Russland und die VN-Agenda "Frauen, Frieden, Sicherheit": wie die Bundesregierung die Umsetzung der Agenda in Russland und in Konflikten mit russischer Beteiligung fördern kann

Inhalt: Am 29. Oktober 2019 fand im VN-Sicherheitsrat die jährliche offene Debatte über die VN-Agenda 1325 zu Frauen, Frieden und Sicherheit statt. Ziel der Agenda ist es unter anderem, Frauen an Friedens- und Sicherheitsmaßnahmen stärker zu beteiligen, ihre Rechte zu schützen und ihre Sichtweisen systematisch in die Bearbeitung von Konflikten einzubeziehen. Die Russische Föderation, ständiges Mitglied des Sicherheitsrats, hat sich als 1325-Skeptikerin erwiesen. Dabei ist sie in viele internationale Konflikte involviert; folglich gäbe es zahlreiche Anknüpfungspunkte, die Agenda umzusetzen. Deutschland stehen Möglichkeiten offen, die Implementierung in Russland zu unterstützen und so den geschlechtsspezifischen negativen Auswirkungen der Konflikte entgegenzuwirken, an denen der Kreml beteiligt ist.

Inhalt: The two parts of the gender revolution have been evolving side by side at least since the 1960s. The first part, women's entry into the public sphere, proceeded faster than the second part, men’s entry into the private sphere. Consequently, many employed mothers have carried a greater burden of paid and unpaid family support than fathers throughout the second half of the 20th century. This constituted women's "second shift," depressing fertility. A central focus of this paper is to establish second shift trends during the second half of the 20th century and their effects on fertility. Our analyses are based on data on cohort fertility, male and female labor force participation, and male and female domestic hours worked from 11 countries in Northern Europe, Western/central Europe, Southern Europe, and North America between 1960/70 and 2000/2014. We find that the gender revolution had not generated a turnaround, i.e. an increase in cohort fertility, by the end of the 20th century. Nevertheless, wherever the gender revolution has made progress in reducing women’s second shift, cohort fertility declined the least; where the second shift is large and/or has not been reduced, cohort fertility has declined the most.

Inhalt: "Ausgehend von der hohen Bedeutung von Erwerbsarbeit als Medium der Vergesellschaftung wird in dem Beitrag das sogenannte Normalarbeitsverhältnis, das Normalität und Norm von Erwerbsarbeit in Deutschland abbildet, problematisiert. Mit Bezug auf drei unterschiedliche feministische Machtkonzeptionen wird diese arbeits- und sozialpolitisch zentrale Institution als Macht- und Herrschaftsverhältnis theoretisiert und gezeigt, dass diese den Ausschluss von Frauen geradezu voraussetzt, Geschlechterungleichheiten auf dem Arbeitsmarkt und in der sozialen Sicherung zementiert und damit in letzter Konsequenz ein Wandel in den Geschlechterverhältnissen und eine egalitäre gesellschaftliche Teilhabe von Frauen und Männern verhindert. Inhalt: "Based on the great importance of gainful employment as a medium of socialization, this article analyses the so-called standard employment relationship, which represents the normality and norm of gainful employment in Germany. With regard to three different feminist power contexts, this core labour and social policy institution is theorized as a power and domination relationship that virtually requires the exclusion of women, makes gender inequalities within the labour market and in regards to social security permanent, and that ultimately prevents changes in gender relations. The article further argues that the institution thereby acts as a barrier for an egalitarian social participation of women and men. In order to develop a framework for a new standard employment relationship, the authors outline a new concept for conceptualizing employment. This concept comprehends employment in its social context and as a result provides a basis for gender equality." (author's abstract)

Firstly, it deals with barriers for active fatherhood and its correlating mechanisms of inequality: Which aspects of discrimination and social closure do fathers face today if they assert a claim for active fatherhood, and with what kind of barriers are they confronted? Secondly, capabilities of fathers are addressed: Which is their possible scope of action, and which factors lead to differences in capabilities at the workplace? Finally, the book analyzes the meaning of organizational rationalities, and the effects of policies and programs on change and organizational learning with respect to fatherhood.

Still a perfect model? The gender impact of vocational training in Germany

Inhalt: Reconstructing the parallel structure of ‘dual’ and ‘school-based’ vocational routes reveals the close connection between the German vocational training system and the segmentation of the labour market by gender. The example of jobs in childcare and pre-primary education shows that the legacy of semi-professionalism in these occupations is not just rooted in the nature of training and working conditions, but complexly interlinks with the prevalence of the male breadwinner model sustained by social policy regulations and the German taxation system. In France, by contrast, the central state takes responsibility for the provision of childcare from zero to six years of age to support female labour force participation and dual-earner couples. This has also fostered professionalisation in the respective occupations. Whilst this may not necessarily induce a degendering process at the level of horizontal segregation of vocational qualifications, it facilitates gender equality in terms of vertical mobility and the professional status of women.

Inhalt: Die Europäische Union (EU) hat sich im Jahr 2000 in der Charta der Grundrechte auf die Gleichstellung von Mann und Frau als Grundwert geeinigt. Durch die Verträge von Lissabon ist die Einhaltung dieser Grundwerte seit 2009 für alle Mitgliedsstaaten verpflichtend. In Deutschland sollte die Geschlechtergleichstellung bereits seit 1949 mit der Verabschiedung des Grundgesetzes - in der DDR seit 1950 mit Inkrafttreten des Gesetzes über die Rechte der Frau - selbstverständlich sein. Alltägliche Erfahrungen weisen jedoch auf offen oder verdeckt fortbestehende Ungleichstellung hin, die mit deutlich unterschiedlichen Lebenschancen und Handlungsspielräumen für Frauen und Männer einhergeht. Insofern ist nach wie vor eine intervenierende und regelnde Gleichstellungspolitik nötig. Dafür bedarf es zunächst differenzierter Informationen über zentrale Lebensbereiche von Männern und Frauen in Deutschland wie in den europäischen Staaten. Solche Informationen zur regionalen Entwicklung der Gleichstellung gab es für Deutschland, mit Vergleichswerten auf der Ebene von Stadt- und Landkreisen, seit dem Berichtsjahr 2008 unter dem Namen Gender-Index. Dieser umfasste 19 Indikatoren aus den Bereichen Ausbildung, Erwerbsleben und Partizipation. Nachdem die Europäische Kommission 2013 einen ländervergleichenden Gender Equality Index vorgestellt hat, erscheint es sinnvoll, den kleinräumig vergleichenden deutschen Gender-Index an das europäische Modell anzupassen. Im Folgenden wird der neue Gender-Index vorgestellt, mit dem großräumig konzipierten Gleichstellungsindex der EU verglichen und in seinen zentralen thematischen Domänen präzisiert. Kleinteiligere Analysen sind nach wie vor im Internetportal Gender-Index einzusehen.
