Running as a woman (or man): a review of research on political communicators and gender stereotypes

Inhalt: Women gained the right to vote nearly 100 years ago, but it was not until 1980 that political scholars and practitioners began paying much attention to the role of women in elections. Twelve years later it was the so-called "Year of the Woman" in 1992 that sparked increased scholarly attention on women as political communicators. A record number of women, 117, ran for the U.S. Congress in 1992, but the number of women running and serving has been slow to increases since that time. One reason may be the unique challenges gender poses for female political communicators. Over three decades of research has proven gender stereotypes and expectations play a key role in how women (and men) communicate with voters. This review of research summarizes major findings and changes in gender and political communication research over the past three decades. Our focus is on communication by candidates and how gender shapes that communication. In all, 133 scholarly sources were reviewed; these sources included scholarly journals from related disciplines as well as books using quantitative, qualitative, and rhetorical methods. Our analysis demonstrates that gender stereotypes are still prevalent in American political campaigns, and women candidates must work to overcome the belief that they are not masculine enough to be political leaders. Additionally this review reveals two common strategies candidates use to negotiate gender stereotypes: feminine style and gender adaptiveness. We conclude that more research is needed to better understand how candidates navigate gender stereotypes in the 21st century, particularly in political debates and online communication.

Gender and the EU's Support for Security Sector Reform in Fragile Contexts

Inhalt: How does the European Union (EU) include 'gender' within its support to security sector reform (SSR) programmes? The EU has committed to include gender perspectives by implementing the Women, Peace and Security agenda (WPS) within its foreign security practices. While researchers and practitioners recognise the importance of integrating gender issues into SSR operational effectiveness, there is limited knowledge about how this functions within the EU's security architecture. This article uses Feminist Institutionalism (FI) to understand the process of gender mainstreaming within the EU's support to SSR programmes. It does this by using two crucial theory‐testing cases of SSR programmes - Ukraine and Afghanistan. It finds that the EU's ability to promote gender inclusive approaches to SSR is limited by the structure of the EU's own assumptions and capabilities, and institutional constraints in third countries. At the same time, the cases underscore the importance of individuals as agents of change.

Während sich LGBTQ auf Geschlechtsidentität oder Sexualität beziehen, ist die wortwörtliche Verhandlungsmasse politischer Auseinandersetzungen um inter Menschen ihr medizinisch manipulierter Körper. Inhalt: "The abbreviation LGBTQI is used in queer theory and practice with the best of intentions. In this article I argue that subsuming Inter under umbrella terms referring to queer identities necessarily falls short. While the abbreviation LGBTQ addresses different sexualities and gender identities, the inter movement tends to negotiate the problematical medical treatment of bodies, which were identified as intersexed. Surgical and hormonal interventions seek to disambiguate the intersexed body by assigning a person's identity as either male or female. The emerging self is by no means male or female, though neither is their body. Instead, inter biographies contain narratives about the alienated, aching and traumatized body as a mediator in the process of subjectivation and self-perception. I try to do justice to the inter phenomenon by 'doing grounded queer theory'. I conclude that connecting Judith Butler’s queer theory and Anne Fausto-Sterling's concept of embodiment permits a reflection on the role of empirical material in queer research - and the development of an approach that can be termed 'fleshier queer studies'." Hence, the current journalistic tendency towards anti-genderism can be labelled, but this discourse and its targets cannot be understood in the hermeneutic sense. In particular, the authors of daily columns and commentaries have armed themselves rhetorically in recent years. Incitement against gender studies and gender policies has become a popular phenomenon in German-speaking online and print media. The debate has turned into a generational question of different medial dispositives that seem to pit analogue conservatism in book form against the activism of digital natives. Analytical Strategy for Dealing with Neutrality Claims and Implicit Masculinity Constructions: Methodological Challenges for Gender Studies in Science and Technology

Inhalt: Auf Basis eines empirischen Beispiels diskutieren wir in diesem Beitrag methodologische Herausforderungen für die Untersuchung geschlechtlicher Zuschreibungen in epistemischen Kulturen in Technik- und Naturwissenschaften. Konfrontiert mit Akteur_innen, die für sich selbst wie für ihre Arbeit Neutralität und Objektivität beanspruchen, sind Untersuchungen der Geschlechterforschung damit konfrontiert, Geschlechternormen zu rekonstruieren, die überwiegend implizit bleiben, ohne dabei selbst Geschlechterdifferenzen zu reifizieren. Mit dem Ziel, diese "Blackbox" zu öffnen, schlagen wir in diesem Beitrag eine Analysestrategie vor, um diesen subtilen, hochgradig normativen, diskursiven Praktiken der Zuschreibung von Geschlecht an epistemische Subjekte, Objekte und Tätigkeiten nachzugehen und exemplifizieren dies anhand einer eigenen empirischen Studie. Indem im qualitativen Datenmaterial Distinktionsmuster, einmal mit Bezug auf epistemische Grenzziehungen und einmal mit Bezug auf Geschlechterdifferenzierungen, miteinander verglichen werden, ist es möglich, die in den Daten existierenden Bezüge zwischen symbolischer Geschlechterordnung und epistemischen Kulturen aufzuspüren. Der vorgeblich neutrale "Wissenschaftler" bzw. "Ingenieur" wird dann als androzentrische Konstruktion eines männlich verfassten epistemischen Subjekts sichtbar.
Inhalt: On the basis of an empirical example, we offer in this article a methodological discussion of the challenges and pitfalls gender studies scholars face when analyzing how gender norms are attributed to epistemic cultures in science and engineering. Faced with actors who claim neutrality and objectivity for themselves and their work, the challenge is to analyze gender norms that are mostly implicit without reifying gender differences. Committed to the goal of opening this black box, we propose an analytical strategy for qualitative empirical research to unveil these subtle, highly normalized, discursive practices of attributing gender norms to the epistemic subjects, objects and activities in science and engineering, and exemplify it with reference to our own empirical study. By comparing the patterns of distinction with respect to epistemic boundaries and to gender differentiations, it is possible to trace connections between the symbolic gender order and epistemic cultures within the data. The allegedly neutral scientist as well as the engineering scholar is then shown to be the androcentric construction of a masculine coded epistemic subject.

Inhalt: "The Annual Conference of The Women's and Gender Research Network NRW addressed the topic of 'love', a subject which is traditionally assigned to the private sphere. However, the awareness of its political dimension is one of the fundamental paradigms of the New Women's Movement and of contemporary Gender Studies. Amongst other topics the talks shed light on the concepts of love discussed in the context of our current life-worlds, refl ections on love as a 'heteronormative institution', medieval depictions of leave-taking, discourses of the women's movement around 1900, female friendships in the context of the peaceful revolution in Germany in 1989, the new 'literature about fathers', as well as the relation between love and music in the 16th century. The keynote speaker was Eva Illouz. She raised the question of the impact of sexual liberation on women and men and its effects on romantic love. Many of the lectures given at the conference broadened the perspective on love beyond the traditional male-female couple." (author's abstract)
