Since 1999 it has been part of the European Employment Strategy and policy efforts have intensified over the years. In 2003 member states were called on to formulate targets in this respect in order 'to achieve by 2010 a substantial reduction in the gender pay gap in each Member State through a multi-faceted approach addressing the underlying factors of the gender pay gap including sectoral and occupational segregation, education and training, job classifications and pay systems, awareness raising and transparency'. This report addresses the gender pay gap. Data will be provided on the extent and the development of the gender pay gap for 25 EU member states. In addition, the report contains information from three EEA countries, Iceland, Liechtenstein, Norway, and two candidate countries, Bulgaria and Romania. In particular the report focuses on how public policies try to reduce wage differences between women and men." (author's abstract)

Inhalt: "Die rechtliche Gleichstellung von Frauen und Männern ist eine europäische Erfolgsgeschichte. Ohne EU wäre Österreich in Gleichstellungsfragen nicht so weit, wie es heute ist. Die Folgen der europäischen Wirtschaftspolitik für Frauen behindern aber gerade diese positiven Impulse, die durch die EU-Gleichstellungspolitik gesetzt werden, da Frauen von den Auswirkungen der Liberalisierungs- und Privatisierungspolitik viel weitreichender betroffen sind als Männer. Diese führte etwa am Arbeitsmarkt zu massiver Erosion von Normalarbeitsverhältnissen und verstärkter geschlechtlicher Segregation. Der Arbeitsmarkt zerfällt zunehmend in einen männlich dominierten Kernarbeitsmarkt und einen weiblichen marginalisierten Arbeitsmarkt, in dem 'atypische' Arbeitsverhältnisse wie Teilzeitarbeit, geringfügige und befristete Beschäftigungen oder Scheinselbstständigkeit, hohe Arbeitsplatzunsicherheit, niedrige Löhne, fehlende Aufstiegschancen, schlechte Arbeitsbedingungen und mangelnde soziale Sicherheit vorherrschen. Die derzeitigen budgetpolitischen Vorgaben, die deutlich negative Auswirkungen auf das Wirtschaftswachstum zeigen, könnten nur sehr schwer durch sozialpolitische Maßnahmen aufgefangen werden. Dringend geboten ist daher ein wirtschaftspolitischer Kurswechsel, der dem Staat wieder mehr Handlungsspielraum einräumt und damit unter anderem gleichstellungspolitischen Fragestellungen wieder mehr Gewicht eingeräumt werden kann. Die Machtzentren in europäischen Entscheidungsprozessen können im Wesentlichen auf drei Ebenen identifiziert werden, an denen Frauen nur sehr eingeschränkt teilhaben." (Autorenreferat)

Inhalt: "In dem Bericht zur Gleichstellung von Frau und Mann 2005 wird dargelegt, dass sich die geschlechtsspezifischen Unterschiede in der EU in den Bereichen Beschäftigung und Bildung zwar verringern, das geschlechtsspezifische Lohngefälle jedoch nahezu unverändert geblieben ist. Der von der Europäischen Kommission vorgelegte Jahresbericht gibt einen Überblick über die Entwicklungen in Sachen Geschlechtergleichstellung in der EU. Dem Bericht zufolge ist es weiterhin für viele Frauen ein Problem, Familie und Beruf miteinander in Einklang zu bringen. Die Beschäftigungsquote von Frauen mit Kindern ist niedriger als die von Frauen ohne Kinder. Immer noch wird der Großteil der Hausarbeit von Frauen verrichtet. Und der Mangel an erschwinglichen Kinderbetreuungsangeboten ist nach wie vor ein Hindernis auf dem Weg zur faktischen Gleichstellung von Männern und Frauen. Die geringere Arbeitsmarktbeteiligung der Frauen hat zur Folge, dass Frauen deutlich niedrigere Rentenansprüche erwerben als Männer. Besonders ausgeprägt sind die geschlechtsspezifischen Unterschiede bei den Älteren: für ältere Frauen besteht ein höheres Armutsrisiko als für ältere Männer. Eine Erhöhung der Frauenerwerbsbeteiligung würde es ermöglichen, das produktive Potenzial der EU freizusetzen und den sozialen Zusammenhalt zu stärken, wie dies im Rahmen der Lissabon-Strategie angestrebt wird. Die EU-Rechtsvorschriften haben in der Förderung der Gleichbehandlung bereits einiges bewirkt. Insbesondere gilt dies für die neue Richtlinie zur Gleichbehandlung von Männern und Frauen beim Zugang zu Gütern und Dienstleistungen." (Autorenreferat)
Inhalt: "The second annual report on equality between women and men, as requested by heads of state and government at the Spring European Council, in March 2003, is the first to cover the enlarged EU of 25 member states. Equality between women and men is reinforced by the new Treaty establishing a Constitution for Europe. In addition to the provisions of the current Treaty on gender equality, the Constitution expressly states that equality is a value of the Union, which should be promoted not only inside the Union but also in its relations with the rest of the world. The demographic changes with an ageing population and a shrinking working population continue to be a major challenge in the EU after enlargement. The tension between combining family and professional life, partly due to lack of child care and insufficiently flexible working conditions, appears to be contributing to the postponement of having the first child and to low fertility rates in most member states. However, experience shows that member states having comprehensive policies to reconcile work and family life for both men and women show higher fertility rates as well as higher labour market participation of women. The integration of a gender dimension into policies will contribute to attaining the overall Lisbon objectives. There is a need for new initiatives to increase employment in order to meet the challenge of an ageing society, including providing adequate pensions for women and men. Particular attention must be paid to mobilising the full potential of female employment and to boosting labour market participation of older women and immigrant women who have the lowest employment rates. This report shows main developments of the relative situation of women and men in education, employment and social life. It focuses on immigrant women and men and addresses challenges for the further promotion of equality between women and men." (extract)
