A New Service Class in the Public Sector? The Role of Femonationalism in Unemployment Policies

Inhalt: This article aims to explore the content embedded in the figuration of ‘foreign-born unemployed women’ and how discourses of gender equality are used to create an emerging racialised service class within the Swedish public sector. Influenced by the concept of femonationalism, the article explores how the introduction of the Extra Services unemployment reforms facilitates the creation of a service class whose purpose is to make it possible for the regular workforce to continue to function despite cutbacks and the neoliberal management of professional care work in the public sector. The study identifies a shift in the discourse, where, while migrant women continue to be represented as victims in public discourses concerning unemployment, they are also represented as being lazy and unwilling to work, qualities that legitimate the need for more repressive interventions towards the group, often described as feminist interventions that will rescue migrant women and their children.
From cooperation to criticism of economic globalization: an intersectional concept of gender justice

Inhalt: "In der Realität von Pflegehilfskräften überschneiden sich Geschlecht, Klasse, race/Ethnizität und Staatsbürgerschaft. Sie sind da, wo die Öffentliche Reformverwaltung (NPM) eingeführt wurde, mit Ausgrenzung, Kommodifizierung und der Verweigerung gewerkschaftlicher Rechte konfrontiert. Wie auch bei anderen weiblichen Angestellten in Pflegediensten, denen eine berufliche Anerkennung ihrer Qualifikationen verwehrt wird, findet ihre Ausgrenzung auf dem Arbeitsmarkt und in Kampagnen für Geschlechtergleichheit und GenderMainstreaming (GM) statt. Anstatt die ausgrenzende Gleichheitsdefinition der internationalen Institutionen zu übernehmen, sollte kritisch hinterfragt werden, inwieweit die Globalisierung die Verschlechterung der Arbeitsbedingungenfür weibliche Pflegekräfte legitimiert. FeministInnen sollten da rauf bestehen, Gendergerechtigkeit durch ein anderes Verständnis von Gleichheit und GM zu fördern. Der Beitrag stellt ein intersektionales Modell von Geschlechtergerechtigkeit vor, das die negativen Auswirkungen der Globalisierung untersucht, und formuliert eine politische Ethik für die Behandlung von Frauen in schlecht bezahlter Pflegearbeit. Arbeitsqualität und Durchschnittseinkommen müssen als Grundlage für die Definition von Diskriminierung dienen. Neukonzeptionen von Gleichheit und GM, die auf den vorgeschlagenen Diskriminierungskriterien basieren, würden die Grundlage bereiten für feministischen Aktivismus gegen ausgrenzende NPM-Praktiken." Inhalt: "Gender, class, race/ethnicity and citizenship intersect in the experience of nursing assistants and expose them to exclusion, commodification and denial of their unionization rights in every country that has embraced the new public management (NPM) reform. Resembling other women employed in caring services that are denied the benefit of skills recognition, their exclusion occurs both in the labour market and in campaigns targeting gender equality and gender mainstreaming. Rather than accepting the exclusionary definition of equality promoted by the institutions of economic globalization, the role of economic globalization in legitimizing the deterioration of employment quality for women employed in caring services should be challenged. In particular, feminists should insist on promoting gender justice by revisiting the concepts of equality and gender mainstreaming. This article presents an intersectional model of gender justice that reveals the deleterious effects of economic globalization and formulates a political ethics of care for women in badly-paid caring work. Job quality and average income in occupational fields must serve as the basis for defining discrimination. Revised notions of equality and gender mainstreaming, based on these proposed measures of discrimination, would provide the ground for feminist activism against NPM exclusionary practices." Inhalt: The impact of modernization and industrialization on gender arrangements has been different depending on the gender culture that predominated when the modernization process started. Romania was among the most rural societies in Europe after the Second World War. Women's involvement in agricultural activity was very high, but the gender division of work was a very traditional one. The communist regimes promoted a full employment policy for the entire population but did nothing to encourage gender equality in the private space. This article focuses on the Romanian case, aiming to identify the dynamics of gender beliefs during the post-communist period. Using data from two waves of the European Values Survey (1990, 1999), as well as data provided by the Public Opinion Barometer 2007 and by Family Life - 2008, the authors carried out standard cohort decomposition methods in order to detect the mechanism that produced the most variation in gender beliefs. Inhalt: "Der vorliegende Beitrag beschäftigt sich mit dem Thema working poor - Armut trotz Erwerbstätigkeit. Dazu werden in einem ersten Schritt aktuelle Entwicklungen für Österreich im Kontext europäischer Trends betrachtet. Dabei wird der Frage nachgegangen, welchen Stellenwert Unterschiede in den wohlfahrtsstaatlichen Rahmenbedingungen für die Ausprägung von working poor haben. In einem zweiten Schritt werden detaillierte empirische Analysen der Lebenssituation von in Armut lebenden Erwerbstätigen in Österreich vorgestellt. Die entsprechenden Berechnungen beruhen auf den EU-SILC-Daten für die Jahre 2004 bis 2008. Unsere Befunde zeigen, dass Frauen, AlleinerzieherInnen und kinderreiche Familien, aber auch Beschäftigte in der Landwirtschaft und in personenbezogenen Dienstleistungen von Armut trotz Erwerbstätigkeit besonders betroffen sind. Darüber hinaus zeigt unsere Studie, dass die Armutsrisiken innerhalb des Untersuchungszeitraums für diese Personengruppen deutlich zunehmen." (Autorenreferat)
Inhalt: "The article analyses the situation of the working poor in Austria in context of the European social welfare states. Firstly, it is being investigated to which extent the social welfare regulations are responsible for differences in the quantity of the poor in the labor force. Secondly, the article presents an overview of the working poor in Austria, based on EU-SILC data for the years 2004-2008. Our results show that women, single parents and families with three or more children as well as employees in the agrarian and service sectors are confronted with higher risks to fall into the category of working poor. Moreover, our study reveals that these risks increased considerably over the examined time period." (author's abstract)
