The Italian Case and the Challenges of Migration Theories through an Analysis of Female Migration

Inhalt: This article argues that female migratory flows in Italy can be considered as a gender-based method of female empowerment and social mobility of women (both within society and the family structure). In Italy, in the last three decades, the migration flow has changed in terms of magnitude, the subjects involved and the migration methods, making the difference between forced and voluntary migration slippery and confused. In spite of the overwhelming presence of women in migration flows, until recently the general assumption drew the international migrants as young, economically motivated men, totally neglecting the role of women. This article argues that by paying attention to the existing relationship between the women’s social position and migration we can better understand aspects of the process of migration previously neglected. Moreover, this article aims to bridge the gap between the macro analysis (an almost exclusive focus on the structural causes of migration) and the micro dimension (a focus on the migrant as a rational subject). Finally, it aims to underline how deceptively and confused are the no-natural categorises of regular and irregular migrant. In this context, the article analyses the two main entering channels of female migrations in Italy: a specific aspect of the sex industry, namely trafficking for sexual exploitation, and the private care market.

The authors interpret their agency mainly as a successful practice of 'coping'. The analysis of the case studies reveals that biographical resources, language skills, aspects of class, nation state policies and expectations of the future intersect within the emancipation process. Care and domestic work functions as a strategy to realize long-term migration and thereby emphasizes its fundamental value in societies." (author's abstract)

Inhalt: "In an article published in 2000, Arlie Hochschild coined the term 'care chains', indicating that while migrant women take care of children and elderly people elsewhere, they leave behind a gap with regard to their own care responsibilities. This gap, writes Hochschild, is either filled up by members of the extended family network or by hiring of migrant domestic workers from an economically poorer country. The result of these processes is a continuous commodification of care work on world scale. In this article data will be presented from an ongoing research project which focuses on the management of the care gap by Polish migrant women working in Germany and Ukrainian migrants working in Poland. How is care arranged for children and elderly family members staying behind? What does transnational mothering mean for those left behind in practical and in emotional terms? This paper highlights this phenomenon and pursues two objectives: From an intersectional perspective I discuss how migrant care work is specifically connected to the categories of gender, class, and racelmigration and how it is embedded in the frameworks of the welfare state. Intersectional analysis reveals the construction of power relations and the establishment of hierarchical differences through the actions of the welfare state. Drawing on a normative analysis of care makes it possible to evaluate the care regime in France. Inhalt: 'Im Zentrum dieses Aufsatzes steht das 'Lesen' und Interpretieren von Affekten. Dies soll am Beispiel einer diskursiv-dekonstruktiven Analyse von Interviews mit 'Care'- bzw. Hausarbeiterinnen sowie deren Arbeitgeberinnen, die die Verfasserin im Rahmen einer ethnographischen Studie durchgeführt hat, diskutiert werden. Es wird gezeigt, wie eine dekonstruktive Lektüre von Affekten zu einem Verstehen (a) der Einbindung des Subjekts der Aussage in einen diskursiven Rahmen und (b) der Intensität in der Begegnung zwischen 'Care' - bzw. Hausarbeiterinnen und deren Arbeitgeberinnen beitragen kann. Diese Begegnungen ereignen sich in einem 'heterotopischen Raum', d.h. einem heterogener Raum, der auch von den Folgen affektiver Ereignisse durchzogen ist. In diesem Zusammenhang meint Affekt eine mehr oder weniger organisierte Erfahrung, eine Erfahrung wahrscheinlich mit ermächtigenden oder entmächtigenden Konsequenzen, die auf der Ebene dieser Begegnungen wahrnehmbar ist, aber nicht unbedingt ausgesprochen und damit 'eingeschrieben' ist. Ausgehend von den Redeweisen derjenigen, die diese vergeschlechtlichten und ethnisierten Räume bewohnen, stellt der Beitrag folgende Fragen: Wie können die Begegnung zwischen Care- und Hausarbeiterinnen und ihren Arbeitgeberinnen auf der Basis affektiver Bezüge gelesen werden? Inhalt: 'The focus of this paper will be reading affect. By working through examples of ethnographic research with domestic and care workers and their employers in Germany from a discursive-deconstructive perspective, the author will show how a deconstructive reading of affect can add to our understanding of (a) 'the speaking subject' embedded within a discursive framework, and, (b) 'intensity' in the encounters between domestic and care workers and their employers. These encounters occur in a 'heterotopian space', a heterogeneous space ruled by the effects of affective bonds. In this space affect denotes a more or less organised experience, an experience which probably has empowering and disempowering consequences, registered at the level of encounter, and not necessarily to be understood in linguistic terms, but which is analysable as effect (Massumi, 1996, p. 237). It is by thinking through the words of those who inhabit this gendered and ethnicised heterotopia that the paper looks at the following questions: How can this encounter be read on the basis of affective bonds? How can we grasp affect as a moment of intensity in these relationships? What can reading Foucault, Derrida and Spivak and thinking through them add to the theorisation of affect?'
