Inhalt: 'Globalisierung erreicht afrikanische Länder in Form von so genannten 'Strukturanpassungsprogrammen' von Weltbank und Internationalem Währungsfond. Ugandas Austeritätspolitik war zwar in den vergangenen Jahren vergleichsweise erfolgreich, doch die Kehrseite von steigendem Wirtschaftswachstum ist steigende Armut insbesondere in urbanen Zentren. Ohne die informelle Arbeit von Frauen könnten die Menschen in den Ballungszentren Ugandas nicht überleben. Frauen sind es, die das Überleben ihrer teilweise auf dem Land zurückgebliebenen Familien sichern, da Männerarbeitsplätze, sprich: formelle Lohnarbeit, knapp ist. Und doch ist gerade die Informalität der Arbeit von Frauen - als Straßenhändlerinnen, Kinder- und Hausmädchen und Prostituierte - die Ursache steigender Frauenarmut. Will Strukturanpassung die Schere zwischen Arm und Reich nicht vergrößern, so bedarf es Programme, die explizit auf die Situation städtischer Arbeiterinnen eingehen wie beispielsweise Kleinkredite, aber auch Infrastruktur zur Selbstorganisation und Selbstvertretung von Frauen im informellen Sektor.' Inhalt: 'In African countries globalization has the meaning of Structural Adjustment Programmes of the World Bank and the International Money Fund. Uganda successfully implemented strict austerity programmes. But the other side of economic recovery and economic growth is growing poverty especially in urban areas. Without the informal work of women, people couldn't survive in the urban centers of Uganda. Urban women who migrated to big cities subsidise their families in the country side, because male, i.e. formal and waged labour is rare. But informal work like street trading, baby sitting, housework or prostitution is one source of urban female poverty. If Structural Adjustment Programmes want to close the gap between the rich and the poor they must aim on the informal working and living conditions of urban women. Empowerment programmes can start with small credits and infrastructure for organization and self-helpgroups of urban women.' (author's abstract)

Inhalt: 'In den letzten Jahren hält ein neuer Begriff - Gender Mainstreaming - seinen Einzug in die institutionalisierte Frauenpolitik in Europa. Die wenigsten scheinen zu wissen oder wissen zu wollen, dass Gender Mainstreaming eine fast 30 Jahre währende Geschichte in Entwicklungszusammenarbeit und Nord-Süd-Politik hat. Selektiv aufgenommene Diskussionsstränge aus Frauenpolitik und feministischer Theorie gingen dabei je kontextspezifische Verbindungen mit den Praktiken und der Kulturpatriarchal strukturierter Entwicklungsorganisationen ein. Über das Scharnier der Vierten Weltfrauenkonferenz von 1995 hat Gender Mainstreaming offiziell und als verbindliches Politikmandat die europäische Institutionenlandschaft erreicht. Hier nun spielen in Rezeption wie Umsetzung spezifische Traditionsbestände institutioneller Frauenpolitik eine formierende Rolle. Die feministische Theorie indes ist derzeit mit Diskursen befasst, die es ihr offenbar schwer fallen lassen, Orientierungen für eine kritische Auseinandersetzung mit dem strategischen Konzept Gender Mainstreaming bereitzustellen.' Inhalt: 'An new concept - gender mainstreaming - has recently made its entry into institutionalized women's politics in Europe. Few appear to be aware of the fact that gender mainstreaming looks back on thirty years of history in development cooperation and North-South-politics. Within that context selectively appropriated elements of the debates within the international women's movements and feminist theory forged coalitions with the practices and cultures of the patriarchally structured development bureaucracies. The Fourth International Women's Conference 1995 facilitated the adoption of gender mainstreaming as politically binding strategic concept into the organizational mandates of governmental and societal institutions in Europe. Here conceptional understanding and implementation are greatly influenced by the given traditions of institutionalized women's politics. To this day, however, feminist theory has not been able to provide orientation and guidance for a critical assessment of the strategic value of gender mainstreaming.' (author's abstract)

Inhalt: 'Internationale Frauenbewegungspolitik entwickelt sich zu einer dezidiert globalen Politik. Den Kern dieses Globalwerdens bilden zwei parallele, sich zum Teil gegenseitig verstärkende Prozesse: die Vernetzung und NGOisierung von Frauenbewegungen weltweit und die inhaltliche Akzentuierung des Ansatzes der FrauenMenschenrechte. Beide Veränderungstendenzen sind politisch ambivalent. Einerseits unterstützen sie die Verhandlungspositionen von Frauenbewegungsakteurinnen in den Szenarien globaler Politik, andererseits gefährden sie die besonderen, basisbezogenen Potenziale von Frauenbewegungspolitik. Gleichwohl sind die frauenpolitischen Chancen dieses Prozesses vor allem deshalb beachtlich, weil darin verschiedenste frauenpolitische Handlungsstrategien auf allen politischen Handlungsebenen verschränkt und integriert werden können.' Inhalt: 'The becoming global of international women's movements' politics is based on two interdependent processes: firstly the replacing of women's movements' groups by a growing number of women's NGOs and especially women's lobbying organizations; secondly the shift to women's human rights as strategic bond as well as normative frame of global women's politics. The whole development is double-edged. On the one hand movements' politics risk to loose significance. On the other hand movements' actors gain a central connecting reference point and more ability to navigate inside institutional politics on all levels of political action. Thus the challenge is to be strongly interconnected under the thematic umbrella of women's human rights different strategies of women's politics on all different levels of action.' Inhalt: 'In den Ländern der Europäischen Union finden tiefgreifende Veränderungen wohlfahrtsstaatlicher Arrangements statt, die sowohl Ausdruck ökonomischer und demografischer Veränderungen sind, als auch auf mentalen und kulturellen Einstellungsänderungen beruhen. Der ökonomische Druck auf die Wohlfahrtsstaaten transportiert auf der theoretischen Ebene neoliberale Debatten, die die Kategorie 'Geschlecht' de-thematisieren, und Debatten zur Standortfrage, die auf einen Abbau sozialer Standards orientieren - beides soll im ersten Teil dieses Beitrags angesprochen werden. Der zweite Teil des Beitrags arbeitet - exemplarisch skizziert anhand der Rentenreform 2001 in Deutschland (einem Systemwechsel) und an der gegenwärtigen Rentenpolitik in Frankreich (einer Politik der kleinen Schritte) - heraus, dass der Umbau der Wohlfahrtsstaaten, in Abhängigkeit von den jeweiligen Gender-Konzepten und von der jeweiligen strukturellen Konzeption der Alterssicherungssysteme, länderspezifisch unterschiedlich verläuft. Es wird die These vertreten, dass sich in der gegenwärtigen Rentenreform in Deutschland neoliberale Diskurse stärker umsetzen (Einführung einer privaten Kapitalrente) als in Frankreich. Die Autorin führt die größere Resistenz gegenüber einem liberalen Umbau im französischen System auf den ausgeprägten Familiarismus zurück.' (Autorenreferat)
Inhalt: 'The countries of the European Union undergo profound changes in their welfare state arrangements, which are not only expressions of economic and demographic changes but also due to alternating mental and cultural attitudes. Economic pressure on the welfare states lead to neoliberal debates on a theoretical level, denying the Bender category as a subject of discussion, and to the question of location ('Standortdebatten'), which is orientated towards a decline in social standards (first part). The second part of this contribution will work out the reconstruction of the welfare states taking different courses due to the countries particularities, and dependent on particular gender concepts as well as structural concepts of pension systems. The German pension reform of 2001 (a paradigmatic change) and contemporary pension politics in France (step-by-step-policy) will serve as examples. The author will argue that neoliberal discourses are realized to a larger extent in the contemporary German pension reform (introduction of a private pension) than in France. She explains the stronger resistance towards a liberal reconstruction in the French system by a distinct 'Familiarismus' (family policy). Winners and loosers will be pointed out.' (author's abstract)

Inhalt: 'Ökonomische Globalisierung ist als geschlechtsgebundener Prozess zu identifizieren. Dennoch aber ignoriert der Mainstream in der Globalisierungsdebatte diese gesellschaftliche Tatsache. Dieser Beitrag versucht daher, geschlechterrelevante Aspekte globaler Veränderungen freizulegen. Globalismus ist die neoliberale Variante, Ökonomien, Gesellschaften und Geschlechterregime neu zu ordnen. Aus einer feministischen Perspektive scheint es unzureichend, die Kategorie Geschlecht nur auf Frauen zu beziehen und sie zudem als alleinige Opfer der Globalisierung zu betrachten. In neo-liberale Globalisierung ist jedenfalls auch Maskulinismus eingeschrieben, der einen Trend zu restaurativer Geschlechterpolitik indiziert.' (Autorenreferat)
Inhalt: 'Economic globalization is undoubtedly a gendered process. Nevertheless, the mainstream of the relevant debate ignores this fact. This article deals therefore with gender-related aspects of ongoing global changes. Globalism represents the neoliberal way of transforming economies, societies and gender regimes. From a feminist point of view it is not sufficient to pick out women as victims of globalization. It is necessary to discuss the impacts of masculinities too. Masculinism indicates the restaurative tendencies of gender politics.' (author's abstract)
