Gender and the EU's Support for Security Sector Reform in Fragile Contexts

Inhalt: How does the European Union (EU) include 'gender' within its support to security sector reform (SSR) programmes? The EU has committed to include gender perspectives by implementing the Women, Peace and Security agenda (WPS) within its foreign security practices. While researchers and practitioners recognise the importance of integrating gender issues into SSR operational effectiveness, there is limited knowledge about how this functions within the EU's security architecture. This article uses Feminist Institutionalism (FI) to understand the process of gender mainstreaming within the EU's support to SSR programmes. It does this by using two crucial theory‐testing cases of SSR programmes - Ukraine and Afghanistan. It finds that the EU's ability to promote gender inclusive approaches to SSR is limited by the structure of the EU's own assumptions and capabilities, and institutional constraints in third countries. At the same time, the cases underscore the importance of individuals as agents of change.

Hence, the current journalistic tendency towards anti-genderism can be labelled, but this discourse and its targets cannot be understood in the hermeneutic sense. In particular, the authors of daily columns and commentaries have armed themselves rhetorically in recent years. Incitement against gender studies and gender policies has become a popular phenomenon in German-speaking online and print media. The debate has turned into a generational question of different medial dispositives that seem to pit analogue conservatism in book form against the activism of digital natives. Inhalt: Wir diskutieren die Frage, ob eine sogenannte "Feminisierung" bestehende "maskuline" Machtstrukturen in der Medizin herausfordert. Die Rede von der "Feminisierung der Medizin" setzt sowohl die "Maskulinität" voraus als auch deren Veränderung durch die Erhöhung des Frauenanteils. Wir stellen die Kontrastanalyse zweier Gruppendiskussionen aus der Längsschnittstudie Karriereverläufe und Karrierebrüche bei Ärztinnen und Ärzten während der fachärztlichen Weiterbildung (KarMed) vor; eine Diskussion mit angehenden Ärztinnen und eine mit angehenden Ärzten. Als manifestes Thema wurde Geschlechtlichkeit in beiden Diskussionen im diskursiven Kontext der sogenannten "Feminisierung" eingeführt - bezeichnenderweise im Kontrast zur gleichsam mythisch aufgeladenen Maskulinität der Chirurgie. Das Material unserer Gruppendiskussionen verweist auf eine nach wie vor maskuline Norm im Selbstverständnis der angehenden Ärztinnen und Ärzte. Die Männerrunde konstituierte sich als Gruppe der Ärzteschaft bei allen Differenzen wie selbstverständlich als männliche Norm. Die Frauengruppe konstituierte sich über eine geteilte Identifikation als "Frauen in der Medizin". Das Material wurde mit Methoden der psychoanalytischen Sozialforschung interpretiert und wird in diesem Beitrag im Hinblick auf die Begriffe der Feminisierung und der hegemonialen Männlichkeit diskutiert. Inhalt: In this contribution we discuss the question of whether the so-called "feminization" of medicine challenges persisting power structures in the field. The notion of the "feminization of medicine" implies both the "masculinity" of the field and its change due to the increasing number of female medical doctors. We present the comparative analysis of two group discussions from the longitudinal study "Career Paths and Career Breaks of Medical Doctors During Residency" (KarMed). One discussion was held with women, one discussion with men, all of whom had just completed their medical studies. In both discussions the theme of gender came up manifestly in the discursive context of the so-called "feminization of medicine". The discussants contrasted this "feminization" with the mythologically laden "masculinity" of surgery. The material of our group discussions indicates a persistent masculine norm in the perception of both female and male doctors. Despite all differences between their members, the group of men constituted itself as a group of medical doctors representing the masculine norm. The group of women constituted itself through shared identifications as "women in medicine". We analyzed the material with psychoanalytic methods in social research and we discuss our interpretations in relation to the notions of "feminization" and of "hegemonic masculinity". Inhalt: Mit der politischen Transformation von 1989 verändert sich in Polen auch die wissenschaftliche Landschaft. Die verstärkte Integration westlicher Theorien und ein soziopolitischer Backlash in Geschlechterfragen bewirken ein steigendes Interesse an feministischen Ansätzen. Die polnische Literaturwissenschaft nimmt dabei eine führende Rolle in der Anwendung feministischer Theorien im lokalen Kontext ein. Im vorliegenden Artikel wird nach der Einbettung dieser Forschung in die polnischen postsozialistischen Diskursfelder gefragt. Dabei geht es insbesondere um die Auslotung des engen diskursiven Raums, der sich in der polnischen Gesellschaft zwischen konservativ-patriotischen Narrativen, dem Anspruch auf Fortschritt und der Verhandlung der Vergangenheit eröffnet. Hier sind in den polonistischen Beispielen Strategien sowohl der Assimilation wie auch der Subversion erkennbar.
Inhalt: With the political transformations of 1989 in Poland the academic landscape is also changing. The increased integration of Western theories and a sociopolitical backlash in gender issues are responsible for the growing interest in feminist approaches. Polish studies take a leading role in the application of feminist theories in local contexts. The paper asks about the embedding of this feminist research in Polish post-socialist discourse fields. A main focus is the discursive setting of the narrow space between conservative-patriotic narratives, progressivism and negotiations about the past. The study of polonist examples reveals both strategies of assimilation and subversion.

Inhalt: "The Annual Conference of The Women's and Gender Research Network NRW addressed the topic of 'love', a subject which is traditionally assigned to the private sphere. However, the awareness of its political dimension is one of the fundamental paradigms of the New Women's Movement and of contemporary Gender Studies. Amongst other topics the talks shed light on the concepts of love discussed in the context of our current life-worlds, refl ections on love as a 'heteronormative institution', medieval depictions of leave-taking, discourses of the women's movement around 1900, female friendships in the context of the peaceful revolution in Germany in 1989, the new 'literature about fathers', as well as the relation between love and music in the 16th century. The keynote speaker was Eva Illouz. She raised the question of the impact of sexual liberation on women and men and its effects on romantic love. Many of the lectures given at the conference broadened the perspective on love beyond the traditional male-female couple." (author's abstract)

Audre Lorde, Gloria Anzaldúa, Monique Wittig und Adrienne Rich bleibt innerhalb queerer Theoriebildung häufig selektiv und oberflächlich: Brüche und Ambivalenzen werden marginalisiert oder in eine lineare, fortschrittsoptimistische queere Genealogie überführt. Damit geht zum einen die Komplexität und das analytische Potenzial dieser Ansätze verloren, zum anderen geraten aber auch deren (queere) Strategien und Visionen für eine Dekonstruktion von (rassisierter) Zweigeschlechtlichkeit und institutionalisierter Heterosexualität aus dem Blick. Dieser Beitrag interveniert in diese selektiven Rezeptionstraditionen und versucht anhand ausgewählter Theorieelemente, jene lesbisch-feministische Versionen und Visionen von Queer/ness, wie sie von diesen Autorinnen entworfen wurden, erneut zur Diskussion stellen. Inhalt: "Within Queer Theory 'classical' lesbian-feminist contributions, such as those by Audre Lorde, Gloria Anzaldúa, Monique Wittig and Adrienne Rich, have been adopted very selectively and sometimes in a highly superficial way. Ambivalences and inconsistencies have been either marginalised or interpreted within a linear historiography of queer progress. Hence, not only the complexity and analytical potential of these works tend to get lost, furthermore, also their 'alternative' (queer) strategies and visions for a deconstruction of (racialized) gender binaries and institutionalized heterosexuality are marginalised. This article sheds a critical light on these selective reading practices and highlights the transgressive implications of their versions of queer/ness. One focus of the article lies on the gender subversive and spiritual implications of Anzaldúa’s feminist-lesbian/patlache standpoint epistemologies. Furthermore, the articles discusses Wittigs idea of a (linguistic) universalization of an (anti-essentialist) idea of the 'feminine'/'the lesbian' as well as her materialist and class-theoretical conceptualization of the 'lesbian'. Inhalt: In diesem Beitrag reflektiere ich epistemologische, methodologische und ethische Fragen, die aus einer Cross-Gender-Forschung (als Forscher mit weiblichen Studienteilnehmerinnen) in meinem eigenen Herkunftsland erwuchsen. Ich beschäftige mich auch mit Fragen der Analyse und Repräsentation, die mit der Gender-Perspektive in dieser Untersuchung zum Leben und zu den Alltagserfahrungen dieser zuhause gebliebenen Frauen philippinischer Seeleute einhergingen. Vier miteinander verbundene Ebenen der Reflexivität werden erörtert: theoretische Reflexivität, Gender und Beziehungen im Untersuchungsfeld, Positionalität und die Insider-/Outsider-Dynamik sowie Repräsentation. Am Ende reflektiere ich ethische Verpflichtungen, die mit Forschung in der eigenen Gemeinschaft verbunden sind und Konsequenzen hieraus auf Fragen der Repräsentation. (Autorenreferat)
Inhalt: This article reflects on the epistemological, methodological, and ethical issues related to undertaking a cross-gender research (male researcher with female participants) in one's own community. It also examines issues of analysis and representation germane to taking a gendered perspective in this study of the lives and experiences of left-behind women. The article frames the discussion of these issues within four interrelated sites or levels of reflexivity: theoretical reflexivity, gender and fieldwork relations, positionality and the insider/outsider dynamic, and representation. The conclusion reflects on the ethical obligation a researcher conducting a study in one's own community bears and the consequences of this ethical burden on representation. (author's abstract)
Inhalt: Das Ländliche wird vielfach als das Andere zur Stadt konstruiert, mit Entwicklungsrückstand assoziiert oder zum Sehnsuchtsort hochstilisiert. Land_Frauen werden selbst in feministischen Diskursen abgewertet oder ignoriert. Die Dichotomisierung von Stadt und Land, Homogenisierungen und Ideologisierungen von Seiten der Wissenschaft, Politik, Verwaltung und der Medien tragen maßgeblich dazu bei. Mittels der poststrukturalistischen Konzepte der Konstruktion, Dekonstruktion und Rekonstruktion wird in diesem Essay das Wechselverhältnis von Subjekten und Strukturen in ländlichen Regionen beleuchtet und darüber reflektiert, wie ländliche Sozialforschung und rurale Geschlechterforschung zu einem (selbst-) kritischen Diskurs beitragen können.
Inhalt: The rural is often constructed as the opposite to the urban, associated with lagging behind or idolized as a place of nostalgia. Rural women were - even in feminist discourses - devalued or ignored. These tendencies are intensified by science, politics, administration and the media by ideologizations, the homogenizing of society and the dichotomization of the urban and the rural. Using the post-structural approaches of construction, deconstruction and reconstruction, this essay examines closely the reciprocal relationship between rural subjects and structures. It reflects how rural social research and rural gender studies can contribute to a (self-) critical discourse.

Inhalt: Theoretical development within gender studies and terrorism studies has occurred along the axes of identity, material and spatial power and inequality, and geography. Gender scholars have been concerned with the transformation of oppressive political structures, with increased inequality and understanding how gender structures limit women’s opportunities, and with the role of separate geo-graphical and social spheres in shaping outcomes. Terrorism scholars have con-ceptualized terror as a political process, the result largely of economic inequality and to some extent, gender structures, and they have articulated a role for urban space in conceptualizing interventionist policy to ameliorate the terrorist threat. This paper traces the development of these theoretical traditions, pointing out the thematic similarities, but also the dissimilar objects of inquiry. A review of the scholarship where gender informs terrorism studies points the way to future development of scholarship around (1) solving the global terrorism problem by further understanding gender structures for both men and women; (2) the role of urban and non-urban spaces as the backdrop for terrorist recruitment and formation processes; and (3) how gender is likely to affect actual survival for gendered urban populations when terrorism occurs.
