Inhalt: "Starting with a comparative assessment of different welfare regimes and political economies from the perspective of gender awareness and "pro-women" policies, this paper identifies the determinants of cross-national variation in women's chances of being in a high-status occupation in twelve West European countries. Special emphasis is given to size and structure of the service sector, including share of women in public employment and structural factors such as trade union density and employment protection. The first level of comparison between men and women concentrates on gender representation in the higher echelons of the job hierarchy, while in the second section we extend the scope of analysis, comparing women in high-status occupations and low-wage employment in order to allow for a more nuanced study of gender and class interaction. The first analysis is based on European Social Survey data for the years 2002, 2004, 2006, and 2008, capturing recent trends in occupational dynamics. Results indicate that in general a large service sector and a high trade union density enhance women's chances of being in a high-status occupations while more specifically a large public sector helps to reduce channeling women in low-wage employment. Thus, equality at the top can well be paired with inequality at the bottom, as postindustrial countries with a highly polarized occupational hierarchy such as the UK show." (author's abstract)

Inhalt: "This article first describes the European Union’s idea of gender equality and its im-plementation into European policies. The second section analyses the extent to which citizens of different European countries support the idea of gender equality. The em-pirical basis for our analysis is the “Eurobarometer 63.1” from 2005. The descriptive findings show that while a majority of European citizens support the idea of gender equality, there are substantial differences between individual countries. In the third section we explain these differences by referring to the country’s level of moderniza-tion and degree of politically institutionalised gender equality, as well as the respon-dents’ religious orientation and level of education, among other factors." Do Austrian Men and Women Become more Equal? At Least in Terms of Labor Supply!

Inhalt: Similar to most industrialized countries, female labor supply in Austria has been increasing for the last decades, while labor force participation for men has been constant or even somewhat declining. This working paper - in cooperation with the University of Linz - provides an insight into wage elasticities concerning work participation and weekly hours for Austrian men and women between 1987 and 1999. It presents the almost continuous reduction in the labor supply reactions of married women. While their elasticity was still several times larger at the beginning of the 1980s, they approached rapidly the much less elastic behavior of men. These developments are important for the analysis of deadweight losses of taxation as well as the effects of tax reforms and wage subsidy programs. In this paper we differentiate between married and never-married women; which is very important in explaining labour force participation. As these differences are negligible for men we refrain from this distinction. Labor supply elasticities give an impression about attachment to the labor force; very high elasticities of (married) women have often been interpreted as evidence for low labor force attachment and a traditional family role model: the male bread-winner model where female market participation was considered as supplementary and more volatile. Due to increasing educational attainment of women, developments on the marriage market - lower marriage and higher divorce rates - and most importantly changing social roles and norms, it can be expected that this traditional male-breadwinner model will have considerably lost its importance.

(Autorenreferat)
Inhalt: "In Germany equal opportunity policy has been conducted from the beginning by
forms of regulation, which are currently the subject of governance research. Feminist
political science can thus offer important answers to the core questions of this new
research perspective. By drawing on the main results of feminist research, the authors
first clarify the boundaries of governance in the areas law, the economy, and
social policy. Specifically, the diversity of forms and modes of governance will be illustrated
for policies concerning wage equality, equality in childcare, and in administrative
policy. In the conclusion the authors address the synergetic effects and the
common concerns of feminist political science and governance research." (author's abstract)

On the sociogenesis of US dating regime and its present-day social legacy

Inhalt: "Part of the study of twentieth-century changes in German, American, English and Dutch manners books focuses on developments in courting and dating. It shows that in all these countries, around the turn of the nineteenth to the twentieth century, young people started to 'date', that is, to go out together, both with and without a chaperone. From the 1920s onward, however, advice on dating, necking and petting, the 'line', the stag line, cutting in, and getting stuck appears in American manners books only. The US dating regime that emerged signified the escape of young people from under parental wings and the formation of a relatively autonomous courting regime of their own, leading to a head start in the emancipation of sexuality and to the rise of the first western youth culture, which was restricted to the USA. This emancipation of young people in the USA made young women less dependent upon their parents, but in regard to their relationship to young men, the dating regime kept women rather dependent upon men and their 'treats'. The then prevalent uneven balance of power between the sexes was institutionalized in an attitude that linked 'petting and paying'. Necking and petting as inherent possibilities made dating highly sexually oriented, but also sexually restrained, as the sexual exploration was to remain without sexual consummation. In that sense, the youth-culture dating code was oriented toward sex and marriage, maintaining the adult-code of abstinence of sex before and outside marriage. The responsibility for sufficiently restrained sexual emotion management was put in the hands of women. This double standard demanded that women developed increasing subtlety in the art of being both naughty and nice, of steering between yielding and rigidity, prudery and coquetry: a highly controlled indulgence of sexual impulses and emotions. This paper focuses on the present-daysocial legacy of the dating regime, which seems to consist of such characteristics as a highly commercialized sex, a fascination with breasts and blow jobs, and two pronounced double standards, one being the continued co-existence of a youth code allowing for sex and an adult code tending to demand abstinence of sex before and outside marriage, with the construction of 'technical virginity' as a bridge between the two. The other double standard consists of dating manners and office manners, the latter tending to demand abstinence of sexual references and allusions in the domain of work. This paper argues that the formalization of male dominance in the dating regimehelps explain why the female emancipation movements that followed the youth culture of the 1960s - a western international one - met with tougher resistance in the USA than in Europe: the reputedly advanced greater freedom of women in America seems to have turned into a deficit."
