Inhalt: In den letzten Jahrzehnten gab es Erfolge in der Bekämpfung von Ungleichheiten zwischen Männern und Frauen. Gleichzeitig verringern sich diese Ungleichheiten nur langsam. Die Autor_innen diskutieren die (wohlfahrts-)staatliche Regulierung von Geschlechterverhältnissen. Neben konzeptionellen Überlegungen stehen dabei quantitative sowie qualitative Befunde zu erwerbsbezogenen, wohlfahrtsstaatlichen und anderen Ungleichheiten im Mittelpunkt. Zudem werden geschlechterbezogene Einstellungen und Orientierungen analysiert. Auf diese Weise entsteht ein facettenreiches Bild der Fortschritte und Beharrungstendenzen im Bereich der Geschlechterungleichheiten sowie der Forschung zu ihren Ursachen und Folgen.

Inhalt: An der Schnittstelle von Gender Studies, Arbeits- und Organisationssoziologie setzt dieser Beitrag an, indem die gewerkschaftliche Repräsentation von Frauen vergleichend dargestellt und zugleich typische Deutungen im Verständnis gewerkschaftlicher Geschlechterpolitik rekonstruiert werden. Aufbauend auf Angelika Wetterers Typologie von Geschlechterwissen zeigen sich in diesen Deutungsmustern Unterschiede, woran die Geschlechter(un)gleichheit festgemacht wird, welche Relevanz gleichstellungspolitischen Maßnahmen beigemessen wird und welche Rolle sie für die eigene Praxis gewerkschaftlicher Interessenpolitik spielen. Das frauenpolitische, das geschlechtertheoretische und das konservative Deutungsmuster werden vorgestellt und zugleich diskutiert, unter welchen Bedingungen es trotz dieser Unterschiede gelingen kann, Gleichstellungspolitik als organisationsübergreifende Aufgabe zu etablieren. Die empirische Basis bilden qualitative Interviews, die mit Gewerkschaftssekretär*innen der ver.di, der IG BAU sowie der IG Metall durchgeführt wurden.
The Reluctant Feminist: Angela Merkel and the Modernization of Gender Politics in Germany

Inhalt: Academic studies regarding the impact of various forms of gender representation focus largely on quantitative evidence that women in power can make a difference, downplaying qualitative case studies that can establish causal links between women's participation in government and better policies for women. Analyzing policy changes initiated by Germany’s first female Chancellor since 2005, the paper argues that despite her CDU-affiliation, Angela Merkel has contributed more to gender equality in Germany than all previous chancellors, even though she refuses to label herself a feminist. The author explores three factors shaping Merkel's reluctance to embrace the (western dominated) feminist label, e.g., her socialization under a diametrically opposed GDR gender regime, her preference for data-driven policy learning, her aversion towards “ideological” framing, coupled with a tendency to pursue mixed motives, respectively. The paper concludes with recent examples geared towards leveling the global gender playing-field, attesting to her willingness to embrace transformational representation.

Women's Coalitions beyond the Laicism-Islamism Divide in Turkey: Towards an Inclusive Struggle for Gender Equality?

Inhalt: In the 2010s in Turkey, the ruling Justice and Development Party's (AKP) authoritarian-populist turn accompanied the institutionalization of political Islam. As laicism was discredited and labeled as an imposed-from-above principle of Western/Kemalist modernity, the notion of equality ceased to inform the state’s gender policies. In response to AKP's attempts to redefine gender relations through the notions of complementarity and fıtrat (purpose of creation), women across the political spectrum have mobilized for an understanding of gender equality that transcends the laicism - Islamism divide yet maintains secularity as its constitutive principle. Analyzing three recent attempts of women's coalition-building, this article shows that, first, gender equality activists in the 2010s are renegotiating the border between secularity and piety towards more inclusive understandings of gender equality; and second, that struggles against AKP’s gender politics are fragmented due to different configurations of gender equality and secularity that reflect class and ethnic antagonisms in Turkish society. The article thereby argues for the need to move beyond binary approaches to secularism and religion that have so far dominated the scholarly analysis of women’s activism in both Turkey and the Nordic context.

Inhalt: The social-democratic-inspired “Nordic model”, with its agenda for gender equality, has been an important example for the development of political interventions to transform society but at the same time, it has been functioning as an emerging gender normalising and stabilising structure. The last decade it has also become focused by antigender movements and ethno-nationalistic parties both as emblematic for the Nordic nations as well as a threat that must be destroyed to save the nation. This issue will elaborate further on gender equality as a node, a floating signifier in powerful and often contradictory discourses situating the discussions within the tradition of scholarships of hope through a dialogue about articles that search for realistic utopias that might be considered to be “beyond gender equality”. The included articles engage with the messiness and crossroads of gender equality in relation to the work-line, territories, neo-liberalism, religion, the crisis of solidarity and the success of anti-genderism agenda.

Gender sensitive policies: are there any changes in the Republic of Macedonia from 1990 to 2011?

Inhalt: One of the fundamental values of the constitutional order in the Republic of Macedonia is the principle of equality which guarantees the equal rights regardless of the gender. The recognition and the promotion of the gender equal opportunities are a necessary precondition for democratic development. In the past 24 years of the independence, the political parties in the Republic of Macedonia passed through various stages and changes, which include the attitudes of the parties towards women issues. This paper will research the capacity of the main political parties in the Macedonian bloc, SDSM and VMRO-DPMNE, to develop, adopt and implement gender sensitive policies. The research will be based on the analysis of the election programs regarding the Parliamentary elections in 1990, 2002 and2011. The analysis will cover the development of the gender sensitivity in the election programs of SDSM and VMRO-DPMNE for the period of two decades.
Inhalt: Gender Equality has not yet been achieved in many western countries. Switzerland in particular has failed as a forerunner in integrating women in politics and economy. Taking Switzerland as a case study, the authors critically reflect the state of gender equality in different policy areas such as education, family and labour. The collection of articles reveals how gender policies and cultural contexts interact with social practices of gender (in)equality. They also outline the gender(ed) effects of recent changes and reform strategies for scientists, politicians and practitioners. Despite considerable successes at the legal and societal level, equality between women and men has not yet been achieved in many western countries. This is true also for Switzerland, where gender equality issues increasingly are being highlighted. This book critically reflects the state of gender equality in Switzerland by focusing on key areas of gender policy such as education, labour, and the private sphere, especially in the context of economic and social change. The articles are based on multi-disciplinary perspectives as well as innovative methods in studying gender (in)equality. All chapters refer to the National Research Program 60 on 'Gender Equality' (2010-2014) launched by the Swiss National Science Foundation which aimed at generating knowledge on the complex conditions for gender equality in Switzerland. The chapters of this book highlight the 'evidence' and impact of current gender equality policies and objectives. The authors investigate the gender-relevant implications of important policy areas, some of which are still rarely discussed, such as social investment, tax or working time policies. They discuss interdependencies between gender and other categories of social difference, e.g. social class, and also illustrate the meaning of these intersections with respect to the outcomes and limitations of public policies. Further, the articles are dedicated to the analyses of the complex reasons for persisting gender inequalities in the world of work, care and education by looking especially at the interfaces and the transitions between those social fields. The book provides nuanced insight into how gender policies and cultural contexts interact with social practices of gender (in)equality and reflects the media and public reception of scientific studies on gender inequality. It is directed to social and political scientists and yields important information on effective strategies and their relevance to gender equality for politicians and practitioners today.

Inhalt: 25 Jahre nach Beginn der demokratischen Transformationen in Osteuropa sind wir mit ambivalenten Ergebnissen in Bezug auf die Geschlechterverhältnisse konfrontiert. Demokratisierung war nicht gleichbedeutend mit Geschlechterdemokratie, der Übergang zur "freien" Marktwirtschaft kein Äquivalent zur ökonomischen Gleichstellung der Geschlechter. Die Einleitung zum Schwerpunktheft gibt einen Forschungsüberblick über neue Erkenntnisse zu den Geschlechterverhältnissen in den östlichen Mitgliedsstaaten der EU. Hierbei werden insbesondere die Wirkungen der EU auf die Geschlechterpolitik Mittelosteuropas diskutiert und zwei Felder, Sozialpolitik und die Bekämpfung häuslicher Gewalt, herausgegriffen. Die strukturellen Wirkungen des EU-Mandats in der Gleichstellungspolitik werden in Bezug auf Gleichstellungsinstitutionen und NGOs beleuchtet. Schließlich zeigt ein Blick auf die Ukraine exemplarisch den widersprüchlichen Charakter der Geschlechterverhältnisse in Bezug auf Frauenrollen, Sozialpolitik und weiblichem Aktivismus. Die Einleitung schließt mit Überlegungen für künftige Forschung und in Bezug auf politischen Handlungsbedarf, welcher die Gleichstellung der Geschlechter voranbringen könnte.
Inhalt: Following 25 years of democratic transformation in Eastern Europe, we are still confronted with ambiguous results regarding gender relations. Democratisation was neither synonymous with gender democracy, nor did the transition to a 'free' market economy produce economic gender equality. This introduction to our special issues surveys new research on gender relations in the Eastern member states of the European Union. We then evaluate the structural impact of EU mandates in these domains, i.e., on the architecture of Women's Policy Agencies and on the role of women's Non-Governmental Organisations (NGOs). We present a case study on gender developments in Ukraine as a non-member state to further illustrate the contradictory nature of evolving gender relations in the region as regards women's roles, social policies and female activism. The introduction closes with reflections on the types of research and political activities that could further the pursuit of gender equality.
