Inhalt: An in-depth literature review showed that women, despite their increasingly prominent roles worldwide, continue to be persistently underrepresented and stereotyped in news media. This study aimed to investigate the extent to which the representation of women changed over time in two Dutch-speaking Belgian newspapers De Standaard and Het Laatste Nieuws. An automated quantitative content analysis revealed that there is no increase of the number of women in the newspapers between 2005 and 2015. On the contrary, women are significantly less represented over time in the popular newspaper Het Laatste Nieuws. A qualitative analysis on two cases about women stepping into a leadership position -in 2012 (Catherine De Bolle as head of the Federal police) and in 2014 (Dominique Leroy as CEO of a Belgian telecom company)- showed that the press emphasised their femininity, their being a role model for other women, their being part of a family and having certain looks. Moreover, these women are clearly portrayed as "the best candidate" pointing at the selection procedures and their capabilities to perform professionally. Probably, this strong emphasis is a way of justifying that these women are not selected because of positive discrimination. Further analysis of cases of both men and women stepping into top positions across countries and media platforms is recommended.

Mind the Gap! Comparing Gender Politics in Japan and Taiwan

Inhalt: Japan and Taiwan share common cultural characteristics, and their economics have developed in similar ways too. They perform equally well on educational attainment, infant mortality, and unemployment meanwhile. Yet, Japan lags far behind Taiwan when it comes to gender equality - including the significantly less prominent and active role of women in parliament in the former. The difference between the two countries in this regard can be explained by three key political factors.
First, women's movements in Taiwan benefitted from the momentum created during the democratisation phase of the early 1990s. They have since become a powerful force, pushing for gender equality measures such as mandatory gender quotas. In contrast, women's movements in Japan tend to be fragmented, decentralised, or focussed only on specific issues. Second, the major center-right Kuomintang party in Taiwan has actively taken advantage of gender equality issues for electoral purposes. By contrast, in Japan the move towards greater gender equality has faced a strong backlash from various conservative forces ranging from the ruling center-right Liberal Democratic Party to right-leaning media, or even to conservative female academics. Third, the Japanese political system makes it harder to promote gender issues there compared to in the Taiwanese case. Japan's parliamentary system marginalises the role of legislators, which in turn limits female parliamentarians' efforts. Also, even if both countries have two electoral "tiers" - one to represent the district, and the other that of the political party - the latter one in Japan features a loophole, and thus has not been used to represent diverse interests within society. As the comparison shows, politics has played a significant role in creating a gap in the two countries' gender balances. Considering that Japan has continued to be highly self-conscious about its international standing, there should be constant external pressure for women's political empowerment, career advancement, and better work-life balance. Corrective measures could include the adoption of a gender quota in politics and business, or more incentives for both men and women to take parental leave.

Inhalt: Ziel des Beitrags ist, am Beispiel der Geschichte des Mobilitätsdiskurses das Gendering industrieller Massenprodukte im Fahrzeugbereich sowie dessen historische und gesellschaftliche Ausprägungen exemplarisch nachvollziehbar zu machen. Ausgangspunkt ist eine Definition von Design, die dessen diskursive Funktion fokussiert: Design selbst produziert Bedeutung und transportiert diese nicht nur. Vor diesem Hintergrund erfolgt ein diskursanalytischer Blick auf 'Gendered Mobility' - vom historischen Geschlechterkampf ums Fahrrad bis zu Entwürfen von 'Frauenautos' in der jüngeren Vergangenheit. Mittels einer solchen Analyse des gegenderten Mobilitätsdiskurses wird gezeigt, wie Design sowohl auf der Seite der Gestaltenden als auch auf der Seite der Konsumierenden an der performativen Herstellung von Geschlechtsidentität(en) und damit auch an der (Re-)Produktion der bestehenden, hierarchischen Geschlechterverhältnisse in der gegenwärtigen Wachstumsökonomie beteiligt ist - ein Vorgehen, das nicht auf Gender begrenzt ist, sondern auf weitere Diversitätsdimensionen und deren Intersektionen ausgeweitet werden kann.
Inhalt: The article aims to analyse the gendering of industrial mass products in the automotive sector using the example of the mobility discourse and to shed light on its historical and social manifestations. The starting point is a definition of design which focuses on its discursive function: Design not only transports meanings but also produces them. Against this backdrop, a discourse analytical perspective is applied to "gendered mobility" - from the historical battle of the sexes around the bicycle to the design of "women's cars" in the recent past. Based on such an analysis of the gendered mobility discourse, the article shows how design participates in the performative production of gender identity/ identities and thus also in the (re-)production of existing hierarchical gender relations in the current growth economy, both on the part of the designers and consumers. This approach is not limited to gender but can be extended to further diversity dimensions and their intersections.

Women's Coalitions beyond the Laicism-Islamism Divide in Turkey: Towards an Inclusive Struggle for Gender Equality?

Inhalt: In the 2010s in Turkey, the ruling Justice and Development Party's (AKP) authoritarian-populist turn accompanied the institutionalization of political Islam. As laicism was discredited and labeled as an imposed-from-above principle of Western/Kemalist modernity, the notion of equality ceased to inform the state’s gender policies. In response to AKP's attempts to redefine gender relations through the notions of complementarity and fıtrat (purpose of creation), women across the political spectrum have mobilized for an understanding of gender equality that transcends the laicism - Islamism divide yet maintains secularity as its constitutive principle. Analyzing three recent attempts of women's coalition-building, this article shows that, first, gender equality activists in the 2010s are renegotiating the border between secularity and piety towards more inclusive understandings of gender equality; and second, that struggles against AKP’s gender politics are fragmented due to different configurations of gender equality and secularity that reflect class and ethnic antagonisms in Turkish society. The article thereby argues for the need to move beyond binary approaches to secularism and religion that have so far dominated the scholarly analysis of women’s activism in both Turkey and the Nordic context.

Inhalt: Aktuell wird europaweit das gleichstellungspolitisch Erreichte - sei es die (relative) Öffnung der Ehe für gleichgeschlechtliche Paare, der Anspruch von Frauen auf autonome Lebensentscheidungen, die Möglichkeit der Integration von Geschlecht und Sexualität in wissenschaftliche Paradigmen oder die Inklusion von Frauen in patriarchale Sprachmuster - in Frage gestellt. Der Beitrag zeigt am Beispiel Österreichs, dass sich der Hass auf Gleichberechtigung, der Wunsch nach Reetablierung traditioneller hierarchischer und naturalisierter Geschlechterverhältnisse sowie der Wille zur Diffamierung und Diskriminierung jeder Form von Sexualität jenseits heterosexueller Vorstellungen in breitere rechtspopulistische und rechtsextreme Strategien der Naturalisierung sozialer Ungleichheit einfügen. Damit verfügen sie über das Potenzial, diese zu plausibilisieren und zu popularisieren. Der Text macht deutlich, dass im Kampf gegen Geschlechtergleichstellung und gegen die Anerkennung sexueller Differenz ein Kampf um kulturelle Hegemonie sichtbar wird, der sich gegen die sozialen Errungenschaften, gegen Liberalisierungsprojekte und gegen demokratische Kompromisse der 1970er-Jahre wendet und der insbesondere die Idee der 'Gleichheit' als Basis von Demokratie ablehnt.
Inhalt: Equal opportunity policies have achieved a number of milestones in Europe, including the legalization of same-sex marriage, women's right to determine their own lives, the possibility to include gender and sexuality in academic paradigms or the visibility of women in patriarchal language. However, currently these accomplishments are under attack. Taking Austria as an example the article shows that the rejection of equal opportunities, the wish for the re-establishment of traditional, hierarchical and naturalized gender relations and the will to repudiate and discriminate against any form of sexuality other than heterosexuality are part of broader right-wing populist and right-wing extremist strategies, which aim to naturalize social inequality. We show that gender and sexuality related discourses have the potential to render these overarching strategies more plausible and popular. The fight against gender equality and against the acceptance of sexual diversity is analyzed as part of a fight for cultural hegemony. It is a fight that tries to dismantle social achievements, the liberalization of social relations and the democratic compromises of the 1970s, but which most of all objects to the idea of 'equality' as the basis of democracy.

Inhalt: Die Genderperspektive auf Klimawandel und Klimaschutz hat seit einigen Jahren deutlich an Aufmerksamkeit gewonnen. Der Beitrag geht der Frage nach, welche Erkenntnisse zu den Wirkungen des Klimawandels und der Klimapolitik auf die Geschlechterverhältnisse aus Industrieländern vorliegen. Die Ergebnisse eines umfassenden Literaturreviews zeigen, dass die Anzahl der Publikationen zu Gender und Klima in den letzten Jahren deutlich zugenommen hat, dies aber nicht auf alle Handlungsfelder der Klimapolitik zutrifft. Das Hauptaugenmerk liegt auf den Handlungsfeldern des Klimaschutzes, während die Anpassung an den Klimawandel aus der Geschlechterperspektive für Industrieländer eher unterbelichtet ist. Auch scheint es, dass sich der Fokus der wissenschaftlichen Diskurse in den letzten zehn Jahren deutlich verengt und auf die Mikroebene verlagert hat, Strukturen und Dynamiken dagegen seltener untersucht werden. Die Treiber von Ungleichheit und damit die Hintergründe der geschlechterspezifischen Ursachen und Auswirkungen des Klimawandels wie auch der tendenziell androzentrischen Sichtweise auf den Klimawandel und auf die Entwicklung von Lösungsansätzen stehen eher selten im Mittelpunkt.
Inhalt: The gender perspective on climate change and climate protection has attracted ever more attention in recent years. The article explores what evidence is available on the effects of climate change and climate policy on gender relations in industrialized countries. The results of a comprehensive literature review show that the number of publications on gender and climate has increased significantly in recent years, although this does not apply to all areas of activity of climate policy. The main focus is on the areas of activity of mitigation, while adaptation to the impacts of climate change from a gender perspective is still lacking for industrialised countries. It also seems to be the case that the focus of the scientific discourse has narrowed significantly over the last decade and shifted to the micro-level, while structural issues and the dynamics of developments are less frequently investigated. The drivers of inequality and thus the background to the gender-specific causes and effects of climate change, as well as the tendency to adopt an androcentric view of climate change and its potential solutions are rarely the focus of interest.

Inhalt: Die Gleichstellung von Frauen und homosexuellen Personen ist ein guter Seismograph für die generelle Gleichwertigkeit und akzeptierte Vielfältigkeit einer Gesellschaft, eng verknüpft mit anderen Erscheinungsformen von Ungleichwertigkeit wie ethnischem Rassismus, Antisemitismus und der Abwertung von Muslimen. Es ist kein Zufall, dass sich derzeit gerade am Thema Gender die Gemüter erhitzen wie sonst an kaum einem anderen mit Ausnahme vielleicht des Themas Islam. Rechtspopulistische Akteur_innen wissen und nutzen dies zur Emotionalisierung von Debatten und zwar in beide Richtungen: Während einerseits Anstrengungen zur Gleichstellung verhöhnt und diskreditiert werden, wird andererseits der Verweis auf mangelnde Gleichwertigkeit von Frauen und homosexuellen Personen (und übrigens auch der Antisemitismus-Vorwurf) allein unter Muslim_innen genutzt, um Emotionen gegen Muslime weiter zu schüren, die als Feindbild derzeit besonders im Fokus stehen. Der Beitrag berichtet über Befunde aus der repräsentativen Mitte-Studie 2016 der Friedrich-Ebert-Stiftung zu rechtspopulistischen Einstellungen in der Bevölkerung mit einem besonderen Blick auf Frauen. Deutlich wird: Während offene Formen der Abwertung in den vergangenen Jahren kontinuierlich rückläufig sind, sind subtilere Formen nach wie vor virulent und es zeigt sich eine deutliche Polarisierung der Einstellungen. Wer rechtspopulistischen Einstellungen zustimmt, neigt auch eher zu traditionell sexistischen, homophoben, rassistischen und klassisch antisemitischen Einstellungen. Hierfür spielen vor allem Gefühle relativer Deprivation und kollektiver Bedrohung eine Rolle, die gezielt von rechtspopulistischen Akteur_innen angeheizt werden. Die Karte der Gleichwertigkeit wird, so die These, dann gespielt, wenn es nützlich erscheint, während gleichzeitig ein reaktionär-konservativer Backlash vorangetrieben wird und zwar keineswegs nur von Männern, sondern auch von Frauen. Dahinter steht der Versuch, 'hinter sich die Tür zu schließen', also die eigene Akzeptanz über die Abwertung anderer zu erhöhen. Den 'wütenden weißen Männern' und ihren Ehefrauen (und vielen anderen) scheint es dabei keineswegs um die Gleichwertigkeit aller zu gehen, sondern um die Absicherung des eigenen, gruppenbasierten Status.
Inhalt: The equality of women and LSBTQ-persons is a good seismograph for the general equality and the acceptance of diversity within a society, as it is strongly connected with other forms of inequalities like ethnic racism, antisemitism and the devaluation of Muslims. It is no surprise that currently the topic gender is particular able to heat up minds like hardly any other topic except for maybe the topic Islam. Right-wing-populist players know and use this to emotionalize debates in both directions: While on the one hand they mock and discredit efforts to reach more equality, on the other hand the reference to deficits of equality of women and homosexual persons (and also to anti-Semitism) pointing solely towards Muslims is used to heat up emotions against Muslims who are currently particulary targeted as enemy image. The paper reports about findings from the "Mitte-Studie 2016" by the Friedrich-Ebert-Foundation on right-wing-populist attitudes in Germany’s population with a particular perspective on women. Results show: While blatant forms of devaluation have decreased continuously during the last years, subtle forms are still virulent as well as there is a clear polarization of attitudes in the population. Those who agree on right-wing attitudes, also tend to traditional sexist, homophobic, racist and classic anti-Semitic attitudes. Here, feelings of relative deprivation and collective threat play an important role that right-wing-populist players heat up strategically. The card of equality is played, when it seems to be useful, while at the same time an unprogressive-conservative backlash is pushed further, not only from men but also from women. This assists the purpose to 'close the door' behind themselves, which means to increase one’s own acceptance through the devaluation of others. The 'angry white men' and their wives (any many others) do not seem to be interested in general equality, but in manifesting their own group-based status position.

Digitalisierung (mit)gestalten - was wir vom Cyberfeminismus lernen können: Strategien und Ansätze einer aktivierenden Perspektive auf Informations- und Kommunikationstechnologien im 21. Jahrhundert

Inhalt: Dieser Beitrag erörtert, ob die machtkritischen feministischen Ansätze und Strategien des Cyberfeminismus für aktuelle, von Digitalisierung und Heterogenität geprägte Debatten im Bildungsbereich fruchtbar gemacht werden können. Cyberfeminismus wird zunächst als historische Bewegung verortet, die in ihrer Mannigfaltigkeit in die Kontexte poststrukturalistischer und künstlerischer Auseinandersetzungen mit Körper und Geschlecht gestellt wird. Theorien und Perspektiven des Cyberfeminismus werden anhand zentraler Texte vorgestellt und durch Beispiele unterfüttert. Ausgehend von aktuellen Projekten, die die technisch-medialen Fähigkeiten von Frauen im Sinne der Selbstermächtigung stärken wollen, wird eine Brücke geschlagen zu institutionellen Angeboten der MINT-Frauenförderung, die die Berufschancen von Frauen verbessern sollen. Schließlich wird der dekonstruktivistische Charakter des Cyberfeminismus betont und dazu angeregt, Digitalisierung als heterogenes gesellschaftliches Feld zu fassen, das offen für neue Praktiken und Diskursformationen ist.
Inhalt: The article discusses whether the critical feminist approaches and strategies of cyberfeminism can be put to good use in the context of current debates in the field of education which are characterized by digitalization and heterogeneity/diversity. Cyberfeminism is first defined as a historical movement which, in all its diversity, is placed in the contexts of poststructuralist and artistic explorations of body and gender. Theories and perspectives of cyberfeminism are presented based on key texts and are supplemented by concrete examples. Extending from current projects which aim to strengthen women’s technical/media skills in the sense of self-empowerment, a link is created to institutional offers which aim to increase women’s interest in MINT subjects (Mathematics, Information Technology, Natural Sciences and Technology) and to improve women’s career opportunities in these fields. Finally, the deconstructive nature of cyberfeminism is emphasized and the authors suggest regarding digitalization as a heterogeneous social field which is open to new practices and formats of discourse.
