Gendered Segregation in Danish Standing Parliamentary Committees 1990-2015

Inhalt: Denmark was among the first countries to achieve female enfranchisement to the national parliament (1915) and it is a society with a long tradition for gender equality policies and women’s rights. 100 years later, the Danish case gives grounds for reflections on gender balance, on segregation and positions occupied by women in national parliaments. Drawing on insights from literature on gender and politics and on parliamentary committees, the article asks what the gendered distribution of seats and chairs is in the Danish parliament, the Folketing, and what can explain these gendered patterns. To answer these questions, this article investigates the horizontal and vertical gendered segregation of standing parliamentary committees of the Danish parliament 1990-2015 based on an explorative, longitudinal study. The results show that the Danish parliament is characterized by both vertical and horizontal segregation in relation to parliamentary committees. Both categories of segregation are declining over time, but the analysis reveals interesting patterns of change and stability especially for the horizontal segregation. Several committees have an over-representation (social, education and research and health) and under-representation of women (defence, finance and transport). A number of committees are characterized by a share of 30-40% women. This category is especially interesting as it points towards a decline in horizontal representation.

Inhalt: "Der Beitrag befasst sich mit der Renaissance autoritärer Diskurse und Praxen und fragt nach den Effekten für die Einschreibung geschlechtlicher Machtverhältnisse in die politischen Gesellschaften. Ausgehend von einer Kritik an bestehenden aktuellen Konzepten der Rechtspopulismus- und Autokratieforschung, welche den Fokus vor allem auf staatliche Herrschaftsinstitutionen, Regierungsapparate und politische Entscheidungsprozesse richten, plädieren die Autorinnen für ein gesellschaftstheoretisch erweitertes feministisches Analysekonzept. Kern bildet ein Verständnis des Autoritären als ein Handlungsprogramm, das universalistische Werte der Gleichstellung und Gerechtigkeit aufgreift und diese als Instrumente für Diskriminierung und Ausbeutung in der Verknüpfung unterschiedlicher Diskursen und Praxen umdeutet. Wie liberale Positionen und Argumente für die Diskriminierung und Ungleichbehandlung von Frauen in Zusammenhang mit einer Politisierung kultureller und ethnischer Konfliktlinien genutzt werden, zeigt der Beitrag exemplarisch an zwei unterschiedlichen Fallbeispielen. So wird zum einen am Beispiel des vorläufigen Parteiprogramms der Alternative für Deutschland (AfD) die Konstruktion autoritärer Geschlechterdiskurse in Verbindung mit einem wertkonservativen Familienbild analysiert. Im Vergleich dazu wird am Beispiel der Transitionsgesellschaft Chiles gezeigt, über welche Praxen die Normalisierung autoritärer Diskurse erfolgt und zivilgesellschaftliche Frauenorganisationen für demokratische Öffnungs- und Schließungsprozesse instrumentalisiert werden." Inhalt: "Focusing on the current renaissance of authoritarian discourses and practices we analyze the effects of gendered power relations in society. We base our analysis on a critique of current research on right wing populism and autocracy research, which focuses primarily on state dominated institutions, official government apparatuses and political decision-making processes. In contrary, we take up a bottom-up perspective and advocate a concept of feminist analysis that is rooted in a broader concept of civil society, analyzing gender relations as societal power structures from a non-essentialist governmentality and post-structuralist perspective. The core is an understanding of authoritarian as a program of action that takes up universalist values of equality and justice and reinterprets them as instruments for discrimination and exploitation in linking different discourses and practices. Based on two case studies we show how liberal positions and arguments for the discrimination and inequality of women are used in the context of the politicization of cultural and ethnic conflict lines. Using example of the provisional program of the alternative for Germany (AfD) we analyze the construction of authoritarian gender discourses in connection with a value-conservative family. The example of the transitional society of Chile shows how the normalization of authoritarian discourse takes place and how civil society women’s organizations are instrumentalized for democratic opening and closing processes." Inhalt: "Based on the great importance of gainful employment as a medium of socialization, this article analyses the so-called standard employment relationship, which represents the normality and norm of gainful employment in Germany. With regard to three different feminist power contexts, this core labour and social policy institution is theorized as a power and domination relationship that virtually requires the exclusion of women, makes gender inequalities within the labour market and in regards to social security permanent, and that ultimately prevents changes in gender relations. The article further argues that the institution thereby acts as a barrier for an egalitarian social participation of women and men. In order to develop a framework for a new standard employment relationship, the authors outline a new concept for conceptualizing employment. Wirtschaftspolitische Steuerung in der Europäischen Union: geschlechterblind und gleichstellungsriskant Der Artikel leistet einen Beitrag zur Bilanz 20 Jahre nach Amsterdam mit einer kritischen Bestandsaufnahme des Stellenwerts von Gleichstellungspolitik im Bereich der Budget- und Wirtschaftspolitik. Im Mittelpunkt steht dabei die Frage, welchen Einfluss der gleichstellungspolitische Ansatz des Gender Mainstreaming (GM) in der budget- und wirtschaftspolitischen Steuerung innerhalb der EU innehat und gleichzeitig umgekehrt, welchen Einfluss die Budget- und Wirtschaftspolitik der EU, mit besonderem Fokus auf die wirtschaftspolitische Steuerung (Economic Governance), auf Gleichstellung hat. Die Analyse zeigt, dass Gleichstellungspolitik in der EU und gleichstellungspolitische Errungenschaften in der Krise sind. Das ist nicht nur auf die Wirtschafts- und Finanzkrise zurückzuführen, sondern ist vielmehr auch in den zu kurz greifenden gleichstellungspolitischen Konzepten und in der weiterbestehenden „strategic silence“ in Bezug auf Gleichstellungsaspekte in der EU-Wirtschaftspolitik im Rahmen der Economic Governance angelegt. Gleichstellungspolitische Errungenschaften sind durch geschlechterblinde Politiken und die zunehmende Macht männlich dominierter und maskulin strukturierter Institutionen gefährdet. Im Artikel werden aufbauend auf die Einsichten in die Defizite der bisherigen GM- und Gleichstellungspolitik Ansatzpunkte für die theoretische Weiterentwicklung und praktische Geschlechterpolitik vorgestellt, die die Schwachstellen und blinden Flecken überwinden sollen. Eine vom Alltag der Lebensrealitäten her gedachten Transformation muss auf drei Ebenen erfolgen, eine Neukonzeptualisierung von Ökonomie und der Wirtschaftspolitik in Richtung Ver- und Vorsorgende Wirtschaft (Care Ökonomie), eine emanzipatorische Transformation von Staatlichkeit in Richtung Geschlechterdemokratie und ein Ausbau geschlechtergerechter partizipatorischer Institutionen und Entscheidungsprozesse. Inhalt: The article contributes to the stock-taking of 20 years after Amsterdam by critically focusing on the role of gender equality in budgetary and economic policies at the EU level. It analyses not only the influence of Gender Mainstreaming on budgetary and economic policies but also vice versa, the influence of economic and budgetary policies – in particular the EU economic governance – on gender equality. The analysis shows that EU gender equality policies and gender equality achievements are experiencing a crisis. This is not only due to the current economic and financial crisis, but rather due to limited gender equality concepts as well as the continued “strategic silence” and absence of gender equality aspects in EU economic policies and economic governance. Progress in gender equality is threatened by the increasing power of male dominated and masculine structured institutions. Based on the insights on the deficits of gender mainstreaming and gender equality policies so far, the article presents key starting points for a theoretical development and practical gender equality policies to overcome the weak points and blind spots. A transformation – based on the realities of everyday life – needs to focus on three levels simultaneously, namely a new conceptualization of economics and economic policies in the direction of a care economy, the emancipatory transformation of the state towards gender equality democracy and the development of gender-just, participatory institutions and decision making processes. Gender equality and emancipatory concepts and strategies can only become effective if transformations at these three levels are taken into account simultaneously. (author's abstract)
