Intergenerational support and reproduction of gender inequalities: a case study from Eastern and Western Germany

Inhalt: Social support is often described as an exclusively positively acting factor. Its absence is said to mean negative consequences for individuals. This article shows that the supply and dependence of inter-generational social support can have negative consequences and pertains to persisting unequal gender roles and a gendered division of labor in relationships. Based on qualitative interviews, conducted in eastern and western Germany, with young adults (28-30 years old) and their parents, we hypothesize, that the bigger supply of inter-generational support of grandparents for their children and grandchildren and an alleged dependence on these transfers is especially responsible for impeding the modernization of traditional role models assigning women to the role as a mother and housewife. However, less availability and dependence on this kind of social support in eastern Germany, contribute to a more flexible form of role allocation in a relationship.

Designing gender-equalizing parental leave schemes - what can we learn from recent empirical evidence from Europe?

Daten aus Europa heranziehen, 2. zwischen Januar 2000 und Mai 2014 durchgeführt, 3. in referierten Zeitschriften publiziert und 4. auf Englisch oder Deutsch verfasst wurden. Die Analyse des Materials erlaubt es, jene Merkmale eines Elternzeitmodells zu identifizieren, welche besonders relevant für eine gleiche Arbeitsaufteilung zwischen Männern und Frauen sind. Erstens ist die Bereitstellung einer mittleren Dauer von Elternzeit besonders wichtig, um die Integration von Frauen auf den Erwerbsarbeitsmarkt zu fördern. Inhalt: "This article conducts a systematic review exploring the link between parental leave policies and the gender division of labour. The reviewed material encompasses quantitative empirical articles that study the effect of a variation in leave policies on mothers’ integration into the labour market and on fathers’ engagement in family work. The analysis focuses on studies that were (i) conducted between January 2000 and May 2014, (ii) conducted in European countries, (iii) published in peer-reviewed journals and (iv) written in English or German. The analysis suggests that there are several aspects of parental leave that seem to be especially relevant in designing genderequalizing parental leave schemes. With regard to the effects of leave on mothers’ employment, it seems crucial that the duration of leave and payments provided is of a moderate length. With regard to the effects of leave on fathers’ engagement in family work, it seems most important to provide leave that is explicitly reserved for fathers. In addition, studies consistently find that leave policies affect women very differently with regard to their levels of education and income." (author's abstract)

Die Arbeit von Männern und Frauen: eine Entwicklungsgeschichte der geschlechtsspezifischen Rollenverteilung in Frankreich, Schweden und Österreich

Inhalt: Die zentrale Forschungsfrage dieser Arbeit zielt darauf ab, die Ursachen der länderspezifischen Unterschiede bei den vorherrschenden Geschlechterrollen in Österreich, Frankreich und Schweden darzustellen. Dabei wurde ein historischer Rückblick vorgenommen, der die Entwicklungen der Arbeitsteilung vom 19. Jahrhundert weg bis zu den 1970er Jahren beleuchtet. Als Grundlage dafür dienten deutsch- und englischsprachige Literatur aus den Sozial, Kultur- und Wirtschaftswissenschaften sowie Gesetzestexte. Weiters wurden die Entwicklungen ab den 1970er Jahren anhand einer Literaturanalyse, Sekundärdatenanalysen und eigenen Auswertungen aus unterschiedlichen internationalen Datenquellen dargelegt und analysiert. Zur Analyse der Entwicklung relevanter gesellschaftlicher Einstellungen und damit der Wertehaltungen in den drei Ländern wurden eigene Auswertungen aus dem ISSP (International Social Survey Programm) und EVS (European Value Studies) vorgenommen.
Reproducing and resisting the exploitative structures of global migration, gender, and labour regimes: migrant domestic workers in Lebanon

Im Libanon, erleben Hausangestellte aus verschiedenen asiatischen und afrikanischen Ländern mit zeitlich befristeten Arbeitsverträgen, die Konsequenzen dieser globalen Trends, während Versuche ihre Situation zu verbessern Hindernissen begegnen, die durch die komplexen und weitreichenden Strukturen der Ausbeutung gestellt werden. Jedoch hat das Engagement von Migrant_innen und der Zivilgesellschaft in letzter Zeit zu einer Zunahme von Initiativen geführt, die die Mobilisierung und das Empowerment von Arbeiter_innen zum Ziel haben, insbesondere die Gründung einer Gewerkschaft für Hausangestellte im Januar 2015. Im Hinblick auf diese Entwicklungen wird der Artikel die strukturellen Herausforderungen mit denen Hausangestellte auf nationalen und globalen Ebenen konfrontiert sind, sowie interne Spaltungen, die kollektive Organisation und Widerstand erschweren, darstellen. Inhalt: "In an international division of reproductive labour, responsibilities over domestic and care work in many high and middle income countries have increasingly been shifted towards an exploitable migrant work force. Restrictive migration regimes, gender discriminations, and flexible labour markets allow for extreme exploitation and human rights abuses rendering working conditions at times akin to forms of unfree labour. In Lebanon, domestic workers from diverse Asian and African countries experience the consequences of these global trends, while attempts to improve their situation face obstacles constituted by the complex and far-reaching structures of exploitation. However, the agency of migrants and the civil society has recently led to an increase of initiatives aimed at mobilizing and empowering workers, most notably a union for domestic workers established in January 2015. In view of these developments, the article will present the structural challenges migrant domestic workers face on global and national levels and the internal divisions that constrain collective organisation and resistance. Particular attention will be paid to inequalities in the international division of reproductive labour and to the social relations and interests which perpetuate the continuous exploitation of migrant workers making a profound change of conditions without substantial collective and transnational mobilisation unlikely." We use a large scale primary data collection that deliberately oversampled self-employed and included questions on role orientation. While selfemployment and work autonomy was related to a lower share of housework for men, rather the opposite was true for women. Furthermore, the results indicate that the relative resources and bargaining theory and the time budget approach seem to be less relevant for female self-employed compared to their employed counterparts. Our data allowed for a direct control of the gender role orientation and shed more light on the relationship between relative resources and the share of housework. A traditional role orientation was found to be highly significant for the share of housework for men and women but did not moderate the effect of relative resources. Thereby our study supports the distinct effect of gender role orientation. A stalled revolution? What can we learn from women’s drop-out to part-time jobs: a comparative analysis of Germany and the UK

Inhalt: This study examines how within-couple inequalities, that is power differences between men and women in a partnership, act as predictors of transitions from full-time to part-time employment applying Heckman corrected probit models in three different institutional and cultural contexts; Eastern Germany, Western Germany and the United Kingdom. The analyses show that when women are in a weaker position within their relationships they are more likely to drop-out of full-time work, but that this propensity varies by context. The authors also find an increased tendency over time for women to leave full-time for part-time employment in both Eastern and Western Germany, but observe no such trend in the UK. This is suggestive of ongoing incompatibilities in the institutional support for equality in dual-earning in Germany. The study uses longitudinal data covering the period 1992 until 2012 from the German Socio-Economic Panel (SOEP) for Germany and from the British Household Panel (BHPS) and the ‘Understanding Society’ data for the UK.

Fifty years of change updated: cross-national gender convergence in housework

Inhalt: Background: Gendered trends in housework provide an important insight into changing gender inequality. In particular, they shed light on the debate over the stalling of the 'gender revolution'. Additionally, the gender division of housework is significantly related to couple well-being; disagreements over housework are among the major sources of marital conflict. Objective: The objective is to bring the evidence on gendered trends in time spent on core housework up to date, and to investigate cross-national variation in those trends. Methods: Using 66 time use surveys from 19 countries, we apply a random-intercept, random-slope model to investigate half a century of change in gender differences in housework (1961-2011). Results: There is a general movement in the direction of greater gender equality, but with significant country differences in both the level and the pace of convergence. Specifically, there was a slowing of gender convergence from the late 1980s in those countries where men and women’s time in housework was already more equal, with steeper gender convergence continuing in those countries where the gender division of housework was less equal. Conclusions: Our findings support the view that despite short-term stalls, slow-downs, and even reverses, as well as important differences in national policy contexts, the overall cross-national picture shows a continuing trend towards greater gender equality in the performance of housework. Contribution: We update cross-national time use evidence on the gender division of housework to the end of the first decade of the 21st Century. In a multilevel framework, we show how the gender gap varies across time and between countries, net of other demographic variables.
