Inhalt: "The 'Encouragement to Advance' project was concurrently both quantitatively and qualitatively evaluated with the aim of ensuring quality as well as for substantiating how it was conducted. The author gives a detailed presentation and interpretation of the evaluation design, method and quantitative results. One of the positive results was that approximately 90% of the participants stated that they would recommend seminars of this kind to female colleagues in similar situations. Continuation and further development of the seminar concept while tailoring it to the appointment procedures in more EU countries could have positive effects on greater participation of women scientists in the European research landscape and for realizing the goals of the Lisbon Treaty." Inhalt: Der Autor untersucht in seiner Evaluationsstudie die Ziele und die Umsetzung der bildungspolitischen Aktivitäten des SOKRATES-Programms an den europäischen Hochschulen. Seine Ausführungen beziehen sich unter anderem auf die Finanzierung und Förderung der Bildungsmaßnahmen, die Verwaltung des SOKRATES-Programms und die Information über die ergriffenen Aktivitäten. Er stellt insgesamt fest, dass die jüngste Politik der Stärkung von Teilprogrammen die Identifikation der Begünstigten auf wertvolle Weise unterstützt, während die Aufgabe von SOKRATES unverändert darin besteht, Koordination und Kooperation einzufordern, um die Bedeutung europäischer bildungspolitischer Aktivitäten zu unterstreichen. SOKRATES umfasst vor allem eine Unterstützung für "Massenaktivitäten", für die Bildungsmobilität und für ambitionierte Projekte im Bereich pädagogischer Entwicklung und Innovation. Die Notwendigkeit, beide Projekttypen zu unterstützen, lässt sich zwar nicht bestreiten, aber letzterer kann nach Meinung des Autors hinsichtlich Kreativität und Vielfalt von einer flexiblen Vergabepolitik profitieren, die eine strikte "Top-down"-Steuerung vermeidet. Die Kommission könnte zur Qualität und Relevanz des Förderungsprogramms beitragen, wenn eine akzeptable Politik der Schwerpunktsetzung gefunden wird. (ICI)
