Promoting gender equality and structural change in academia through gender equality plans: Harmonising EU and national initiatives

Inhalt: Gender equality has been actively promoted in EU academic institutions by the European Commission’s Science with and for Society (SwafS) programme through the implementation of gender equality plans (GEP). GEP formulation and implementation was strongly influenced by involvement in EU projects in Irish as well as Italian higher education institutions. The paper draws upon experience of the EU project SAGE (H2020), in which Irish and Italian universities actively cooperated, the Athena SWAN Charter in Ireland, Positive Action Plans (PAP) in Italy, and semi structured interviews with gender experts in Irish and Italian higher education institutions to explore the degree to which participation in EU and national initiatives can promote similar outcomes by the adoption of positive actions. The paper concludes that a harmonised strategy, focusing on common priorities and respecting cultural, political and social diversity, could promote the internationalization of the higher education sector and accelerate the process towards gender equality in academia.

Inhalt: Das Europäische Parlament (EP) hat sich als eines der wenigen Parlamente weltweit seit 2003 in insgesamt sechs Entschließungen zur Umsetzung von Gender Mainstreaming (GM) verpflichtet. Ausgehend von dem Ansatz des Feministischen Institutionalismus analysiert dieser Beitrag chronologisch die potenzielle Institutionalisierung von GM und fragt, inwieweit sich neue Regeln und Normen in bestehende formale und informelle Regeln einflechten lassen. Hierfür werden zentrale EP-Dokumente für den Zeitraum 2003 bis 2019 sowie leitfadengestützte Interviews mit MEPs verschiedener Fraktionen und EP-Beschäftigten aus 2019 und 2020 analysiert. Insgesamt kann von einer GM-Institutionalisierung gesprochen werden, wenn sie auch heterogen verläuft.

A defence of gender-based affirmative action grounded on a comparison of the United States and of the European Union models

Inhalt: This article presents a defence of gender-based affirmative action programmes against its critiques. It starts from an overview of the history and main criticisms addressing affirmative action programmes, and then proposes several arguments against these criticisms. Several rationales are to be found at the core of this article: first, women still face discrimination in regard to access to education and employment. This position relies on the statistical data referring to both the U.S. and the E.U. Second, gender-based affirmative action should be treated differently than race-based affirmative action since women's discrimination on the labour market stems mainly from traditional gender norms largely exerted within the family and exercised through state's family policies (e.g. childcare policies). Third, despite the fact that the article defends gender-based affirmative action against the main critiques, it also argues that this measure alone is an inefficient method to tackle gender inequality. The article concludes that gender-based affirmative action programmes are not effective methods to tackle gender inequality because they address only one part of the problem, namely gender inequality encountered in the public sphere (education and employment), while completely ignoring family and caring responsibilities.
Feminism as Power and Resistance: An Inquiry into Different Forms of Swedish Feminist Resistance and Anti-Genderist Reactions

Inhalt: This article explores how resistance and power are intertwined within the field of mainstream Swedish feminism, by analyzing some of its more visible expressions and strategies. These feminist resistance strategies could be described as circulating resistance (e.g., the #metoo campaign), public assemblies, the more subtle “disciplinary resistance”, and state feminism. The article illustrates how these different forms of resistance fuel different reactions from movements that reiterate different discourses of “anti-genderism”. In addition, some forms of feminism (state feminism and feminist disciplinary resistance) sometimes develop into, or overlap with, different technologies of power.

Ausgehend von einer Kritik an bestehenden aktuellen Konzepten der Rechtspopulismus- und Autokratieforschung, welche den Fokus vor allem auf staatliche Herrschaftsinstitutionen, Regierungsapparate und politische Entscheidungsprozesse richten, plädieren die Autorinnen für ein gesellschaftstheoretisch erweitertes feministisches Analysekonzept. Kern bildet ein Verständnis des Autoritären als ein Handlungsprogramm, das universalistische Werte der Gleichstellung und Gerechtigkeit aufgreift und diese als Instrumente für Diskriminierung und Ausbeutung in der Verknüpfung unterschiedlicher Diskursen und Praxen umdeutet. Wie liberale Positionen und Argumente für die Diskriminierung und Ungleichbehandlung von Frauen in Zusammenhang mit einer Politisierung kultureller und ethnischer Konfliktlinien genutzt werden, zeigt der Beitrag exemplarisch an zwei unterschiedlichen Fallbeispielen. So wird zum einen am Beispiel des vorläufigen Parteiprogramms der Alternative für Deutschland (AfD) die Konstruktion autoritärer Geschlechterdiskurse in Verbindung mit einem wertkonservativen Familienbild analysiert. Im Vergleich dazu wird am Beispiel der Transitionsgesellschaft Chiles gezeigt, über welche Praxen die Normalisierung autoritärer Diskurse erfolgt und zivilgesellschaftliche Frauenorganisationen für demokratische Öffnungs- und Schließungsprozesse instrumentalisiert werden." Inhalt: "Focusing on the current renaissance of authoritarian discourses and practices we analyze the effects of gendered power relations in society. We base our analysis on a critique of current research on right wing populism and autocracy research, which focuses primarily on state dominated institutions, official government apparatuses and political decision-making processes. In contrary, we take up a bottom-up perspective and advocate a concept of feminist analysis that is rooted in a broader concept of civil society, analyzing gender relations as societal power structures from a non-essentialist governmentality and post-structuralist perspective. The core is an understanding of authoritarian as a program of action that takes up universalist values of equality and justice and reinterprets them as instruments for discrimination and exploitation in linking different discourses and practices. Based on two case studies we show how liberal positions and arguments for the discrimination and inequality of women are used in the context of the politicization of cultural and ethnic conflict lines. Using example of the provisional program of the alternative for Germany (AfD) we analyze the construction of authoritarian gender discourses in connection with a value-conservative family. The example of the transitional society of Chile shows how the normalization of authoritarian discourse takes place and how civil society women’s organizations are instrumentalized for democratic opening and closing processes." Praxisbericht: Erfolgsstrategien für Geschlechterpolitik in einer männlich dominierten Organisation am Beispiel der IG Metall

Inhalt: Industriegewerkschaften und allen voran die IG Metall galten und gelten auch heute noch als der Prototyp einer spezifisch männlich dominierten Organisation. Der Beitrag beschreibt die genderpolitischen Entwicklungslinien innerhalb der IG Metall, die von der absoluten Unterrepräsentanz von Frauen hin zu einem für Industriegewerkschaften weltweit bisher nicht gekannten Frauenanteil von 30 Prozent bei den Gewerkschaftssekretärinnen und -sekretären sowie einem stetig steigenden Anteil von Frauen bei den hauptamtlichen Führungspositionen geführt haben. Die Autorin analysiert die Erfolgsfaktoren und hier insbesondere die Verbindung des Gender- und Diversitätsthemas mit der strategischen Neuausrichtung und damit einhergehenden Organisationsentwicklungs- und Modernisierungsprozessen der IG Metall, um sich angesichts des gesellschaftlichen und industriellen Strukturwandels gestärkt aufzustellen. Der Beitrag schließt mit einem Ausblick auf alte und neue Herausforderungen.
