Inhalt: Entgegen des eigentlichen Anspruchs von Gender Mainstreaming, Eingang in alle Politikbereiche zu finden, spielten Fragen rund um Geschlechtergerechtigkeit in der europäischen Asylpolitik lange Zeit lediglich eine marginale Rolle. Vereinzelt existierende nationale Gender Mainstreaming Ansätze weisen erhebliche Diskrepanzen auf und internationale Ansätze reduzierten Gender faktisch auf homogen betrachtete Gruppen besonders Schutzbedürftiger, insbesondere Frauen. Trotz einer zweifelsohne guten Absicht ist die damit einhergehende Essentialisierung dieser Gruppen problematisch. Ein reduktionistisches Verständnis von Gender (Mainstreaming) kann den komplexen Identitäten Schutzsuchender und sich daraus ergebenden Diskriminierungen kaum gerecht werden. Ziel dieses Beitrags ist es, festzustellen, welches Verständnis von Gender dem aktuellen Gender Mainstreaming Ansatz auf EU-Ebene zugrunde liegt: in den erneuerten Richtlinien des Gemeinsamen Europäischen Asylsystems (GEAS) und den flankierenden Schulungsmaterialien des European Asylum Support Office (EASO). Der Artikel liefert erste Erkenntnisse darüber inwiefern sich darin ein (potentieller) Wandel von einem essentialisierenden zu einem intersektionalen Genderverständnis abzeichnet. (Autorenreferat)
Inhalt: Contrary to gender mainstreaming’s initial objective to be implemented in all policy areas, questions of gender equality only played a marginal role in the field of European asylum policy for a long time. The few existing national gender mainstreaming approaches show significant discrepancies and international approaches reduce gender de facto to particularly vulnerable groups that are considered homogeneous – mostly women. Despite indubitably good intentions the underlying essentialism of this approach is problematic. A reductionist conception of gender (mainstreaming) cannot do justice to the complex identities and resulting discriminations of asylum seekers. The objective of this article is to analyse which gender conception is displayed in the current gender mainstreaming approach on the EU-level: in the recast directives of the Common European Asylum System (CEAS) and the accompanying training materials of the European Asylum Support Office (EASO). The article provides first findings of a (potential) shift from an essentialist to an intersectional gender conception. (author's abstract)

Are times of Europeanisation times of the gender experts? The window of opportunity in the EU accession process in Croatia

Inhalt: Die EU setzt Standards in unterschiedlichen Fragen der Sozialpolitik, und damit auch auf dem Gebiet der Gleichstellungspolitik. In der Zeitspanne vor dem Beitritt eines Landes zur EU bedeutet die Übernahme der aktuellen EU Standards eines Politikfeldes zunächst einmal die Erfüllung der von der EU vorgegebenen Beitrittsbedingungen. Entsprechend ist diese Vor-Beitrittsphase eine wichtige Zeit der Anpassung und Transformation in Bezug auf politische Vorgaben und Gesetze, und darüber hinaus von politischen Standards und gesellschaftlichen Diskursen. Somit hat gerade diese Phase des EU-Beitritts das Potential, bedeutenden Wandel von Vorstellungen und Meinungsbildern zu begünstigen. Gerade die Gleichstellungspolitik kann als hochgradig umkämpftes Politikfeld gelten, da hier Veränderungen von Traditionen und Lebensentwürfen angeregt werden, die traditionell als persönliche Entscheidungen und private Überzeugungen gelten. In diesem Artikel geht es um einen Aspekt dieses Zusammenspiels von unterschiedlichen Dynamiken der Vor-Beitrittsphase, indem die Möglichkeiten einer aktiven Teilnahme an diesen Prozessen und der Beeinflussung des stattfindenden Wandels durch nationale Genderakteurinnen im Rahmen ihrer Arbeit zur Herstellung von Gleichstellung in Kroatien erörtert wird. Mit Hilfe von Expertinneninterviews mit kroatischen Genderexpertinnen aus Politik und Zivilgesellschaft wird zum einen der Frage nachgegangen, welche Bedeutung die Europäisierung für die Expertinnen als günstiges Zeitfenster zur Stärkung ihrer Bemühungen hat und zum anderen, welchen Einfluss diese Expertinnen wiederum auf den Grad und die konkreten Realisierungen der Europäisierung der Gleichstellungspolitik hatten.
Inhalt: The EU has established dominant models regarding social matters, one of which is gender equality. In the phase prior to the accession of a given country to the EU, adapting the current dominant model of a political field often constitutes a matter of fulfilling the conditions for actually becoming a member state. Hence, the pre-accession period is a high point regarding a country’s transformation in matters of policies and polities as well as dominant models, discourses and standards, and can be a time of substantial change in belief systems. Gender equality makes up for a notably contested field of social politics, as it is often aimed at changing traditions and orders of social life traditionally perceived as personal choices and private convictions. This paper is concerned with one aspect of the interplay of these pre-accession features, namely, the possibility of agency for domestic gender experts pushing for changes in the gender equality order of Croatia. In search of such agency, expert interviews have been conducted with political gender actors and members of feminist organisations in the Croatian civil society. These interviews provide an insight into the experiences of experts on the Europeanisation of Croatian gender equality standards and show some aspects of their specific role in the realisation of the relevant provisions.

Inhalt: "A critical attitude towards nuclear power prevails in Austria and yet, energy from nuclear sources is being imported and consumed. Given this issue, what are the possibilities to make Austrian citizens use different sources of information and influence their stance regarding atomic power? What connections can be established between the use of media, existing knowledge and the basic knowledge in regards to nuclear energy? Empirical results of a public opinion poll shall be presented as a result to these questions: For the time being, the press and broadcast media still dominate as the primary source of information. Among socio-demographic factors, age, gender and the level of education seem to be influential. Knowledge about nuclear power among the Austrian population is modest. However, the better-informed citizens tend to lean towards a nuclear-critical position." (author's abstract)
Reporting Romania's 2009 European elections: press coverage and viability of the male and female candidates

Inhalt: This article aims to analyze and compare the press coverage of the two most visible male and female candidates for a Member of the European Parliament office during the campaign for the European elections held in Romania, June 2009. The present study examines a month of coverage in the four most influential broadsheets and tabloids in Romania: Cancan, EvenimentulZilei, Gândul and Libertatea. Using a design of content analysis, the results of this paper emphasize that Elena Băsescu received less coverage than did George Becali. There were also found qualitative differences in coverage, attributed to Elena Băsescu’s gender, who was depicted as not being viable to represent the Romanians interests in Brussels.

Variance estimation for complex indicators of poverty and inequality using linearization techniques

Inhalt: "The paper presents the Eurostat experience in calculating measures of precision, including standard errors, confidence intervals and design effect coefficients - the ratio of the variance of a statistic with the actual sample design to the variance of that statistic with a simple random sample of same size - for the 'Laeken' indicators, that is, a set of complex indicators of poverty and inequality which had been set out in the framework of the EU-SILC project (European Statistics on Income and Living Conditions). The Taylor linearization method (Tepping, 1968; Woodru, 1971; Wolter, 1985; Tillé, 2000) is actually a well-established method to obtain variance estimators for nonlinear statistics such as ratios, correlation or regression coefficients. It consists of approximating a nonlinear statistic with a linear function of the observations by using first-order Taylor Series expansions. Then, an easily found variance estimator of the linear approximation is used as an estimator of the variance of the nonlinear statistic. Although the Taylor linearization method handles all the nonlinear statistics which can be expressed as a smooth function of estimated totals, the approach fails to encompass the 'Laeken' indicators since the latter are having more complex mathematical expressions. Consequently, a generalized linearization method (Deville, 1999), which relies on the concept of influence function (Hampel, Ronchetti, Rousseeuw and Stahel, 1986), has been implemented. After presenting the EU-SILC instrument and the main target indicators for which variance estimates are needed, the paper elaborates on the main features of the linearization approach based on influence functions. Ultimately, estimated standard errors, confidence intervals and design effect coefficients obtained from this approach are presented and discussed." (author's abstract)

Inhalt: 'Der Artikel geht der Frage nach, wie Geschlecht und Religion/ Säkularität im Diskurs um den EU-Beitritt der Türkei in französischen und österreichischen Printmedien verknüpft sind und fokussiert auf die Ergebnisse einer vergleichenden empirischen Untersuchung des Mediendiskurses in Österreich und Frankreich. In den Blick genommen werden spezifische Darstellungen des Anderen und des Eigenen, die geschlechtsspezifisch und religiös konnotiert sind. Dabei zeichnen sich sowohl kontrastierende nationale Narrative als auch länderübergreifende Topoi ab: In Frankreich sind die untersuchten Darstellungsweisen der Türkei und die Beitrittsdebatten etwa an universalistische Vorstellungen einer mission civilisatrice gekoppelt, in Österreich hingegen kommen diverse Bedrohungsszenarien zum Tragen, in denen historische Konfliktlinien reaktiviert werden. Als länderübergreifende Strategien der Alteritätskonstruktion kristallisieren sich orientalistische Momente heraus, als deren Aufhänger etwa der Topos von Sein und Schein und der Topos der Öffnung der Türkei dienen.' Inhalt: 'This article, based on the results of a comparative empirical media analysis in Austria and France, focuses on the conjunctions of gender and religion/ secularity in the discourse on Turkeys accession to the EU. Particular emphasis is put on specific constructions of the own and the other, and on gender-specific and religious connotations. Thereby, contrasting national narratives as well as cross-national topoi can be depicted. Thus, in France, the constructions of Turkey and the debates on its accession to the EU are often connected with universalist conceptions of a mission civilisatrice, whereas in Austria specific scenarios of threat are crucial, in which historical cleavages are reactivated. With regard to cross-national strategies of othering and alterity construction, diverse moments of orientalism become apparent among which the topos of reality and appearance and the topos of opening Turkey are examined in this article.'
