Gender Role Attitudes in Germany, 1982-2016: An Age-Period-Cohort (APC) Analysis

Inhalt: The present study investigates the change of gender role attitudes in Germany between 1982 and 2016. Nine waves of the German General Social Survey are used (N = 26,389). In contrast to previous trend studies, which largely ignore age effects, a mechanism-based age-period-cohort model (Winship/Harding 2008) is applied. It becomes clear that age, period and cohort independently have an impact on gender role ideology. Compared to earlier research, new insights concerning the shape of cohort effects come to light: Specific to traditional gender ideology in Western Germany, it is apparent that the trend towards increasingly egalitarian attitudes comes to a halt in men born around 1956 and later and in women born 1966. For Eastern Germany we observe that the cohort-specific trend towards liberalisation in younger cohorts either is diminishing or even tends to reverse. This pattern of effects mainly mirrors the phases of the feminist movement in Western Germany and the rise and decline of the German Democratic Republic, respectively.

Partnered women's contribution to household labor income: Persistent inequalities among couples and their determinants

Inhalt: This paper explores earnings inequalities within dual-earner couples in East and West Germany drawing on household-level panel data from 1992 to 2016. It has three aims: (1) to analyze how the partner pay gap (the pay gap between partners within one household) has developed over time, given institutional change, and whether the extent of inequality and temporal development vary between East and West Germany; (2) to explore variation in the partner pay gap by male partners' absolute earnings; and (3) to investigate the micro-level determinants of earnings inequalities within couples and determine whether their relevance varies between East and West Germany as well as by male partners’ absolute earnings. We find women earn substantially less than their partners, and our regression results find no indication of a declining partner pay gap. Besides substantial variation between East and West Germany, our results also reveal important group-specific variation in the extent of the partner pay gap as well as in its determinants.

Inhalt: Als Ausgangspunkt der Arbeit dient die Beobachtung, dass in den letzten Jahrzehnten eine Vielzahl gesellschaftlicher Entwicklungen stattgefunden hat, die dazu geführt haben, dass die Wahl eines geeigneten Zeitpunkts für den Übergang zur Elternschaft zunehmend schwieriger geworden ist. So haben verschiedene Wandlungsprozesse, wie etwa die Bildungsexpansion oder die steigende Erwerbsbeteiligung von Frauen, dazu geführt, dass nicht nur das Zeitfenster, welches potenziell für eine Geburt zur Verfügung steht, immer kleiner geworden ist, sondern parallel hierzu auch die Opportunitätskosten innerhalb dieses Zeitfensters sukzessive zugenommen haben. Vor dem Hintergrund dieser Entwicklungen richtet sich die Arbeit auf die Frage, welche Karriereeffekte mit einer unterschiedlichen zeitlichen Einbettung von Geburten in den Lebens- bzw. Erwerbsverlauf für ost- und westdeutsche Frauen einhergehen. Um diese Forschungsfrage beantworten zu können, gliedern sich die empirischen Analysen in zwei Teile: In einem ersten Schritt richtet sich der Fokus des Erkenntnisinteresses dabei auf die Bedeutung des Timings und Spacings der Geburten für Erwerbsverläufe. In einem zweiten Schritt werden die vielschichtigen Konsequenzen der zeitlichen Einbettung von Geburten für Erwerbsübergänge untersucht. Neben dem Wiedereinstieg in den Arbeitsmarkt wird dabei auch der Prozess des Arbeitsmarktausstiegs betrachtet.

Inhalt: Obwohl sich junge Paare oft eine egalitäre Aufteilung der Erwerbs- und Familienarbeit wünschen, ändert sich dies nach der Familiengründung häufig. Neben ökonomischen Gründen können auch kulturelle Vorstellungen von einer "guten Mutter" diesen Effekt mitverursachen. Im Beitrag wird untersucht, wie Mütter von Kleinkindern zum "intensive mothering" stehen und dieses leben. Darunter versteht man ein Ideal, welches das Kind (und dessen Betreuung) als höchste Priorität der Frau definiert. Es werden die Daten der Leitbildstudie verwendet und in einer logistischen Regression analysiert, wer das "intensive mothering" befürwortet. Es zeigt sich u.a., dass dies insbesondere bei westdeutschen und religiösen Müttern der Fall ist. In Strukturgleichungsmodellen wird dargestellt, wie diese Disposition das Verhalten begünstigt. Die Überzeugung, als Mutter die beste Betreuung zu sein, hat keinen direkten Einfluss auf die tatsächliche Betreuung, sondern wirkt indirekt durch das Misstrauen gegenüber der Fremdbetreuung. Ostdeutsche oder höher gebildete Mütter betreuen ihre Kinder seltener selbst. Historisch gewachsene Normen, verstärkt durch intergenerationale Transmission, erklären den persistierenden Ost-West-Unterschied.

Inhalt: Educational expansion, the massive increase of women’s labor force participation, and assortative mating have reduced asymmetries in educational achievements and in career resources between women and men in virtually every Western society. This paper provides an analysis of the association between partners' education, parenthood, and spouses' relative labor supply in East and West Germany. Education is considered from two angles: as an indicator for resources on the labor market or as an indicator for gender attitudes. We apply cross-sectional data from the 2011 German Microcensus, comprising 57,366 couple households. For our estimations, we use General Linear Models. Because of high case numbers, we are able to estimate several interaction effects in statistical powerful detail. We find that (1) a woman's share of paid work is higher, the higher she is educated; (2) women with higher education than their male partners realize higher shares of relative employment (in comparison to other women); (3) women rarely realize a share of 50% or higher on average in any educational composition; (4) especially young children have a huge impact on women's labor supply; and (5) women's comparative educational advantages are more important for their share of paid work in West than in East Germany. Neither interpretation of relative education can explain the overall picture of couples’ division of paid work alone. Depending on parenthood, the age of the youngest child in the household, and the regional context, either normative, or economic exchanges between partners seem to drive the association between relative education, and relative labor supply of women. We demonstrate the usefulness of two theoretical approaches of framing education as an explanatory concept.

Intergenerational support and reproduction of gender inequalities: a case study from Eastern and Western Germany

Inhalt: Social support is often described as an exclusively positively acting factor. Its absence is said to mean negative consequences for individuals. This article shows that the supply and dependence of inter-generational social support can have negative consequences and pertains to persisting unequal gender roles and a gendered division of labor in relationships. Based on qualitative interviews, conducted in eastern and western Germany, with young adults (28-30 years old) and their parents, we hypothesize, that the bigger supply of inter-generational support of grandparents for their children and grandchildren and an alleged dependence on these transfers is especially responsible for impeding the modernization of traditional role models assigning women to the role as a mother and housewife. However, less availability and dependence on this kind of social support in eastern Germany, contribute to a more flexible form of role allocation in a relationship.

A stalled revolution? What can we learn from women’s drop-out to part-time jobs: a comparative analysis of Germany and the UK

Inhalt: This study examines how within-couple inequalities, that is power differences between men and women in a partnership, act as predictors of transitions from full-time to part-time employment applying Heckman corrected probit models in three different institutional and cultural contexts; Eastern Germany, Western Germany and the United Kingdom. The analyses show that when women are in a weaker position within their relationships they are more likely to drop-out of full-time work, but that this propensity varies by context. The authors also find an increased tendency over time for women to leave full-time for part-time employment in both Eastern and Western Germany, but observe no such trend in the UK. This is suggestive of ongoing incompatibilities in the institutional support for equality in dual-earning in Germany. The study uses longitudinal data covering the period 1992 until 2012 from the German Socio-Economic Panel (SOEP) for Germany and from the British Household Panel (BHPS) and the ‘Understanding Society’ data for the UK.

Causes and consequences of the gender-specific migration from East to West Germany

Inhalt: Although German reunification took place 25 years ago, differences between East and West Germany still remain. After German reunification, people migrated from the east to the west because of differences in living standards and the new opportunities available. Silvia Maja Melzer analyses the causes and consequences of intra-German migration, both theoretically and empirically, from a gender-specific point of view and finds answers to the following questions: Which factors are decisive for the relocation of men and women? How does education influence the gender-specific decision to migrate? Who is relocating or commuting more often, men or women? In order to present a more comprehensive picture of gender-specific migration, contrasts are drawn respectively between men and women or singles and people in partnerships. How does the migration behaviour of East and West German couples and singles differ? What financial consequences result from migration? And: Are east-west migrants happier?

Inhalt: "Kinderlosigkeit ist ein Phänomen, das in Deutschland besonders ausgeprägt ist. Bisherige Studien zeigen gruppenspezifische Unterschiede, jedoch ist das Zusammenspiel der Faktoren noch wenig erforscht. Diese Forschungslücke versucht der vorliegende Beitrag auf Basis von Dendrogrammanalysen und logistischen Regressionsanalysen mit Daten des Mikrozensus 2012 für Frauen der Jahrgänge 1950-1969 zu schließen. Die multivariaten Befunde zeigen, dass urbaner Wohnort, hoher Bildungsabschluss, kein Migrationshintergrund, keine Ehe und Vollzeiterwerbstätigkeit die Wahrscheinlichkeit von Kinderlosigkeit erheblich erhöhen und sich wechselseitig verstärken, während die Effekte pekuniärer Faktoren wegfallen. Drei Gruppendifferenzierungen sind bemerkenswert: Die geringe Kinderlosigkeit bei niedriger Bildung beruht überwiegend auf dem Effekt von Frauen mit Migrationshintergrund. Der Urbanisierungseffekt betrifft nur Frauen ohne Migrationshintergrund. Der ansteigende Trend von Kinderlosigkeit ist bei Akademikerinnen gestoppt - auf hohem Niveau: Eine Akademikerin in einer westdeutschen Großstadt ohne Migrationshintergrund ist zu 38% kinderlos, wenn sie Vollzeit arbeitet zu 51%. In Westdeutschland schreitet die Polarisierung zwischen Mutterschaft und Karriere weiter voran: Mutterschaft hat oft die Konsequenz einer dauerhaft geringen Teilhabe am Arbeitsmarkt. Umgekehrt führen die gewachsenen Optionen bezüglich Beruf, Partnerwahl und Freizeit häufig zu Kinderlosigkeit." (Autorenreferat)
Inhalt: "Childlessness is a widespread phenomenon in Germany. Previous studies show considerable variation in different population groups; the interaction of different factors is, however, largely unexplored. This article aims to fill this research gap by both dendrogram analyses and by estimating logistic regression analyses for women in the cohorts 1950-1969 based on Microcensus data from 2012. Multivariate results reveal that an urban place of residence, high education, no migration background, no marriage, and full-time employment largely increase the probability of childlessness. These factors cumulatively interact with each other, while the effects of pecuniary variables rather decrease. Three group-specific differentiations are remarkable: The low childlessness rate of women with low education is predominantly based on the effect of migrants. The effect of urbanisation does not apply to women with a migration background. The trend of increasing childlessness among highly educated women has stopped - at a high level: The childlessness rate of highly educated women without migration background in western German cities amounts to 38%, with a full time occupation it even rises to 51%. For western Germany, this paper shows an increasing polarisation between motherhood and career: For many women, motherhood is accompanied by a permanently reduced participation in the labour market. Conversely, the growing new opportunities regarding occupation, relationships and leisure often end in permanent childlessness." (author's abstract)

Inhalt: Dieser Forschungsbericht liefert einen umfassenden Überblick über die relevanten theoretischen Debatten zur Erklärung geschlechtsspezifischer Bildungsungleichheiten und fragt, welche Schlüsse sich aus diesen für die Fragestellung nach der regionalen Variation und der historischen Entwicklung von Geschlechterungleichheiten in Bildungsverhalten und Bildungserfolg in Deutschland ergeben.
