Inhalt: 25 Jahre nach Beginn der demokratischen Transformationen in Osteuropa sind wir mit ambivalenten Ergebnissen in Bezug auf die Geschlechterverhältnisse konfrontiert. Demokratisierung war nicht gleichbedeutend mit Geschlechterdemokratie, der Übergang zur "freien" Marktwirtschaft kein Äquivalent zur ökonomischen Gleichstellung der Geschlechter. Die Einleitung zum Schwerpunktheft gibt einen Forschungsüberblick über neue Erkenntnisse zu den Geschlechterverhältnissen in den östlichen Mitgliedsstaaten der EU. Hierbei werden insbesondere die Wirkungen der EU auf die Geschlechterpolitik Mittelosteuropas diskutiert und zwei Felder, Sozialpolitik und die Bekämpfung häuslicher Gewalt, herausgegriffen. Die strukturellen Wirkungen des EU-Mandats in der Gleichstellungspolitik werden in Bezug auf Gleichstellungsinstitutionen und NGOs beleuchtet. Schließlich zeigt ein Blick auf die Ukraine exemplarisch den widersprüchlichen Charakter der Geschlechterverhältnisse in Bezug auf Frauenrollen, Sozialpolitik und weiblichem Aktivismus. Die Einleitung schließt mit Überlegungen für künftige Forschung und in Bezug auf politischen Handlungsbedarf, welcher die Gleichstellung der Geschlechter voranbringen könnte.
Inhalt: Following 25 years of democratic transformation in Eastern Europe, we are still confronted with ambiguous results regarding gender relations. Democratisation was neither synonymous with gender democracy, nor did the transition to a 'free' market economy produce economic gender equality. This introduction to our special issues surveys new research on gender relations in the Eastern member states of the European Union. We then evaluate the structural impact of EU mandates in these domains, i.e., on the architecture of Women's Policy Agencies and on the role of women's Non-Governmental Organisations (NGOs). We present a case study on gender developments in Ukraine as a non-member state to further illustrate the contradictory nature of evolving gender relations in the region as regards women's roles, social policies and female activism. The introduction closes with reflections on the types of research and political activities that could further the pursuit of gender equality.

Are times of Europeanisation times of the gender experts? The window of opportunity in the EU accession process in Croatia

Inhalt: Die EU setzt Standards in unterschiedlichen Fragen der Sozialpolitik, und damit auch auf dem Gebiet der Gleichstellungspolitik. In der Zeitspanne vor dem Beitritt eines Landes zur EU bedeutet die Übernahme der aktuellen EU Standards eines Politikfeldes zunächst einmal die Erfüllung der von der EU vorgegebenen Beitrittsbedingungen. Entsprechend ist diese Vor-Beitrittsphase eine wichtige Zeit der Anpassung und Transformation in Bezug auf politische Vorgaben und Gesetze, und darüber hinaus von politischen Standards und gesellschaftlichen Diskursen. Somit hat gerade diese Phase des EU-Beitritts das Potential, bedeutenden Wandel von Vorstellungen und Meinungsbildern zu begünstigen. Gerade die Gleichstellungspolitik kann als hochgradig umkämpftes Politikfeld gelten, da hier Veränderungen von Traditionen und Lebensentwürfen angeregt werden, die traditionell als persönliche Entscheidungen und private Überzeugungen gelten. In diesem Artikel geht es um einen Aspekt dieses Zusammenspiels von unterschiedlichen Dynamiken der Vor-Beitrittsphase, indem die Möglichkeiten einer aktiven Teilnahme an diesen Prozessen und der Beeinflussung des stattfindenden Wandels durch nationale Genderakteurinnen im Rahmen ihrer Arbeit zur Herstellung von Gleichstellung in Kroatien erörtert wird. Mit Hilfe von Expertinneninterviews mit kroatischen Genderexpertinnen aus Politik und Zivilgesellschaft wird zum einen der Frage nachgegangen, welche Bedeutung die Europäisierung für die Expertinnen als günstiges Zeitfenster zur Stärkung ihrer Bemühungen hat und zum anderen, welchen Einfluss diese Expertinnen wiederum auf den Grad und die konkreten Realisierungen der Europäisierung der Gleichstellungspolitik hatten.
Inhalt: The EU has established dominant models regarding social matters, one of which is gender equality. In the phase prior to the accession of a given country to the EU, adapting the current dominant model of a political field often constitutes a matter of fulfilling the conditions for actually becoming a member state. Hence, the pre-accession period is a high point regarding a country’s transformation in matters of policies and polities as well as dominant models, discourses and standards, and can be a time of substantial change in belief systems. Gender equality makes up for a notably contested field of social politics, as it is often aimed at changing traditions and orders of social life traditionally perceived as personal choices and private convictions. This paper is concerned with one aspect of the interplay of these pre-accession features, namely, the possibility of agency for domestic gender experts pushing for changes in the gender equality order of Croatia. In search of such agency, expert interviews have been conducted with political gender actors and members of feminist organisations in the Croatian civil society. These interviews provide an insight into the experiences of experts on the Europeanisation of Croatian gender equality standards and show some aspects of their specific role in the realisation of the relevant provisions.

Mentoring for young female practitioners and scientists in spatial and environmental planning in Germany - experiences of the joint mentoring program of the Academy for Spatial Research and Planning and the Association for Spatial and Environmental Research

Inhalt: In order to overcome the underrepresentation of women on higher management levels in planning, the Academy
for Spatial Research and Planning (ARL) and the Association for Spatial and Environmental Research (FRU) in
Germany jointly have elaborated a mentoring program for young female planning practitioners and scientists.
This article introduces objectives and elements of the mentoring program being considered a strategic talent
development in a network of excellence. Results from a survey among the mentees and mentors of five subsequent
years are presented revealing the principal verification of the program with its main elements: one-by-one
mentoring for one year each, joint events, qualification classes for the mentees, projects by mentees and support
with publications, and a final certificate. The survey reveals the need for several modifications, such as the
introduction of target agreements at the beginning of a mentoring period, the modification of the project study as
well as the extension of the mentoring period, which are discussed in detail. Finally, conclusions are drawn regarding the program efficacy and transfer.
Qualitative comparative analysis as a method for innovation research: analysing legal innovations in OECD countries

Inhalt: "The article presents Qualitative Comparative Analysis (QCA) as a method for innovation research. Based on set-theory, a key feature of QCA is the possibility to examine the necessary and the sufficient conditions for the institutionalisation of innovations. QCA aims to identify equifinal explanations for a social phenomenon, which consist of a combination of several conditions. This approach distinguishes QCA from qualitative and quantitative methods. Furthermore, QCA combines a comparative and a case-oriented approach, which is especially interesting for the analysis of innovations as context-sensitive and contingent phenomena. QCA as a research approach and method is outlined briefly, with special regard to the tasks of innovation research. Its application is presented in a study of the conditions for equal pay regulations in OECD countries. The analysis shows that the relevant actors for the institutionalisation of equal pay regulations are either women's movements or unions but that neither are solely sufficient for this legal innovation. Instead QCA also captures the context conditions for their impact on the enactment of equal pay regulations." (author's abstract)

Inhalt: "The ageing society is increasingly drawing attention to how work can be reconciled with care work. Rising numbers of frail elderly and the challenge of providing nursing care are closely connected to the debate around gender equality. From a theoretical point of view, care-giving relatives need a 'right to care' as well as a 'right not to care'. This addresses the key questions of gender equality on the labour market, the gender division of labour within the family and the organisation of care involving the state, the market and the family. The article analyses which instruments and measures successfully help to reconcile work and care work, and discusses the impact of public policies and companies' social policies on carers." Still a perfect model? The gender impact of vocational training in Germany

Inhalt: Reconstructing the parallel structure of ‘dual’ and ‘school-based’ vocational routes reveals the close connection between the German vocational training system and the segmentation of the labour market by gender. The example of jobs in childcare and pre-primary education shows that the legacy of semi-professionalism in these occupations is not just rooted in the nature of training and working conditions, but complexly interlinks with the prevalence of the male breadwinner model sustained by social policy regulations and the German taxation system. In France, by contrast, the central state takes responsibility for the provision of childcare from zero to six years of age to support female labour force participation and dual-earner couples. This has also fostered professionalisation in the respective occupations. Whilst this may not necessarily induce a degendering process at the level of horizontal segregation of vocational qualifications, it facilitates gender equality in terms of vertical mobility and the professional status of women.
