Inhalt: Academic studies regarding the impact of various forms of gender representation focus largely on quantitative evidence that women in power can make a difference, downplaying qualitative case studies that can establish causal links between women's participation in government and better policies for women. Analyzing policy changes initiated by Germany’s first female Chancellor since 2005, the paper argues that despite her CDU-affiliation, Angela Merkel has contributed more to gender equality in Germany than all previous chancellors, even though she refuses to label herself a feminist. The author explores three factors shaping Merkel's reluctance to embrace the (western dominated) feminist label, e.g., her socialization under a diametrically opposed GDR gender regime, her preference for data-driven policy learning, her aversion towards “ideological” framing, coupled with a tendency to pursue mixed motives, respectively. The paper concludes with recent examples geared towards leveling the global gender playing-field, attesting to her willingness to embrace transformational representation.

Addressing Supply-Side Hurdles to Gender-Equal Representation in Germany
Titelübersetzung:Angebotsseitige Hindernisse der gleichberechtigten Repräsentation in Deutschland

Inhalt: One hundred years after being granted the right to active suffrage, German women remain underrepresented in elective office. Quotas have partially addressed demand-side barriers to gender parity in descriptive representation, but significant supply-side gaps remain. Men comprise over 70% of political party members in the Federal Republic, dominating the bodies that provide candidates for elective office. Solutions to this supply-side problem have often focused on “fixing” women to fit into gendered party institutions, rather than altering these structures to be more welcoming to women. In contrast, drawing on interviews with (potential) party members in Germany, this article identifies informal institutions that deter gender-balanced involvement in political parties and suggests ways in which these norms might be changed.

Titelübersetzung:Movement among comrades: approchement between social democrats and feminists

Inhalt: "Only in 1971, Swiss women received political citizenship rights. At that time, feminists from the women's liberation movement had been actively involved in non-parliamentary politics for several years. With the right to vote and the right for election, however, their field of political action was expanded fundamentally. But among powerful parties only the Social Democrats SPS appealed to activists. Thus, by the end of the 1970s, some of the activists joined the party. This article examines how feminists were included into the SPS - a party whose structures were completely different from the non-hierarchical women’s liberation movement, whose comrades often turned out to be 'red patriarchs' and where gender issues were always treated as side contradictions. Were the feminists able to put emphasis on changes regarding content, program and structures of the party Did the SPS only incorporate them for the purpose of own interests? Did the feminists eventually turn their back on the party disappointedly?" (author's abstract)

"Talking point(s)": what Singaporean female politicians choose to say in parliament
Autor/in:
Devasahayam, Theresa W.
Inhalt: "This paper investigates the implications of women's underrepresentation in politics in relation to the kinds of issues they raise in Parliament. It has two objectives. First it raises the question of whether the current cohort of female MPs in Singapore has different political interests from their male colleagues, and second, it seeks to understand the larger concern of whether female MPs see their role in politics to be different from that of men's. Through an investigation of the kinds of issues female and male MPs have raised and discussed in Parliament, the paper argues that because the current cohort of female MPs operate within a paradigm that is masculine, they tend not to voice their opinion exclusively on issues thought to belong traditionally to the domain of women but rather on a range of issues. By not restricting themselves to discussing women's issues only, it is evident that these women have consciously chosen to demonstrate that they are equal to men and they are capable of handling any issue. Among Singaporean female MPs, there is an implicit understanding that they were voted in based on their capacity to contribute and serve the community to fulfil the goals of their respective parties rather than on their gender identity." Heterogenität, Fragmentierung und Handlungsmacht von Frauenrechtsaktivistinnen in Aceh, Indonesien
Titelübersetzung:Heterogeneity, Fragmentation, and Leverage of Women in Aceh, Indonesia
Autor/in:
Inhalt: "Aceh Nanggroe Darussalam, the most Northwestern province of Indonesia with the nickname 'Makkah's veranda', finds itself in a turbulent transformation after the tsunami of 2004 and the end of an almost thirty-year long secession struggle in 2005. Acehan Muslim women's rights activists develop and legitimize blueprints of a new Aceh, put forward their demands, work out strategies and implement their agendas. They position themselves between religiosity, public space, the nation-state and international conventions. But they also face enormous challenges, which have led to a crisis in organizational engagement. The article examines the complex post-conflict situation of activists in Aceh. Despite the said 'crisis' in organizing for women's rights, activists believe in their ability to effect change; the province exhibits, so the author's argument, a constant organizational capacity for women's rights." From women's quota to "women's politics": the impact of gender quotas on political representations and practices in the Pakistani National Parliament
Autor/in:
Dutoya, Virginie
(Autorenreferat)
Inhalt: "In 2002, the Pakistani President Pervez Musharraf announced that 17% of the seats in the National Assembly and Senate would be reserved to women. Though quotas for women were not a new phenomenon in Pakistan, they had never reached this level. Moreover, after they had been dropped in 1988, the representation of women in the Pakistani parliament fell under 3%. Thus the entry of more than 80 women in Parliament (about 20% of all MPs) in 2002 was considered as a game changer in Pakistani politics, and Musharraf's decision was generally praised by activists of the women's movement. The article tries to evaluate how women construct new ways to do politics in their discourses and practices, and what place gender norms and representations occupy in this process. While recognizing women's agency though quota regulations, it is also argued that a distinctive demarcation of 'women's politics' can bring about constraints, contribute to women's marginalization in the political field, and strengthen gender stereotypes."
