Decentring hegomonic gender theory: the implications for educational research

Inhalt: The knowledge gathered and reviewed in the field of gender studies has been disseminated globally over the twentieth century but has paid relatively little regard to the contexts and meanings
that have simultaneously emerged in other regions of the world. The emergence of global equality agendas in education associated with new frameworks and metrics for national growth provides a unique opportunity to bring together these diverse understandings of gender. This paper compares gender education theory in Western Europe and North America on one hand, and those from locations within Africa and South Asia on the other. We examine the major contributions of Southern gender theorists, two from Africa and two from South Asia, though four themes raised by these authors: the
category of 'third world woman' and by implication the 'girl child'; the othering of motherhood; the sexual/ gendering of the body and the consequence of dislocation on academic positionalities. A new feminist research agenda is indicated that aims to reduce binaries, increase bi-cultural workings, and readdress the role of positionality in the field of gender education research.

Inhalt: Die Untersuchung zeigt, dass Ansätze zur Gleichstellung der Geschlechter am Arbeitsmarkt in der bisherigen Umsetzungspraxis des SGB II eine geringe Rolle spielten. Trotz anhaltender geschlechtsspezifischer Ungleichheiten auf dem Arbeitsmarkt existierte nur eine insgesamt schwach ausgeprägte gleichstellungspolitische Steuerung, der zudem Rahmenbedingungen (u. a. knappe personelle Ressourcen und Priorisierung von Effektivitäts- und Effizienzzielen) gegenüber standen, die dem Nachteilsausgleich auf operativer Ebene enge Grenzen setzten. Positive Beispiele beruhten oft auf dem Engagement einzelner Fach- und Führungskräfte oder externen Anstößen. Durch ein insgesamt stärkeres Fördern und Fordern von Männern wurden damit tendenziell eher tradierte Rollenmuster und geschlechtsspezifische Integrationswege stabilisiert, statt diesen aktiv entgegen zu wirken.

Gender equality in education - increasing the momentum for change

Inhalt: All nations are committed, via their espousal of the Millennium Development Goals, to eliminate gender disparities in education over the next few years. This policy brief examines the major causes of existing inequalities in education, based upon an assessment of recent research
results, and sets out lessons for policy change. Although the causes of inequality are complex, policy reforms to improve women's rights in the household and the market place, to reduce the direct costs of schooling to households, and to improve school quality in gender-aware ways can do much to encourage and sustain increased enrolments amongst both girls and boys. Although the 2005 target of achieving gender parity at primary and secondary levels has been missed, that for 2015 can be reached if carefully focussed reforms are employed.
Globalising the school curriculum: gender, EFA and global citizenship education

Inhalt: Whilst the link between access, quality of schooling and gender equality in promotion Education for All is vital, the problematic nature of this agenda for the curriculum in developing countries is not sufficiently recognized. Previous sociological research indicates the contradictions between the social reproductive elements and the egalitarian potential of a 'globalised curriculum' especially in the complex postcolonial scenario of developing economies. A close reading of the EFA Global Monitoring Reports highlights rights within and through the curriculum, representing the 'curriculum as opportunity', 'curriculum as reform' and 'curriculum as a democratic tool'. However, gender equality represents a deeper challenge to dominant knowledge forms than that represented by a gender fair/ friendly curriculum or a gender neutral curriculum. Global citizenship education controversially brings female subordination and gender power into the curriculum but its potential in relation to the goals of EFA is not proven. Localized historical and socio-cultural investigations are needed into the gendering of national school knowledge in non-Western environments, and its relationship to material and socio-cultural conditions of gender relations. Such investigations could account for different types of gender performances in school, and offer a transformative politics of recognition as well as redistribution.

Inhalt: "Chancengleichheit von Frauen und Männern wird gesellschaftlich nicht mehr (nur) als Erfordernis sozialer Gerechtigkeit thematisiert, sondern auch als Ansatz zur Lösung eines demographischen Problems. Das ist das Ergebnis einer Fallstudie, die im Rahmen des Forschungsprojekts Wirtschaftseliten zwischen Konkurrenzdruck und gesellschaftlicher Verantwortung auf der Grundlage von Experteninterviews und Dokumentenanalysen angefertigt wurde. In ihrem Zentrum steht der Konflikt um die Institutionalisierung eines Gleichstellungsgesetzes für die deutsche Wirtschaft durch die seit 1998 amtierende rot-grüne Bundesregierung, der in eine eher unverbindliche Gleichstellungsselbstverpflichtung der deutschen Wirtschaft mündete. Die Fallstudie arbeitet den Konfliktverlauf auf der Akteursebene und die begleitenden Diskurse heraus: Geschlechtergerechtigkeit versus Demographie; Chancengleichheit versus Vereinbarkeit von Beruf und Familie; gesetzliche Verpflichtung versus Freiwilligkeit. Ergebnis des Konflikts ist eine Diskursveränderung, die prägend ist für die Familienpolitik seit 2001. Der Gleichstellungsdiskurs wurde dabei weitgehend aufgegeben zu Gunsten einer Familienpolitik, die sich vor allem von einem demographischen Diskurs leiten lässt, in dessen Mittelpunkt die Finanzierung des Rentensystems, die Vereinbarkeitsproblematik von Beruf und Familie und die Gewinnung von Frauen als qualifizierte Arbeitskräfte in Unternehmen steht. Dieser Diskurs, der von der SPD-Familienministerin Bergmann initiiert und von ihrer Nachfolgerin Schmidt gesellschaftlich verankert wurde, ist durch die Kooperation von Politik, Wirtschaft, Wissenschaft und Gesellschaft mit dem gemeinsamen Ziel der Familienfreundlichkeit gekennzeichnet und herrscht bis heute sowohl in der Rhetorik der Bundesregierung der Großen Koalition vor als auch in öffentlich und medial geführten Diskussionen. Damit lösen Argumente, die sich auf die 'Natur' von Frauen und Männern als Eltern beziehen, Argumente der Geschlechtergerechtigkeit ab, in deren Zentrum gerade die Überwindung von als 'natürlich' definierten Nachteilen für Frauen in Wirtschaft und Gesellschaft stand." Global gender goals and the construction of equality: conceptual dilemmas and policy practice

Inhalt: The achievement of gender equality in education, and of women's empowerment more generally, have recently become established amongst the highest international priorities for policy action. This paper examines the processes by which they came to be included amongst the Millennium Development Goals (MDGs). It argues that the revised targets to 2015 are more practicable than earlier goals. However, it shows that rates of progress will need to be improved, and that financial support from the north is still running at less than half the required levels. Goal achievement presupposes some agreed understanding of the meaning of gender equality. The paper reveals important contradictions between the language of analysis and the vocabulary of policy. Finally, it examines some of the instruments available for monitoring progress and building pressure for policy reform. It shows that failures to meet policy undertakings are as evident – and as serious in their implications for the possibility of achieving the MDGs – amongst aid donors as they are amongst developing-country governments themselves.

Inhalt: Im Zentrum der vorliegenden Kurzfassung des ersten Jahresberichtes stehen die Ergebnisse einer Online-Befragung der Personen, die bei den SGB II-Trägereinheiten für Chancengleichheit, Gleichstellung oder Gender Mainstreaming zuständig sind. Die Befragung diente in erster Linie dem Ziel, ein Bild vom Ausmaß der konzeptionellen, organisatorischen und personellen Verankerung des Gleichstellungszieles zu erhalten. Darüber hinaus enthält der Bericht eine erste geschlechterdifferenzierende Bestandsaufnahme des Leistungsbezugs im SGB II auf Basis von öffentlich zugänglichen Statistiken und Befragungsergebnissen. Neben dem Umfang und der Zusammensetzung der Bezieher/innen von Grundsicherungsleistungen nach SGB II wird analysiert, inwieweit geschlechtsspezifische Unterschiede in Bezug auf die Arbeitslosigkeit, die Abgangsdynamik, die Erwerbstätigkeit und die Maßnahmeteilnahme festzustellen sind.

Inhalt: "Mainstreaming, an approach aimed at making policy more gender sensitive, has been taken globally on board by countries with widely varying policy machineries. This social innovation was launched in the context of Bejing 1995 by a network of women's movement activists, academics and politicians sometimes referred to as State Feminists. As a policy strategy for change, it utilizes the language of efficiency current in circles hoping to rationalize public bureaucracy. Yet, because it deals with gender, mainstreaming also illustrates, in a particularly provocative way, some more general problems in political innovation. Mainstreaming provides a good illustration of the paradoxes and ambiguities of gender as a motor for change in political organization. Mainstreaming seems to offer the potential to recoup the power of definition by making the image of the citizen behind the policy more 'evident' and erasing the premise of gender neutrality. The trick is carried out through the insertion of 'tools' like Trojan horses inside the policy process, using 'formal rationality' to reveal gender related negotiations. This paper provides an initial discussion of the ways in which the mainstreaming approach aims at changing the definitions of the situation in government and secondly suggests factors that may affect whether the approach will actually succeed in various settings. It offers a framework for a consideration of the conditions necessary to ensure that mainstreaming becomes an institutional innovation and leads to gender being included in policy making as a given. It tests this using observations from the European Commission, Denmark, Sweden, the Netherlands and regional and federal government in Belgium. The role of women's organizations, state feminist machinery, academics and policy frameworks are crucial variables to help predict whether mainstreaming remains rhetoric or becomes a useful approach to changing policy."
