Mind the Gap! Comparing Gender Politics in Japan and Taiwan

Inhalt: Japan and Taiwan share common cultural characteristics, and their economics have developed in similar ways too. They perform equally well on educational attainment, infant mortality, and unemployment meanwhile. Yet, Japan lags far behind Taiwan when it comes to gender equality - including the significantly less prominent and active role of women in parliament in the former. The difference between the two countries in this regard can be explained by three key political factors.
First, women's movements in Taiwan benefitted from the momentum created during the democratisation phase of the early 1990s. They have since become a powerful force, pushing for gender equality measures such as mandatory gender quotas. In contrast, women's movements in Japan tend to be fragmented, decentralised, or focussed only on specific issues. Second, the major center-right Kuomintang party in Taiwan has actively taken advantage of gender equality issues for electoral purposes. By contrast, in Japan the move towards greater gender equality has faced a strong backlash from various conservative forces ranging from the ruling center-right Liberal Democratic Party to right-leaning media, or even to conservative female academics. Third, the Japanese political system makes it harder to promote gender issues there compared to in the Taiwanese case. Japan's parliamentary system marginalises the role of legislators, which in turn limits female parliamentarians' efforts. Also, even if both countries have two electoral "tiers" - one to represent the district, and the other that of the political party - the latter one in Japan features a loophole, and thus has not been used to represent diverse interests within society. As the comparison shows, politics has played a significant role in creating a gap in the two countries' gender balances. Considering that Japan has continued to be highly self-conscious about its international standing, there should be constant external pressure for women's political empowerment, career advancement, and better work-life balance. Corrective measures could include the adoption of a gender quota in politics and business, or more incentives for both men and women to take parental leave.

Inhalt: Dieses Papier bietet einen Überblick über die zentralen Schulen der kritischen Sicherheitsforschung und beleuchtet das Feld an zwei Beispielthemen. Im ersten Abschnitt werden drei der wichtigen Schulen der kritischen Sicherheitsstudien erklärt, Kopenhagen, Paris und Aberystwyth, dabei werden auch die Abgrenzungsmerkmale dieser Schulen sowohl voneinander als auch von der traditionellen Sicherheitsforschung erläutert. Grundsätzlich unterscheiden sich die drei Schulen von der traditionelleren Forschung dadurch, dass sie Sicherheit als sozial konstruierten Prozess betrachten in welchem sich gesellschaftliche Machtverhältnisse wiederspiegeln. Dabei unterscheiden sie sich in der Form, wie sie Sicherheit konzeptualisieren. Die Kopenhagener Schule sieht Sicherheit als diskursiven Prozess in welchem vor allem Sprache und Bilder im Vordergrund stehen. In Abgrenzung dazu verfolgt die Pariser Schule einen soziologischen und praxisbezogenen Ansatz, der vor allem Handlungen und Praktiken zentral in der Konzeption von Sicherheit und auch Unsicherheit sieht. Die Waliser Schule (Aberystwyth) sieht Sicherheit als einen Emanzipationsprozess, in welchem durch die Abwesenheit von Unsicherheit Sicherheit konstruiert wird. Im Papier wird ein umfassender Überblick über theoretische Konzepte und unterschiedliche Zugänge zur Sicherheitsforschung gegeben. Der zweite Abschnitt beschreibt die beiden Beispielthemen in welchen kritische Sicherheitsforschung zur Anwendung kommt, einerseits Sicherheit und Gender, anderseits Sicherheit und Technologie. Die kritische Sicherheitsforschung beschäftigt sich mit Geschlechterverhältnissen, da diese zusätzliche Machtverhältnisse innerhalb der Gesellschaft darstellen. Feministische Sicherheitsforschung beschreibt einerseits Thematiken in denen Frauen zentrale Akteure sind, andererseits auch Konzeptionen von Männlichkeit und Geschlecht als Kategorie. Kritische Sicherheitsforschung bezogen auf Technologie behandelt wiederum die Machtverhältnisse von Sicherheit, welche sich in der Produktion und Anwendung von Technologien wiederspiegeln. Abschließend wirft das Papier einen Blick auf die Lehre kritischer Sicherheitsforschung.

Inhalt: "Mädchen* und Jungen* im Diversitätszeitalter" klingt nach einem Paradigmenwechsel und ist bei genauerem Hinsehen doch eigentlich nur die logische Konsequenz aus den Erfahrungen der Arbeitsfelder in den letzten Jahrzehnten. Diversität, oder im englischen Diversity, bedeutet zuerst einmal nicht mehr und nicht weniger als die Verschiedenheit (lat. diversitas) wahr- und anzunehmen. Angekommen ist der Begriff in der Naturwissenschaft als Biodiversität genauso wie in der Wirtschaft als Diversity-Management in der Personalarbeit und in der Politik mit dem Fokus auf Minderheitenrechte und Antidiskriminierungsmaßnahmen. In der Kinder- und Jugendhilfe begegnet uns Diversität in einem Arbeitsansatz, der auf die Wahrnehmung der Vielfalt von Mädchen*Sein und Junge*Sein, eingebunden in andere Kriterien, wie z.B. die Vielfalt von Familie und/oder Herkunft, abzielt und Modelle des Gemeinsamen zu entwickeln und zu vermitteln versucht.

Inhalt: Die Europäische Union (EU) hat sich im Jahr 2000 in der Charta der Grundrechte auf die Gleichstellung von Mann und Frau als Grundwert geeinigt. Durch die Verträge von Lissabon ist die Einhaltung dieser Grundwerte seit 2009 für alle Mitgliedsstaaten verpflichtend. In Deutschland sollte die Geschlechtergleichstellung bereits seit 1949 mit der Verabschiedung des Grundgesetzes - in der DDR seit 1950 mit Inkrafttreten des Gesetzes über die Rechte der Frau - selbstverständlich sein. Alltägliche Erfahrungen weisen jedoch auf offen oder verdeckt fortbestehende Ungleichstellung hin, die mit deutlich unterschiedlichen Lebenschancen und Handlungsspielräumen für Frauen und Männer einhergeht. Insofern ist nach wie vor eine intervenierende und regelnde Gleichstellungspolitik nötig. Dafür bedarf es zunächst differenzierter Informationen über zentrale Lebensbereiche von Männern und Frauen in Deutschland wie in den europäischen Staaten. Solche Informationen zur regionalen Entwicklung der Gleichstellung gab es für Deutschland, mit Vergleichswerten auf der Ebene von Stadt- und Landkreisen, seit dem Berichtsjahr 2008 unter dem Namen Gender-Index. Dieser umfasste 19 Indikatoren aus den Bereichen Ausbildung, Erwerbsleben und Partizipation. Nachdem die Europäische Kommission 2013 einen ländervergleichenden Gender Equality Index vorgestellt hat, erscheint es sinnvoll, den kleinräumig vergleichenden deutschen Gender-Index an das europäische Modell anzupassen. Im Folgenden wird der neue Gender-Index vorgestellt, mit dem großräumig konzipierten Gleichstellungsindex der EU verglichen und in seinen zentralen thematischen Domänen präzisiert. Kleinteiligere Analysen sind nach wie vor im Internetportal Gender-Index einzusehen.

Inhalt: Austria has a long tradition of gender equality policy measures in science, academia and research. Since the 1980s, a mix of measures has been successively introduced to promote excellent female scientists and academics, establish women’s and gender studies and remove the structural barriers for women. Accordingly, an increase in the share of women in all areas and functions in science, academia and research and the inclusion of gender studies in an increasing number of disciplines has been achieved in recent years. Despite this, the notion of the “scientific ideal” has remained almost unchanged, i.e. is still based on a typically male scientific career. This notion essentially considers a “good” scientist to be one who can devote his life totally to science and has no other restrictions on his time or commitments outside science. The question now is, what – and where – can we add to the existing policy mix to change this situation, i.e. to revise this notion of the “ideal”. At a series of workshops, researchers, academics and other experts used creative methods to develop their visions of a gender-neutral landscape in science, academia and research in 2025. These visions were then used to identify relevant fields of action for initiating cultural change. This paper summarises the results of this discursive process and outlines how the process that began with this project could now be continued.

The Male Au Pair: "Doing Masculinity" by Performing Housework and Providing Childcare

Inhalt: Male au pairs responding to the "call for more men" in private and professional childcare have gained some popularity in recent years. Au pairs, both male and female, are positioned in hybrid work settings in that they not only perform housework and provide childcare, but living with families also assume roles of family members. Drawing on the concept of "doing gender", the article compares how the position of male and female au pairs is constructed by allocating specific duties to them, and how men's suitability for au pairing is legitimized. It is shown that, because a gendered division of family work continues to be the prerequisite for "doing gender", male au pairs perform only housework that is compatible with hegemonic masculinity, and that this is inherent in their main duty of functioning as male role models to aid in the socialization of the families' children when the children's fathers fail to fulfill this role.

Gender in digital games: gameplay as cyborg performance

Inhalt: Computer games have now been around nearly forty years. The pace at which computer games have transformed has been so fast that at times it is exceeding thoughtful evaluation and criticism. Since the beginning of the 2000’s, academic understanding of this phenomenon has been trying to catch up with this pace. Feminist studies has also been observing computer gaming, theorizing it as another male-dominated cultural domain. Most of the feminist inquiries in this area have focused on representations of gender and violence in games. Focus on gender and identity relationships between the game players and game characters, has been relatively small. What mostly missing from the current research, is the gender transgressions and alternative subjectivities that might hold political meanings besides the personal ones. Virtual reality communities and massively multiplayer role-playing online games challenge the ideas of identity and gender. As the computer gaming world grows larger, gender representations are becoming more fluid and ambiguous; the possibilities of subversive readings of gender and alternative subjectivities expand.

Gendering insiders and outsiders: labour market status and preferences for job security

Inhalt: This paper examines the role of gender in the relationship between labour market status and preferences for job security. We hypothesize that the insider/ outsider theory of employment and unemployment suffers from a gender bias. It neither takes the possibility of family-related labour market transitions nor the role of the household situation (division of labour, presence of children, dual-earner households etc.) into account. We adapt the insider/ outsider theory of employment and unemployment by incorporating the, on average, higher number of labour market transitions experienced by women into the model using interaction effects and by conceptualising the household situation as mobility and responsibility effects. Contrary to our expectations, we find no significant effect of gender on preferences for job security, neither in interaction with labour market status nor as an independent effect. In contrast, we observe that individuals living together with their partners and main contributors to the household income consider job security to be particularly important.
Gendered experiences of teaching in poor rural areas of Ghana

Inhalt: The low presence of female teachers serving in schools in deprived rural areas is one of the main constraints militating against girls' access and achievement in basic education in Ghana. Studies suggest that low self-esteem among girls is a key factor preventing them from attaining higher levels of education, which can be enhanced through more gender sensitive teaching methods, and the presence of female teachers as role models. This paper investigates the reasons why the majority of Ghanaian teachers avoid –if they can - postings to rural deprived areas and why girls, in particular, are not entering the teaching profession. The study adopts a predominantly qualitative approach, exploring the perceptions of primary stakeholders involved in basic education, including female teachers living in deprived rural areas, girls at upper primary and secondary levels of education and community members. Districts with the lowest percentage of female teachers were selected for the study – where, also, the lowest percentage of girls enter and remain in the basic school system. The paper suggests reasons why Ghanaian girls continue to miss the opportunity to be taught by female role models and why they do not opt to become teachers themselves.
