veröffentlicht worden. Die vorliegende Metastudie gibt einen quantitativen Überblick über die empirische Forschungsliteratur zu diesem Thema in Hinblick auf Unterschiede in der Methode, der Datenbasis sowie den untersuchten Ländern und Zeiträumen. Eine Gewichtung mit Qualitätsindikatoren soll die Qualität der empirischen Untersuchungen bewerten helfen. Dabei wird deutlich, dass Restriktionen bei den Daten den größten Einfluss auf den berechneten geschlechtsspezifischen Lohnunterschied haben. Zudem zeigen die Verfasser, welchen Effekt Fehler in der Lohngleichung - wie der häufige Einsatz potenzieller Erfahrung - auf die Berechnung des Lohnunterschieds haben. Die Rohwerte für geschlechtsspezifische Lohnunterschiede sind weltweit im Zeitverlauf beträchtlich gesunken. Inhalt: "Since the early seventies, hundreds of authors have calculated gender wage differentials between women and men of equal productivity. Consequently, estimates for the gender wage gap have been published for the most diverse countries at different points in time. This metastudy provides a quantitative review of this vast amount of empirical literature on gender wage discrimination as it concerns differences in methodology, data, countries and time periods. We place particular emphasis on a proper consideration of the quality of the underlying study which is done by a weighting with quality indicators. The results show that data restrictions have the biggest impact on the resulting gender wage gap. Moreover, we are able to show what effect a misspecification of the underlying wage equation - like the frequent use of potential experience - has on the calculated gender wage gap. Over time, raw wage differentials world-wide have fallen substantially; however, most of this decrease is due to an increased labor market productivity of females." (author's abstract)
Understanding international differences in the gender pay gap

Inhalt: Dieser Beitrag prüft die Hypothese, dass die globale Lohnkürzung und das im Vergleich zur Nachfrage geringe Angebot an weiblicher Arbeitskraft die geschlechtsspezifischen Lohnunterschiede eines Landes reduzieren. Durch die Auswertung von Daten aus Mikroanalysen für 22 Länder im Zeitraum 1983-94 wurde herausgefunden, dass gekürzte Löhne für Männer und ein geringeres Netto-Angebot an weiblichen Arbeitskräften mit einem geringeren geschlechtsspezifischen Lohnunterschied verbunden sind. Da es wahrscheinlich ist, dass Arbeitsmarktinstitutionen verantwortlich für einen bestimmten Anteil der internationalen Lohnunterschiede sind, lässt die umgekehrte Verbindung zwischen den geschlechtsspezifischen Lohnunterschieden und der Lohnungleichheit bei Männern vermuten, dass Lohnfindungs-Mechanismen wie z. B. Flächentarifverträge, die relativ hohe Gehälter bieten, das Gehalt für Frauen steigern, die meistens am unteren Ende der Lohntreppe stehen. Folgerichtig kommt man zu dem Ergebnis, dass der geschlechtsspezifische Lohnunterschied umso geringer ausfällt, je weiter kollektive Lohnverträge in einem Land verbreitet sind. Zudem ist der Effekt von Lohnstrukturen auf den geschlechtsspezifischen Lohnunterschied quantitativ sehr wichtig.(ICBÜbers)
Inhalt: "This paper tests the hypotheses that overall wage compression and low female supply relative to demand reduce a country's gender pay gap. Using micro-data for 22 countries over the 1985-94 period, we find that more compressed male wage structures and lower female net supply are both associated with a lower gender pay gap. Since it is likely that labor market institutions are responsible for an important portion of international differences in wage inequality, the inverse relationship between the gender pay gap and male wage inequality suggests that wage-setting mechanisms, such as encompassing collective bargaining agreements, that provide for relatively high wage floors raise the relative pay of women, who tend to be at the bottom of the wage distribution. Consistent with this view, we find that the extent of collective bargaining coverage in each country is significantly negatively associated with its gender pay gap. Moreover, the effect of pay structures on the gender pay gap is quantitatively very important: a large part of the differences across these countries in overall wage structure, with another potentially import segment due to differences in female net s supply."
