From women's quota to "women's politics": the impact of gender quotas on political representations and practices in the Pakistani National Parliament

Wenngleich eine Quotenregelung kein Novum für das Land darstellte, war ihr Wert noch nie so hoch ausgefallen. Seit der Abschaffung der Quote im Jahr 1988 war die Repräsentation von Frauen im Parlament auf unter 3% gesunken. Als mit den Wahlen von 2002 dann 80 Frauen in die Nationalversammlung einzogen und ca. 20% aller Abgeordneten stellten, wurde die neue Regelung als bahnbrechend aufgefasst. Musharrafs Entscheidung erhielt viel Lob von Aktivistinnen der Frauenbewegung. Der Beitrag versucht zu beurteilen, wie Frauen sich in Diskurs und Praxis neue Wege geschaffen haben, um Politik zu machen. Während die Agency von Frauen durch Quotenregeln durchaus anerkannt wird, lautet die Argumentation aber auch, dass eine gesonderte Demarkation von 'Frauenpolitik' Einschränkungen mit sich bringen, zur Marginalisierung von Frauen beitragen und Genderstereotype verstärken kann." Inhalt: "In 2002, the Pakistani President Pervez Musharraf announced that 17% of the seats in the National Assembly and Senate would be reserved to women. Though quotas for women were not a new phenomenon in Pakistan, they had never reached this level. Moreover, after they had been dropped in 1988, the representation of women in the Pakistani parliament fell under 3%. Thus the entry of more than 80 women in Parliament (about 20% of all MPs) in 2002 was considered as a game changer in Pakistani politics, and Musharraf's decision was generally praised by activists of the women's movement. The article tries to evaluate how women construct new ways to do politics in their discourses and practices, and what place gender norms and representations occupy in this process. While recognizing women's agency though quota regulations, it is also argued that a distinctive demarcation of 'women's politics' can bring about constraints, contribute to women's marginalization in the political field, and strengthen gender stereotypes." Inhalt: "The Twenty-five Maiden Ladies' Tomb" is the collective burial site of the female workers who died in a ferry accident on their way to work in 1973. The fact that of the more than 70 passengers on board all 25 who died were unmarried young women, and the taboo in Taiwanese culture that shuns unmarried female ghosts, made the Tomb a fearsome place. Feminists in Gaoxiong had for some years wanted the city government to change the tomb's public image. Their calls were not answered until the Gaoxiong mayor's office finally allocated money to clean up the gravesite and, as part of the city's plans to develop urban tourism, to remake it into the tourist-friendly "Memorial Park for Women Labourers". Consequently, even though the tomb renovation seemed to indicate a triumph of the feminist endeavour, it was more a result of the Gaoxiong city government's efforts towards culture-led urban revitalization.

Inhalt: Die zivilrechtliche Autonomie von Religionsgemeinschaften in Indien erlaubt den direkten Einfluss religiöser Regelungen auf das Verhältnis der Geschlechter. Dies trifft auch auf die ParsInnen, Anhänger des Zoroastrismus und Teil der wirtschaftlichen Elite Mumbais, zu. Über religiöse Tradition legitimierte bestehende Ordnungen wie die patrilineare Konzeption von Gemeinschaft werden dabei von liberalen Gemeinschaftsmitgliedern kritisiert und Gleichberechtigung gefordert. Der Artikel rekonstruiert den Verlauf und die zentralen Positionen des Diskurses um Patrilinearität bei den ParsInnen, der seit einigen Jahren zwischen Liberalen und Orthodoxen geführt wird, und charakterisiert davon ausgehend die gemeinschaftlichen Konfigurationen von Geschlecht und Religion sowie ihre Bezüge zu Wandel und Tradition.

This is also the case for the community of Parsi Zoroastrians, an economic elite within Mumbai, whose patrilineal concept of community is legitimated with reference to religious tradition. This article offers a reconstruction of the discursive process and the main arguments therein, which allows a characterization of the communal configurations between gender and religion, and their relation to tradition and change." Damit ist die Ungleichheit der Geschlechter im und durch Krieg nicht nur einer ungenügenden Umsetzung von Rechten zuzuschreiben, sondern liegt auch in deren Diskursivierung und Kategorisierung begründet.' Inhalt: 'This article traces the discursive constructions of gender in the US war against Afghanistan. Its focus is on Laura Bush's presidential address (Nov 2001), the document 'What we are fighting for' (Feb 2002) signed by major US intellectuals in support of the war, and some US feminists joining them in the name of liberation of the women of Afghanistan (Jean Bethke Elshtain; Catherine A. MacKinnon; Feminist Majority Foundation). Yet this uncanny coalition between feminism and US patriarchal imperialism goes beyond mere strategic essentialism in which the differences between women are temporarily erased. Insofar as moral natural laws of the American Declaration of Independence (1776) constitute their shared symbolic framework, binary oppositions such as male/ female, soldiers/ non-combatants, it/ regular warfare, civilized/ savage are reified. Thus gender inequality by and in times of war results from its specific discursivization and categorization and cannot be attributed exclusively to an incomplete implementation of rights.'
