Mentoring for young female practitioners and scientists in spatial and environmental planning in Germany - experiences of the joint mentoring program of the Academy for Spatial Research and Planning and the Association for Spatial and Environmental Research

Inhalt: In order to overcome the underrepresentation of women on higher management levels in planning, the Academy
for Spatial Research and Planning (ARL) and the Association for Spatial and Environmental Research (FRU) in
Germany jointly have elaborated a mentoring program for young female planning practitioners and scientists.
This article introduces objectives and elements of the mentoring program being considered a strategic talent
development in a network of excellence. Results from a survey among the mentees and mentors of five subsequent
years are presented revealing the principal verification of the program with its main elements: one-by-one
mentoring for one year each, joint events, qualification classes for the mentees, projects by mentees and support
with publications, and a final certificate. The survey reveals the need for several modifications, such as the
introduction of target agreements at the beginning of a mentoring period, the modification of the project study as
well as the extension of the mentoring period, which are discussed in detail. Finally, conclusions are drawn regarding the program efficacy and transfer.

Inhalt: "This paper draws upon baseline evidence compiled for the FP7 Project 'INstitutional Transformation for Effecting Gender Equality in Research' (INTEGER) in three very different research and higher education institutions. Despite institutional commitments towards gender equality, there is an under-representation of women at full professorship (Grade A) and equivalent positions. Furthermore, women and men are unequally represented on key committees and other decision-making bodies. INTEGER's task is to address these and other imbalances through the adoption of Transformational Gender Action Plans (T-GAPs). These T-GAPs involve: increasing the visibility and leadership potential of women academics/researchers; monitoring and gender proofing of recruitment/retention and promotion policies and practices; ensuring gender balance on decision-making bodies/committees; providing mentoring programmes and training in gender awareness to overcome unconscious bias at all levels of the institution; setting targets for high level appointments; and promoting gender equality as a core value contributing to research excellence. The T-GAP process is informed by international good practice through peer mentoring with research institutions in the UK/EU and USA and alignment with the Athena SWAN Charter and equivalent award holders. In addition, an external evaluation team assesses progress and impacts of the T-GAPs in each organisation. The paper presents common and different approaches of designing institutional transformation, strategies for building alliances in the institution for effective implementation of the T-GAPs and how the processes can be evaluated." Inhalt: Der Beitrag betrachtet ein bislang unbekanntes Konzept hinsichtlich des Ertrages für Chancengleichheit: Mentoring. Da in Hochschulen bislang noch keine empirischen Untersuchungsergebnisse zu den Erfolgen dieses Konzeptes vorliegen, werden für diesen Bereich die bislang vorliegenden Konzeptionen aus dem Bereich der Kommunalverwaltung zu Rate gezogen. Mentoring ist, ähnlich wie Supervision und Coaching, ein berufsbezogenes Beratungsverfahren, das überwiegend auf die Unterstützung von Einzelpersonen gerichtet ist und dazu beitragen soll, deren berufliche Situation zu verbessern. Zur Überprüfung des Ertrages von Mentoring für die Chancengleichheit bzw. die Frauenförderung greifen die Autorinnen auf empirische Ergebnisse sowohl in der Kommunalverwaltung als auch an der Hochschule zurück. Dabei wird festgestellt, dass derartige Programme nur dann als wirksame Instrumente der Verbesserung von Chancengleichheit gelten, wenn sie von den Organisationsleitungen unterstützt und als strategische Instrumente der Personalentwicklung und Gleichstellung eingesetzt werden.
