Inhalt: "Internationale und insbesondere europäische Politikprozesse haben in den vergangenen Jahren im Bereich der Reform nationaler Bildungssysteme an Bedeutung gewonnen. Unter dem Schlagwort 'Bologna-Prozess' wird die deutsche Studienstruktur an angelsächsische Modelle angepasst. Dies wirft die Frage auf, wie der Bologna-Prozess als politischer Reformprozess funktioniert. Der Beitrag geht dem auf zwei Ebenen nach. Er zeigt erstens, durch welche verstreuten institutionellen Entwicklungen und Ereignisse des policymaking der Bologna-Prozess als Reformprogramm etabliert wurde. Er analysiert dann am Beispiel eines Zeitschriftenausschnitts die diskursiven Techniken und Mechanismen der Herstellung von Legitimität. Im Ergebnis zeigt der Beitrag, dass der Bologna-Prozess mit einer auf Konsens basierenden politischen Logik operiert. Die Entscheidungen sind nicht mehr verhandelbar, der Text präsentiert sich technokratisch und die Hochschulen werden dazu animiert, die Bedeutung des Bologna-Prozesses letztlich selbst zu finden." Inhalt: "In the last decade, international and especially European policies became more and more importent for the transformation of national higher education systems. The German higher education system will be reorgenized according to Anglo-Saxonian standards in the name of the 'Bologna Process'. In the view of this development one may ask how the Bologna Process as a policy process works. The contribution follows two pathes of analysis. First, it will look at the dispersed institutional developments and events of policymaking. In a second step, the contribution will analyse a text from a journal and work out the discursive mechanisms of the constitution of legitimacy. As a result, the analysis shows that the political logic of the Bologna Process is the logic of consensus: the political decision is already drawn, the text is technocratic, and the universities are animated to search for the meaning of the Bologna Process independently."
