Women's Coalitions beyond the Laicism-Islamism Divide in Turkey: Towards an Inclusive Struggle for Gender Equality?

Inhalt: In the 2010s in Turkey, the ruling Justice and Development Party's (AKP) authoritarian-populist turn accompanied the institutionalization of political Islam. As laicism was discredited and labeled as an imposed-from-above principle of Western/Kemalist modernity, the notion of equality ceased to inform the state’s gender policies. In response to AKP's attempts to redefine gender relations through the notions of complementarity and fıtrat (purpose of creation), women across the political spectrum have mobilized for an understanding of gender equality that transcends the laicism - Islamism divide yet maintains secularity as its constitutive principle. Analyzing three recent attempts of women's coalition-building, this article shows that, first, gender equality activists in the 2010s are renegotiating the border between secularity and piety towards more inclusive understandings of gender equality; and second, that struggles against AKP’s gender politics are fragmented due to different configurations of gender equality and secularity that reflect class and ethnic antagonisms in Turkish society. The article thereby argues for the need to move beyond binary approaches to secularism and religion that have so far dominated the scholarly analysis of women’s activism in both Turkey and the Nordic context.

Inhalt: Aktuell wird europaweit das gleichstellungspolitisch Erreichte - sei es die (relative) Öffnung der Ehe für gleichgeschlechtliche Paare, der Anspruch von Frauen auf autonome Lebensentscheidungen, die Möglichkeit der Integration von Geschlecht und Sexualität in wissenschaftliche Paradigmen oder die Inklusion von Frauen in patriarchale Sprachmuster - in Frage gestellt. Der Beitrag zeigt am Beispiel Österreichs, dass sich der Hass auf Gleichberechtigung, der Wunsch nach Reetablierung traditioneller hierarchischer und naturalisierter Geschlechterverhältnisse sowie der Wille zur Diffamierung und Diskriminierung jeder Form von Sexualität jenseits heterosexueller Vorstellungen in breitere rechtspopulistische und rechtsextreme Strategien der Naturalisierung sozialer Ungleichheit einfügen. Damit verfügen sie über das Potenzial, diese zu plausibilisieren und zu popularisieren. Der Text macht deutlich, dass im Kampf gegen Geschlechtergleichstellung und gegen die Anerkennung sexueller Differenz ein Kampf um kulturelle Hegemonie sichtbar wird, der sich gegen die sozialen Errungenschaften, gegen Liberalisierungsprojekte und gegen demokratische Kompromisse der 1970er-Jahre wendet und der insbesondere die Idee der 'Gleichheit' als Basis von Demokratie ablehnt.
Inhalt: Equal opportunity policies have achieved a number of milestones in Europe, including the legalization of same-sex marriage, women's right to determine their own lives, the possibility to include gender and sexuality in academic paradigms or the visibility of women in patriarchal language. However, currently these accomplishments are under attack. Taking Austria as an example the article shows that the rejection of equal opportunities, the wish for the re-establishment of traditional, hierarchical and naturalized gender relations and the will to repudiate and discriminate against any form of sexuality other than heterosexuality are part of broader right-wing populist and right-wing extremist strategies, which aim to naturalize social inequality. We show that gender and sexuality related discourses have the potential to render these overarching strategies more plausible and popular. The fight against gender equality and against the acceptance of sexual diversity is analyzed as part of a fight for cultural hegemony. It is a fight that tries to dismantle social achievements, the liberalization of social relations and the democratic compromises of the 1970s, but which most of all objects to the idea of 'equality' as the basis of democracy.

Inhalt: In dem Beitrag werden Zusammenhänge zwischen dem Zustand der Demokratie und dem Status von Frauen in Polen dargestellt. Die Hauptthese ist, dass die Unterstützung der Geschlechterdemokratie seitens der EU beim EU-Beitrittsverfahren trotz Forderungen der Polinnen ausblieb. Sich selbst überlassen, wurden die Frauen im Demokratisierungsprozess immer mehr zu den 'Anderen', die in politischen Aktivitäten der Parteien und in der Sozialpolitik instrumentalisiert werden. Die dominante antifeministische Einstellung zu frauenpolitischen Forderungen führte in Polen, insbesondere unter der PiS-Regierung, zur offenen antidemokratischen Politik mit einem anti-genderistischen Charakter.
Inhalt: The paper discusses the connection between the poor state of democracy in Poland and the poor level of women’s political participation in the country. Its main thesis is that the European Union missed the opportunity to promote gender democracy in Poland during the joining process, although Polish women were expecting it. Left to their own devices, Polish women became progressively 'the others' in the course of the democratization process, used by political parties for achieving their own objectives. These all-pervasive antifeminist attitudes in Polish political culture underlie the present antidemocratic and antigender politics of the PiS-government.

Inhalt: Der Artikel beschäftigt sich mit deutschen und europäischen rechtspopulistischen Vorstellungen von Geschlechterregimen. Aufgefunden wird dabei ein paradoxes Ineinandergreifen von traditionellen und modernen Elementen. Modernität entsteht durch eine auffällige Häufung weiblicher Führungspersönlichkeiten und durch einen abendländischen 'Sexuellen Exzeptionalismus' gegenüber angenommener Rückständigkeit muslimischer Migrant_innen. Traditionalität wird verpackt in Sprachpolitiken wie eingeforderter Wertschätzung von 'Vollzeitmutterschaft' oder Erzählungen von 'freier Wahl'. Eine demokratische Gleichheit der Geschlechter wird gefährdet durch ein Konzept 'natürlicher' Unterschiede, das weiterhin auf geschlechtsspezifischer Arbeitsteilung basiert.
Inhalt: The article deals with ideas of gender regimes in German and European right-wing populist concepts. What will be seen is a paradoxical entanglement of traditional and modern elements. An interestingly great number of female leaders is one of the modern elements as well as a kind of occidental 'sexual exceptionalism' produced by the comparison with allegedly sexually 'backward' Muslim migrants. Traditional elements are concealed via language politics such as calling stay at home moms ‘full time mothers’ and narratives of free choice. In this respect, any true equality of the sexes in right-wing populisms is endangered by concepts of 'separate but equal' still founded on gender-based division of labor.

Equality Governance via Policy Analysis? The Implementation of Gender Impact Assessment in the European Union and Gender-based Analysis in Canada

Inhalt: Gender impact assessment has been both celebrated as a beacon of hope for the cause of gender equality and criticised as being ineffectual. More than 20 years of gender mainstreaming have demonstrated that equality governance with and through impact assessment is an intersectional and still evolving process. Arn T. Sauer's study examines the instruments of gendered policy analysis and the conditions under which they are being used by the Canadian federal government and the European Commission. Interviews with experts from public administration and instrument designers as well as document analyses reveal benefits and challenges and show that the success of equality governance depends upon whether knowledge about gendered policy and appropriate administrative practices are embedded, embodied and entrenched in public administration.

Inhalt: The G20 states have made a commitment to drastically lower the gender differential in their labour markets. All G20 states, including India, will have great difficulty doing so, as the disparity is a consequence not of formal deficiencies, but of informal norms and value attitudes. It will take both time and holistic approaches on the domestic and international levels to change this.
Gender justice will feature more prominently at this year's G20 summit under the German presidency. At past summits, the issue was rather neglected. The 2014 Brisbane Declaration represented a watershed moment, as the G20 states committed to reduce the gender gap in the labour market participation rate by 25 per cent by the year 2025.
Women's employment rates in some countries are, however, stagnating – in India they have even dropped. Neither economic growth nor statutory requirements or strides in women's education have improved the situation. Given all this, the question arises of how the stated objective can be reached.
The Modi government has developed a new strategy to increase women's participation in the labour market that includes attracting textile and other manufacturing industries and promoting self-employment and professional qualifications.
It remains to be seen whether the measures will succeed; whether low-paying jobs in the textile industry will truly lead to good jobs; and whether this will increase women's levels of societal, political, and economic participation. A change in discriminatory value attitudes is particularly crucial.
The G20 states are in at least verbal agreement that gender justice is fundamental to sustainable and socially just economic growth. The increase in women's labour market participation should be seen as just one step in the right direction. To help create vital jobs in India, Germany should advocate for holistic political measures in the context of its G20 presidency, and the EU and the G20 should support India in its attempts to open markets and attract direct investment.

Inhalt: Die G20-Staaten haben sich verpflichtet, den Geschlechterunterschied in der Erwerbstätigenquote deutlich zu verringern. Alle G20-Staaten, auch Indien, werden dies kaum schaffen. Denn die Disparität ist nicht Folge formaler Defizite, sondern informellen Normen und Werthaltungen geschuldet. Um dies zu ändern, braucht es Zeit und ganzheitlichere Lösungsansätze auf nationaler wie internationaler Ebene.
Geschlechtergerechtigkeit wird beim G20-Gipfel als zentrales Anliegen der deutschen Präsidentschaft stärker in den Fokus rücken. Bislang wurde das Thema nachrangig behandelt. Eine Zäsur stellt die Brisbane-Erklärung 2014 dar, in der sich die G20-Staaten verpflichten, die Lücke bei der Erwerbsbeteiligung zwischen Männern und Frauen bis zum Jahr 2025 um 25 Prozent zu reduzieren.
Die Frauenerwerbsquote stagniert jedoch in einigen Ländern oder ist – wie in Indien – sogar rückläufig. Weder wirtschaftliches Wachstum und gesetzliche Vorgaben, noch Bildung von Frauen haben die Lage verbessert. Es stellt sich daher die Frage, wie das genannte Ziel erreicht werden soll.
Die Regierung Modi hat eine neue Strategie entwickelt, um die Erwerbsbeteiligung von Frauen zu erhöhen, u.a. durch die Ansiedlung von Textil- und anderen verarbeitenden Industrien, die Förderung von Selbstständigkeit und beruflicher Qualifizierung.
Es bleibt fraglich, ob die Maßnahmen zielführend sind, ob Niedriglohn-Jobs in der Textilindustrie wirklich zu guten Jobs führen und ob Frauen so mehr gesellschaftliche, politische und wirtschaftliche Teilhabe gewinnen. Notwendig ist insbesondere ein Wandel diskriminierender Werthaltungen.
Die G20-Staaten sind sich zumindest verbal einig, dass Geschlechtergerechtigkeit elementar für nachhaltiges und sozial gerechtes Wirtschaftswachstum ist. Die Erhöhung der Frauenerwerbsquote ist dabei nur als ein Schritt in die richtige Richtung zu sehen. Deutschland sollte sich im Rahmen seiner G20-Präsidentschaft für ganzheitlichere Politikmaßnahmen einsetzen. Die EU und die G20 könnten Indien durch Öffnung von Märkten und im Einwerben von Direktinvestitionen unterstützen, um notwendige Arbeitsplätze zu schaffen.

Inhalt: "Based on an empirical case study conducted in the Landesbank Berlin, this article seeks to uncover starting points for and barriers to enforcing gender equality in the banking sector. Taking a holistic perspective of gainful work and life, the structural conditions of in-company gender-equality politics and organizational development are reconstructed, as are the gender arrangements and subjective orientations of polled executives. Our thesis is that female executives in particular, but increasingly also young male executives, are developing a 'reflexive career orientation' within which they are demanding more gender equality and personal scope to shape their life at work and outside of work. The result could be new coalitions within companies for gaining better recognition of reproductive needs. However, these potentialities for gender politics are still blocked in the face of strong pressure to cut costs and generate income in a financial market capitalism which is constantly in crisis."
