Inhalt: "Im Zusammenhang mit einer fördernden Fallen- und Sozialpolitik haben sich die Erwerbsbeteiligung von Frauen in Frankreich und damit das Geschlechterverhältnis maßgeblich verändert. Inwieweit sich im Kontext familienpolitischer Rahmenbedingungen und geschlechterkultureller Faktoren auch Veränderungen der geschlechtlichen Verteilung von Haus- und Familienarbeit und der Rolle von Männern ergeben haben, ist Ausgangslage des vorliegenden Beitrags. Sie soll behandelt werden, indem die Entwicklung der Familienpolitik mit einem besonderen Fokus auf Männlichkeit nachvollzogen wird, Daten zur familialen Arbeitsteilung betrachtet und geschlechterkulturelle Veränderungen im Hinblick auf das Männlichkeitsbild einbezogen werden. Die Analyse des Geschlechterregimes in Frankreich zeigt, dass sich auf der einen Seite soziale Dimensionen mit Genderdimensionen von Familienpolitik koppeln und Insbesondere zu einer Arbeitsmarktverdrängung von sozial schlechter gestellten Frauen führen können, dass es auf der anderen Seite aber gerade auch das traditionellen Männlichkeitsbild ist, das das Geschlechterregime in Frankreich und die geschlechtliche Arbeitsteilung prägt." Inhalt: "In France, women's labour market participation has increased and the gender relations have altered, supported by family and social policy. This paper focuses on modifications of the gendered division of unpaid work and of men's attitudes and values within the context of policy frameworks and gender cultural dimensions. Firstly, the development of family policy in France will be highlighted, with a focus on masculinity. Secondly, we analyse the gender regime of France by incorporating gender cultural dimensions of masculinity and by using data on the division of domestic work. Our results show on the one hand that social and gender dimensions of French family policy encourage socially disadvantaged women to withdraw from the labour market, and on the other hand the impact of traditional masculinity on the gender regime in France and on the gendered division of work." Inhalt: "Germany is a low-fertility country with a rapidly ageing population, and will remain so for the foreseeable future. There are several reasons for this trend. Germany is among the countries with the highest rates of childlessness in the world, and childlessness has become widely accepted. This is illustrated by changes in living arrangements. A broad range of living arrangements has been added to the basic model of marriage with children; namely, single living, non-marital cohabitation, lone parenthood, patchwork families and living apart together. A culture of individualism has spread in Germany which forms the basis for widespread decisions against family formation. The desired number of children has become low and family policy is considered to be a failure in terms of its influence on fertility. German family policy has had a traditional orientation centred on monetary support to families and on the promotion of the male breadwinner model. Women have been largely forced to choose between family and work, and leave the labour market when a child is born. The still prevailing concept of family policy does not help to reduce the pressure to choose between work and family life, and thus makes it easier to decide not to have children, especially for highly educated women. A change in family policy is needed which will enable couples to choose between the breadwinner-housewife and the reconciliation model. Gradually, this change is starting to take place." Inhalt: Der Beitrag behandelt die Beziehungen zwischen zwei Politikbereichen, deren Aufgabe es ist, Wohlstand und wirtschaftliches Wachstum zu sichern. Der mit der gegenwärtigen Bevölkerungsentwicklung in Deutschland einhergehende demographische Wandel wird nach allgemeiner Auffassung das Wirtschaftswachstum negativ beeinflussen. Ein Weg dieses Problem anzugehen, besteht darin, eine Familienpolitik zu entwerfen, die die demographischen Entwicklungen berücksichtigt und junge Leute zur Familiengründung ermutigt. Eine zweite wichtige Determinante zukünftigen Wohlstandes ist die Ausbildung von Humankapital. Der Beitrag analysiert die Maßnahmen, die zu einer Vernetzung von Familienpolitik und der Ausbildung von Humankapital führen sollen. Dabei gilt die besondere Aufmerksamkeit den Links und Synergieeffekten zwischen beiden Politikvariablen. (IAB)
Inhalt: "This article addresses the relationship between two policies that are to ensure wealth and economic growth: family policy and educational policy. Current demographic changes in Germany are widely expected to have a negative impact on economic growth. One way to tackle this problem is to devise a family policy that takes into account current demographic developments and encourages young people to set up a family of their own. A second major determinant of future wealth is the formation of human capital. This article analyzes measures relating to both family policy and human capital formation. Particular attention is devoted to links and synergetic effects between the two policy variables." (author's abstract)
