(Autorenreferat)
Inhalt: "The paper deals with a household type that to date has rarely been in the focus of gender research: families with a female breadwinner earning the major part of the household income. Drawing on the results of a research project that has been realized in the years 2008-2011, the paper analyses this untraditional household type with both quantitative and qualitative methods. In the first part, data from the German Socio-Economic Panel (GSOEP) is analyzed to get a clearer picture of the quantitative development of female breadwinner families and the composition of this group. It is shown that the status of a female breadwinner can stem from a voluntary decision, e.g. when women have a better position on the Labor market than their partners, or from an involuntary constellation, e.g. when the partner is unemployed or disabled. As multivariate analyses Show, the male partner's situation contributes much more to the explanation of the female breadwinner constellation than the characteristics of the female partner. In the second part the paper focuses on qualitative results of the project, namely on the question of how female breadwinners actually deal with their untraditional role. Particular attention is paid to female breadwinners in low income groups, with flexible work and discontinuous careers. Analyzing interview data, it is shown how these women happened to become female breadwinners and how they deal with it. As it is shown, different types of female breadwinners employing a range of strategies can be identified. It also becomes clear that the actual gender arrangements do not necessarily reflect a preference or a voluntary choice, and that a female breadwinner does not automatically lead to a shift of gender roles in the family. The final section of the article Shows that labor markets, social policy and the overall institutional framework in Germany are actually not prepared to support female breadwinner families adequately." Geschlechtsspezifische Lohnungleichheit in Betrieben, Berufen und Jobzellen (1993-2006)
Titelübersetzung:Gender wage inequality in firms, occupations, and job-cells (1993-2006)

(Autorenreferat)
Inhalt: "Whereas educational inequalities between women and men and differences in labor market participation shrinked or even diminished during the last decades, the gender pay gap remained stable over time. This is remarkable because the pay gap has attracted much more attention as the main target of anti-discrimination policies. Using data from the IAB (Institute for Employment Research), we analyze whether the average pay gap between women and men working full-time can be explained by their employment in different industries, occupations, and firms. As the smallest level of analysis we focus on occupations within firms (job cells). This strategy of analysis yields the best possible approximation to the concept of 'within-job wage gap'. The results show that women with equivalent training and occupational experience earn wages that are 12 percent less than the wages of men in such job cells. Even though the educational participation of women rose to that of their male counterpart, the gender composition of labor market participation changed and the pressure of equal employment policies grew, the gender wage gap does not decrease within our observation period (1993-2006). In conclusion, we discuss theoretical and methodological reasons for this finding." (author's abstract)

(Autorenreferat)
Inhalt: "During the last years the european concept of gender mainstreaming becomes more important also for the German collective bargaining policy. Especially the trade unions started activities to 'main-stream' equality between men and women within collective bargaining policy. The 'State' as one of the collective bargaining parties is obligated to fulfill gender mainstreaming, which is basing on the article 2 and 3, 2 of the EG-treaty and the national governmental decision dating from 1999. The article examines the specific aims and methods of gender mainstreaming in collective bargaining policy and discribes activities of implementation." (author's abstract)

Assessing equal opportunities in the European Union
Titelübersetzung:Einschätzung der Gleichstellung in der EU
Autor/in:
Plantenga, Janneke; Hansen, Johan
Quelle: International labour review, Vol. 138 (1999) No. 4, S. 351-379
(IAB)
Inhalt: "To usefully evaluate the extent of equal opportunity demands innovative methodology. The authors select indicators of the relative opportunities of men and women (the 'gender gap'), including differences in employment, wages, and the sharing of unpaid work; and also indicators of women's absolute situation in the labour market. These indicators are then estimated empirically for 15 member states, with highly revealing results. To close the circle, the main determinants of equal opportunity are posited - including the rate of economic growth, tax systems, working-time regimes, childcare facilities and parental leave arrangements. Seeing country performance in that light produces compelling lessons for policy." (author's abstract)

Gender and the politics of working time

Autor/in:
Ballmer-Cao, Thanh-Huyen
(Autorenreferat)
Inhalt: "The present study analyses the problem of working time with respect to gender equality. It examines the possibility of a different working time politics, which should take women's reproductive work into account. Three aspects are discussed within this framework. Time in general, as well as working time in particular are elaborated in conjunction with value and economic shifts. Time with its structures and components are shown in a gender-specific perspective, that is, in terms of the roles and needs of women. Finally, suggestions toward a more womensensitive, global politics on working time are proposed." (author's abstract)
