Inhalt: "The review addresses the policy domain of gender and equal opportunities in relation to employment and labour market policies. The findings of six research projects fall into four clusters that mirror the concerns of policy makers: gender inequalities in labour market participation; labour market segregation and the nature of 'women's work'; flexible employment, family-friendly work and work-life balance; welfare and social exclusion; and the formulation and implementation of gender equality policies. The research reviewed highlights several gaps in our understanding of labour market dynamics as they affect gender equality and policy formulation. The need for further research has been identified on specific topics, including a systematic evaluation of flexible work forms on gender equality, developing new understandings of 'skill', and social protection and social exclusion." Equal opportunities between men and women and gender mainstreaming under the European Employment Strategy (EES) and the Open Method of Coordination (OMC) : a new policy approach to combat gender discrimination?

Inhalt: "The aim of this article is to analyse the development of the concepts of equal opportunities between men and women and gender mainstreaming with regard to a new policy approach taken outside the traditional community method and to raise the question to what extent these policy instruments can be considered as a 'new tool' to combat gender discrimination. The European Employment Strategy (EES) and the Open Method of Coordination (OMC) are two examples of an instrument outside the community method, which tries to increase the recognition of the gender dimension of the labour market and to improve the initiatives taken in the interrelated field of social inclusion of women by the use of 'soft' policy instruments and voluntarist procedures. The paper illustrates the development of the concept of equal opportunities between men and women and gender mainstreaming under the EES and the OMC; more precisely, the paper seeks to demonstrate that the concepts of equal opportunities between men and women and gender mainstreaming cannot be addressed by reference to harmonisation instruments exclusively, but need, due to the diverse approach towards gender equality on a national level, a decentralised approach as it is offered by the coordination instrument, which should be understood as a complementary tool of integration."

(Autorenreferat). Equality between men and women: challenges to Croatian legislation
Autor/in:
Vasiljević, Snježana
Quelle: Croatian accession to the European Union. Vol. 1, Economic and legal challenges. Zagreb, 2003, S 273-290
Inhalt: Reform of the Croatian legal system and the adjustment of its legislation to EU law is one of the main conditions for the Republic of Croatia to be able to join the Union. This paper analyses the existing requirements for gender equality inside the EU, the current situation in the applicant countries and the existing problems and challenges for states that are only on the way towards European integration. In the Republic of Croatia gender equality is not guaranteed to a sufficient
extent, which has resulted in negative public reactions from NGOs and organisations for the protection of human rights and the rights of women. In addition, individuals are exposed everyday to various forms of sexual harassment in the workplace, in schools, universities and public places. So far, except at the constitutional level, no kind of legal approach has been adopted to guarantee gender equality or freedom of sexual orientation, which is an obligation of Croatia according to international treaties and the SAA.
