The Two-Part Gender Revolution, Women's Second Shift and Changing Cohort Fertility

Inhalt: The two parts of the gender revolution have been evolving side by side at least since the 1960s. The first part, women's entry into the public sphere, proceeded faster than the second part, men’s entry into the private sphere. Consequently, many employed mothers have carried a greater burden of paid and unpaid family support than fathers throughout the second half of the 20th century. This constituted women's "second shift," depressing fertility. A central focus of this paper is to establish second shift trends during the second half of the 20th century and their effects on fertility. Our analyses are based on data on cohort fertility, male and female labor force participation, and male and female domestic hours worked from 11 countries in Northern Europe, Western/central Europe, Southern Europe, and North America between 1960/70 and 2000/2014. We find that the gender revolution had not generated a turnaround, i.e. an increase in cohort fertility, by the end of the 20th century. Nevertheless, wherever the gender revolution has made progress in reducing women’s second shift, cohort fertility declined the least; where the second shift is large and/or has not been reduced, cohort fertility has declined the most.

Dazu wurden die Längsschnittdaten der Erwachsenenkohorte des Nationalen Bildungspanels über ein Daten-Linkage mit aggregierten Berufsdaten aus dem Mikrozensus angereichert. Die Ergebnisse der empirischen Analysen zeigen, dass sich berufstypische Arbeitszeiten neben Individualmerkmalen signifikant auf die Berufsrückkehr von Müttern auswirken. Für hochqualifizierte Frauen erwiesen sich lediglich die für einen Beruf typischen Überstunden als einflussreich. Dieses Ergebnis deutet darauf hin, dass die Rückkehr von Akademikerinnen aufgrund von höheren Opportunitätskosten und womöglich auch einer höhere Erwerbsneigung durch die arbeitszeitlichen Gegebenheiten im Austrittberuf kaum tangiert ist. Für mittel- und insbesondere geringqualifizierte Frauen sind jedoch andere Faktoren, nämlich die Arbeitszeitlänge, die Verbreitung von Heimarbeit und - für beruflich nicht qualifizierte Frauen - auch die Verbreitung von Nacht- und Wochenendarbeit relevant. Insgesamt legen unsere Ergebnisse nahe, dass berufstypische Arbeitszeiten insbesondere für die Unterbrechungsdauer von geringgebildeten Müttern eine bedeutende Rolle spielen." (Autorenreferat)

The interruption duration of women with tertiary education is solely influenced by the amount of overtime working hours associated with specific occupations. This result indicates that the return-to-work of tertiary educated women remain mostly unaffected by their hours of employment, and likely to be attributed to both elevated opportunity costs and higher career orientations. Whilst medium and less educated women reduce their time-out from their occupation when the working hours are short and working from home is possible. Inhalt: In order to overcome the underrepresentation of women on higher management levels in planning, the Academy
for Spatial Research and Planning (ARL) and the Association for Spatial and Environmental Research (FRU) in
Germany jointly have elaborated a mentoring program for young female planning practitioners and scientists.
This article introduces objectives and elements of the mentoring program being considered a strategic talent
development in a network of excellence. Results from a survey among the mentees and mentors of five subsequent
years are presented revealing the principal verification of the program with its main elements: one-by-one
mentoring for one year each, joint events, qualification classes for the mentees, projects by mentees and support
with publications, and a final certificate. The survey reveals the need for several modifications, such as the
introduction of target agreements at the beginning of a mentoring period, the modification of the project study as
well as the extension of the mentoring period, which are discussed in detail. Finally, conclusions are drawn regarding the program efficacy and transfer.

Inhalt: "To investigate the relationship between careers and gender, this article takes a genderfocused look at the normative requirements and career-relevant orientation which prove to be important as young women seek vocational orientation and plan their lives. Here ideas about 'pursuing a career' or being a 'career woman' can be understood as prestructured by normative discourses within which certain concepts of 'career' become dominant and have to be updated and adapted by the subjects. Normative requirements already frame the subjects' plans before they begin their working lives, and not only become relevant once they have embarked on a career and gained a certain amount of work experience. Inhalt: "Im vorliegenden Beitrag werden Einstellungsunterschiede zur Erwerbstätigkeit von Müttern zwischen Ost- und Westdeutschland anhand der Daten des ALLBUS aus dem Jahr 2008 untersucht. Es werden Hypothesen zu den Effekten der Region, des Geschlechtes und der Religion auf die Ansichten zur Mutterrolle getestet. Die Ergebnisse zeigen, dass die modernen ostdeutschen Einstellungen zu Geschlechterrollen das Ende des Sozialismus überlebt haben und dass weiterhin Unterschiede diesbezüglich zwischen Ost- und Westdeutschland zu finden sind. Die Region ist die wichtigste Determinante, wenn es um die Frage geht, was die Einstellungen zur Müttererwerbstätigkeit bestimmt. Außerdem befürworten Frauen Müttererwerbstätigkeit eher als Männer. Der Einfluss der Religion ist negativ, das heißt, dass religiöse Personen sich für traditionale Geschlechterrollen aussprechen. Nach fast zwei Jahrzehnten der Wiedervereinigung gibt es innerhalb der Diskussion um die Position der Mutter noch immer keine innerdeutsche Angleichung der Einstellungen." (Autorenreferat)
Inhalt: "This article analyses differences between East and West Germany in attitudes towards the employment of mothers, using data from the 2008 ALLBUS. I test hypotheses about the effect of the region, gender and religion on attitudes towards the maternal role. The results show that the modern attitudes of East Germans towards gender roles survived the end of the socialism and that there are still differences between East and West Germany concerning this issue. Furthermore, women approve the employment of mothers more strongly than men do. There is a negative effect of religion, i.e. that religious people support traditional gender roles. After more than one decade of reunification there is still no consensus German position regarding the discussion of maternal role attitudes. Instead, the discussion continues." (author's abstract)

In general, it is always referred to the difficult compatibility of career and family, which is still considered a women's issue. In the study, carried out in 2008, six German female managers from top and managers from a middle position were asked about their career planning, career success and their family background in structured telephone interviews. These women stated that it is especially due to social standards and beliefs which influence companies and prevent women from being promoted to managerial levels.
