Global Pandemic and the Veiled Crisis of Care in Turkey: Politics of Social Reproduction and Masculinist Restoration

Inhalt: Drawing on feminist debates about social reproduction and care while looking closely at gendered care politics and gender-insensitive containment measures, this article critically explores the politics of care in Turkey in the midst of the COVID-19 pandemic. It does so by engaging with the theoretical debate over "social reproduction as a site of crisis" (Fraser 2016, 2017) and provides a contextualised reflection on the contested features of the crisis of care in a highly gendered political setting where a familialist regime defines gender relations. Because such regimes expect women to increase their burden of care in times of crisis, the pandemic’s gender-insensitive containment politics fundamentally strengthened the boundaries between paid and unpaid work. The article explores the combination of gendered vulnerabilities related to increased unpaid care work and degraded conditions experienced by care workers during lockdowns as a manifestation of the crisis of care in Turkey. Besides neoliberal capitalism, as suggested by Fraser, Turkey's rising authoritarian conservatism also characterises the crisis of care, which has implications for gender inequalities. Accordingly, this article invokes the conceptual framework of "masculinist restoration," as suggested by Kandiyoti (2016, 2019) and argues that women’s situatedness as care providers has been losing its positional power as a cultural element of the familialist regime in Turkey. Instead, this situatedness is being enforced as a political project that aims to institutionalise familialism to secure patriarchal domination in a society, which therefore pertains to a veiled crisis of care.
Transitions and Conflicts: Reexamining Impacts of Migration on Young Women’s Status and Gender Practice in Rural Shanxi

Inhalt: This article explores impacts of migration on young women’s status and gender practice in rural northern China. Based on ethnographic fieldwork in a village in Shanxi Province, it suggests that rural-urban migration has served partially to reconstruct the traditional gender-based roles and norms in migration families. This reconstructive force arises mainly from the changes of the patrilocal residence pattern and rural women’s acquisition of subjectivity during the course of migration. However, after migrant women return to their home villages, they usually reassume their roles as care providers and homemakers, which is vividly expressed by a phrase referring to one’s wife as ‘the person inside my home’ (wo jiali de). Meanwhile, although migrant women’s capacity and confidence have greatly increased consequent upon working out of the countryside, their participation in village governance and in the public sphere has been decreasing. Further examination suggests that the reinforcement of gender inequality and the transformation of gender relations result from the continuous interplay of local power relations, market dominance, and unchallenged patrilocal institutions. Through adopting a life course perspective, it challenges too strict a differentiation between migrant and left behind women in existing literature.

Inhalt: An der Schnittstelle von Gender Studies, Arbeits- und Organisationssoziologie setzt dieser Beitrag an, indem die gewerkschaftliche Repräsentation von Frauen vergleichend dargestellt und zugleich typische Deutungen im Verständnis gewerkschaftlicher Geschlechterpolitik rekonstruiert werden. Aufbauend auf Angelika Wetterers Typologie von Geschlechterwissen zeigen sich in diesen Deutungsmustern Unterschiede, woran die Geschlechter(un)gleichheit festgemacht wird, welche Relevanz gleichstellungspolitischen Maßnahmen beigemessen wird und welche Rolle sie für die eigene Praxis gewerkschaftlicher Interessenpolitik spielen. Das frauenpolitische, das geschlechtertheoretische und das konservative Deutungsmuster werden vorgestellt und zugleich diskutiert, unter welchen Bedingungen es trotz dieser Unterschiede gelingen kann, Gleichstellungspolitik als organisationsübergreifende Aufgabe zu etablieren. Die empirische Basis bilden qualitative Interviews, die mit Gewerkschaftssekretär*innen der ver.di, der IG BAU sowie der IG Metall durchgeführt wurden.
Women in China Moving Forward: Progress, Challenges and Reflections

Inhalt: While China's socialist revolution has been credited with improving the status of women, gender inequality remains. Drawing on macro data, this article provides an overview of gender equality in China, focusing on labor force and political participation in the past 70 years, particularly since 1978, the onset of socioeconomic reform. Specifically, the article describes, compares, and examines the progress and challenges that women face in accessing economic opportunities and political resources. We find a more equal relationship between male and female when resources are relatively adequate, but that females are disadvantaged when resources are scarce, for example, including representation in more prestigious occupations, higher income, and political positions. These findings illustrate how inequality is maintained and reproduced, and suggest that despite China’s progressive socialist agenda, its gender revolution remains 'stalled.'

Falling behind the Rest? China and the Gender Gap Index

Inhalt: China’s rank falling in the Global Gender Gap Index of the World Economic Forum has aroused the domestic scholar’s controversy. Based on the data provided by the Global Gender Gap Report, this article will describe the gender inequality in China by comparing its overall index scores and scores in the fields of economic participation and opportunity, education attainment, health and survival, and political empowerment with other countries, and then examining the reasons for China’s falling in rank through the score changes of sub-dimensions and indicators. Analysis of the data suggests that China has not kept up with the rate of improvement in the overall index, and in the four fields, compared to the original 112 countries, the upper-middle income countries, and the Asian and Pacific countries. Over the 13 years covered by the report, China’s score experienced a rapid improvement from 2006 to 2009 and a decline after 2013. China’s high sex ratio at birth, further expansion of gender inequality in active life expectancy, and an enlarged gender gap in secondary education caused China’s lagging overall score and ranking. In addition, the inclusion of measures such as secondary education enrollment, political empowerment, and other indicators also led to the backward ranking of China to some extent.

Inhalt: Die Frauen- und Geschlechterforschung hat bereits in den 1970er Jahren herausgearbeitet, dass sich das Verhältnis von Arbeit und Geschlecht entlang der Achse Sichtbarkeit/Unsichtbarkeit konstituiert. Die Un/Sichtbarkeit von Arbeit ist grundlegend für die Hervorbringung von Geschlechterungleichheiten, sowohl in Erwerbsarbeit als auch in (unbezahlter) Reproduktionsarbeit. Gleichzeitig wird die Grenze zwischen beiden immer wieder neu verhandelt. Der Beitrag rekonstruiert dieses Verhältnis und untersucht am Beispiel von Digitalisierung, körpernahen Dienstleistungen und der Corona-Pandemie, wie sich durch aktuelle Veränderungen das Verhältnis von Arbeit, Geschlecht und Unsichtbarkeit neu konstituiert und differenziert. Der Beitrag zeigt, dass Unsichtbarkeit als analytische Kategorie in der Erforschung von Arbeit und Geschlechterverhältnissen den Blick auf historische Kontinuitäten genauso wie auf Grenzverschiebungen und Neuaushandlungen schärfen kann.

Inhalt: How do local labour market structures, in tandem with workforce dispositions and attitudes, influence the way multinational companies localise their standardised work and production systems? This article investigates the conflict-ridden factory regime of a lean automotive plant in provincial Russia at which the management was able to secure a relatively high level of consent among its female workers but not among male workers. In order to explain this gendered pattern of worker consent, the plant-internal gender division of labour and two societal factors proved crucial: the gendered segmentation of the local labour market and the workers' cultural dispositions. At the same time, the analysis points to the transformative effect that the company’s work and production system had on the local labour regime. The case study relies on a combination of quantitative survey data and qualitative interviews. It emphasises the need to reconnect the analysis of branch-plant factory regimes to a nuanced understanding of their embeddedness within local labour markets - also in the case of highly standardised work and production systems.

Inhalt: Ziel des Beitrags ist, am Beispiel der Geschichte des Mobilitätsdiskurses das Gendering industrieller Massenprodukte im Fahrzeugbereich sowie dessen historische und gesellschaftliche Ausprägungen exemplarisch nachvollziehbar zu machen. Ausgangspunkt ist eine Definition von Design, die dessen diskursive Funktion fokussiert: Design selbst produziert Bedeutung und transportiert diese nicht nur. Vor diesem Hintergrund erfolgt ein diskursanalytischer Blick auf 'Gendered Mobility' - vom historischen Geschlechterkampf ums Fahrrad bis zu Entwürfen von 'Frauenautos' in der jüngeren Vergangenheit. Mittels einer solchen Analyse des gegenderten Mobilitätsdiskurses wird gezeigt, wie Design sowohl auf der Seite der Gestaltenden als auch auf der Seite der Konsumierenden an der performativen Herstellung von Geschlechtsidentität(en) und damit auch an der (Re-)Produktion der bestehenden, hierarchischen Geschlechterverhältnisse in der gegenwärtigen Wachstumsökonomie beteiligt ist - ein Vorgehen, das nicht auf Gender begrenzt ist, sondern auf weitere Diversitätsdimensionen und deren Intersektionen ausgeweitet werden kann.
Inhalt: The article aims to analyse the gendering of industrial mass products in the automotive sector using the example of the mobility discourse and to shed light on its historical and social manifestations. The starting point is a definition of design which focuses on its discursive function: Design not only transports meanings but also produces them. Against this backdrop, a discourse analytical perspective is applied to "gendered mobility" - from the historical battle of the sexes around the bicycle to the design of "women's cars" in the recent past. Based on such an analysis of the gendered mobility discourse, the article shows how design participates in the performative production of gender identity/ identities and thus also in the (re-)production of existing hierarchical gender relations in the current growth economy, both on the part of the designers and consumers. This approach is not limited to gender but can be extended to further diversity dimensions and their intersections.

Inhalt: Die Genderperspektive auf Klimawandel und Klimaschutz hat seit einigen Jahren deutlich an Aufmerksamkeit gewonnen. Der Beitrag geht der Frage nach, welche Erkenntnisse zu den Wirkungen des Klimawandels und der Klimapolitik auf die Geschlechterverhältnisse aus Industrieländern vorliegen. Die Ergebnisse eines umfassenden Literaturreviews zeigen, dass die Anzahl der Publikationen zu Gender und Klima in den letzten Jahren deutlich zugenommen hat, dies aber nicht auf alle Handlungsfelder der Klimapolitik zutrifft. Das Hauptaugenmerk liegt auf den Handlungsfeldern des Klimaschutzes, während die Anpassung an den Klimawandel aus der Geschlechterperspektive für Industrieländer eher unterbelichtet ist. Auch scheint es, dass sich der Fokus der wissenschaftlichen Diskurse in den letzten zehn Jahren deutlich verengt und auf die Mikroebene verlagert hat, Strukturen und Dynamiken dagegen seltener untersucht werden. Die Treiber von Ungleichheit und damit die Hintergründe der geschlechterspezifischen Ursachen und Auswirkungen des Klimawandels wie auch der tendenziell androzentrischen Sichtweise auf den Klimawandel und auf die Entwicklung von Lösungsansätzen stehen eher selten im Mittelpunkt.
Inhalt: The gender perspective on climate change and climate protection has attracted ever more attention in recent years. The article explores what evidence is available on the effects of climate change and climate policy on gender relations in industrialized countries. The results of a comprehensive literature review show that the number of publications on gender and climate has increased significantly in recent years, although this does not apply to all areas of activity of climate policy. The main focus is on the areas of activity of mitigation, while adaptation to the impacts of climate change from a gender perspective is still lacking for industrialised countries. It also seems to be the case that the focus of the scientific discourse has narrowed significantly over the last decade and shifted to the micro-level, while structural issues and the dynamics of developments are less frequently investigated. The drivers of inequality and thus the background to the gender-specific causes and effects of climate change, as well as the tendency to adopt an androcentric view of climate change and its potential solutions are rarely the focus of interest.
