When Paid Work Matters for Fertility Intentions and Subsequent Behavior: Evidence from Two Waves of the Austrian Gender and Generation Survey

Given the sequential nature of fertility and occupational decisions, unfavorable working conditions should be resolved before having children, and result in an increase in people's assignment of importance to paid work when developing their childbearing plans. We aim to demonstrate this link, focusing on perceived employment and material insecurity, the importance assigned to paid work in forming fertility intentions, the construction of fertility intentions, and their realization. Using two waves of the Austrian Generations and Gender Survey, we apply probit regressions to analyze gender variations in the associations between uncertainty conditions, the importance of paid work, fertility intentions and behavior. Results reveal that work and related benefits become salient when they are insecure, and that material insecurity among men discourages childbearing. For women, we find support for the hypothesis that the anticipated risk of job loss inhibits the realization of fertility intentions - intentions which are less likely to be constructed under such conditions from the onset of family planning processes." Die grundlegende Frage lautet dabei, welche Faktoren dazu führen, dass sich das Fertilitätsverhalten an das der Frauen ohne Migrationshintergrund annähert. Hierzu werden in diesem Beitrag Ergebnisse einer vergleichenden Analyse des Mikrozensus 2012 zur Kinderzahl von Frauen mit türkischem Migrationshintergrund und Frauen gleicher Jahrgänge (1963 bis 1977) ohne Migrationshintergrund präsentiert. Die Analysen berücksichtigen die eigene Wanderungserfahrung, Aufenthaltsdauer, den Bildungsstand, Erwerbstätigkeit und die Partnerschaft. Die Ergebnisse zeigen, dass eine Differenzierung nach eigener Migrationserfahrung sowie Aufenthaltsdauer im Zusammenspiel mit dem Bildungsstand wesentlich sind. Inhalt: "The fertility of women of Turkish origin significantly differs from German women’s fertility. Thus, the basic question is which factors may lead to the fact that the former’s fertility behavior starts to converge to that of women without migration background. Based on comparative analyses of the German Microcensus 2012, this article presents findings with regard to the number of children born to a) women with a Turkish migration background and b) women without migration background, both belonging to the same age group that was born between 1963 and 1977. The analyses take into account: a) having migration experience of one’s own, b) duration of living in Germany, c) educational attainment, d) employment status, and e) partnership status. The results indicate that a differentiation with regard to both migration experience and duration of living in Germany, interacting with the level of education, is essential. Highly educated women with Turkish roots born in Germany display a parity that is similar to the parity of equally highly educated women not having a migration background. Inhalt: "In dem vorliegenden Beitrag wird erstens anhand der Daten des Mikrozensus 2012 nach besonderen Fertilitätsmustern in Deutschland gesucht. Einbezogen sind die Merkmale Lebensform, Bildung und die West-Ost-Unterschiede. Eine besondere Fokussierung der Analysen erfolgt auf die Ausprägung von Kinderlosigkeit und Kinderreichtum. Es zeigt sich, dass die genannten Merkmale die durchschnittlichen Kinderzahlen und die Paritätsverteilungen enorm differenzieren. So haben Verheiratete und niedriger Qualifizierte deutlich mehr Kinder geboren. In der Kombination der Merkmale verstärken sich die Kontraste. Verheiratete Frauen ohne beruflichen Abschluss haben durchschnittlich 2,11 Kinder geboren. Dagegen sind es bei den Frauen, die ohne Partner im Haushalt leben und über einen Hochschulabschluss oder eine Promotion verfügen, nur 0,67 Kinder (Geburtsjahrgänge 1964-1968). Der Mikrozensus liefert aufgrund der hohen Fallzahlen exakte Befunde über die Merkmale Kinderlosigkeit und Kinderreichtum. Nicht verfügbar sind Daten, die individuelle Einstellungen abbilden. Daher wurden zweitens auf der Grundlage des Familienleitbildsurveys 2012 des Bundesinstituts für Bevölkerungsforschung weitere Einflussfaktoren auf Kinderlosigkeit und Kinderreichtum unter Einbeziehung von Einstellungsindikatoren untersucht. Als charakteristisch für Deutschland gilt, dass sich Leitbilder etabliert haben, die Kinderlosigkeit stützen und Kinderreichtum behindern. Kinderlosigkeit ist einerseits gesellschaftlich akzeptiert und hat eine gewisse Attraktivität erlangt (Kinderlose können sich mehr leisten und ein selbstbestimmteres Leben führen). Andererseits wird eine Diskriminierung gegenüber Kinderreichen wahrgenommen. Hier spielt das Leitbild der verantworteten Elternschaft eine wichtige Rolle. Es wird angenommen, dass sich Kindereiche nicht mehr ausreichend genug um das einzelne Kind kümmern können. Inhalt: "This article initially looks for specific fertility patterns in Germany based on data from the 2012 Microcensus taking the characteristics ‘family status’, ‘education’ and ‘west/east differences’ into account. In particular, the analyses focus on the manifestations of childless couples and large families, revealing that these attributes differentiate the average numbers of children and the parity distributions to a large extent. For example, married persons and those with lower educational levels have far more children. When the attributes are combined, the contrasts intensify. Married women without vocational training had 2.11 children on average. By contrast, women who live without a partner in their household and have a university degree had only 0.67 children (birth cohorts 1964-1968). Because of its high case numbers, the Microcensus provides exact findings about the characteristics of childless couples and large families, but there are no data available that reveal individual attitudes. Therefore, in a second step we analysed additional determinants of childless couples and large families, concentrating on attitudes measured on the basis of the survey on family-related leitbilder conducted by the German Federal Institute for Population Research in 2012. With the differentiations found in the Microcensus serving as starting point, we were able to confirm the correlation of marriage and relationship status as well as education with childlessness or forming a large family, respectively. The analyses based on familyrelated leitbilder show that these are closely related to fertility behaviour. In Germany, typical leitbilder have evolved that encourage childlessness, while at the same time restrain the formation of large families. On the one hand, childlessness is generally accepted by the public at large and has become more attractive (i.e. it is said that childless couples are able to afford more and live a more self-determined life). On the other hand, large families are sometimes perceived as being anti-social. This is closely related to the notion of responsible and accountable parenthood. People assume that parents with many children cannot provide sufficient care for the individual child. Particularly the highly educated respondents assume that a social stigma exists for large families. There are no marked differences between eastern and western Germany." (author's abstract)

Der Beitrag hat zum Ziel, methodische Hintergründe, Limitierungen und Potenziale des MZ am Beispiel von Fertilität systematisch aufzuzeigen. Die Analyse von Antwortverweigerungen zeigt, dass die Art der Befragung einen starken Einfluss hat, deren Verzerrungen durch Imputationen deutlich reduziert werden konnten. Die Limitierungen sind v.a. das Querschnittsdesign sowie die fehlenden Daten zur Kinderzahl von Männern und zur Binnenmobilität. Die hohen Fallzahlen des MZ ermöglichen tiefenscharfe Differenzierungen bezüglich Sozialstruktur, Paritäten und Zeitverläufe, was anhand von Konfidenzintervallen diskutiert wird. Drei Forschungsdesigns, die die Analysepotenziale nutzen, werden vorgestellt: Dendrogrammanalysen ermöglichen gruppenspezifische Differenzierungen nach fünf Ebenen und zeigen so ein detailliertes Muster der Kinderlosigkeit. Der Verlauf von Paritätsmustern im Kohortenvergleich verdeutlicht die je nach beruflicher Bildung unterschiedlichen Verläufe. Inhalt: "Due to a large number of cases (688.931 persons in 2012) the German Microcensus has a huge potential for analyses in demography and family sociology. Content is further improved by the new voluntary question on biological children of women. This paper aims to systematically assess the methodological background as well as limitations and potentials of the Microcensus using the example of fertility data. The analyses of nonresponse show that the way of questioning has a strong impact. The related bias could, however, be reduced by imputations. The main limitations are the cross-sectional design and missing data on the children of men and internal migration. The potential of the high case numbers of the Microcensus is systematically discussed by analyzing confidence intervals: It allows for in-dept differentiations for analyzing social structure, birth parities and time patterns. Finally, we discuss three research designs which are able to use this potential: Dendrogram analyses allow group differentiations for up to five levels and thus reveal detailed patterns of childlessness. Parity patterns by cohorts illustrate differences by occupational education. Third, the age-specific analyses of first births among several cohorts allow for identifying trends of recuperation which differ considerable between educational groups." (author's abstract)

Dazu werden aus amtlichen Daten für Mortalität und Fertilität Indikatoren für die durchschnittliche gemeinsame Lebenszeit von Drei- und Vier-Generationen-Familien abgeleitet. Auf Grund der komplizierten Datenlage muss eine Eingrenzung auf die weibliche Generationenfolge – und hierbei auf die Betrachtung des jeweils erstgeborenen Kindes – vorgenommen werden. Die Indikatoren besitzen den Charakter von Modellrechnungen, deshalb dienen sie vor allem dem Aufzeigen von (zukünftigen) Trends zur Entwicklung der durchschnittlichen gemeinsamen Lebenszeit. Berechnet werden die Indikatoren für die durchschnittlich verbrachte gemeinsame Lebenszeit von Drei-Generationen-Familien für den Zeitraum von 1990 bis 2060 und von Vier-Generationen-Familien für den Zeitraum von 2010 bis 2060. Im Ergebnis zeigen die Berechnungen für Westdeutschland einen Anstieg der gemeinsam verbrachten Lebenszeit bei drei Generationen bis zu etwa 35 Jahren im Jahr 2000, um danach kontinuierlich auf einen Wert von rund 30 Jahren abzusinken. Für Ostdeutschland mit seinem in der Vergangenheit und Gegenwart noch jüngeren Gebäralter der Frauen liegt der Höhepunkt der gemeinsam verbrachten Lebensjahre von drei Generationen am Anfang des Beobachtungszeitraumes (etwa um 1990) bei knapp 40 Jahren. Danach fällt dieser Indikator kontinuierlich. To this end, indicators are derived from the official data on mortality and fertility for the mean joint lifetimes of three- and four-generation families. Because of the complicated data available, the investigation will be restricted to the female succession of generations, and here to an observation of the first-born child in each case. The indicators act as model calculations, which is why they serve above all to indicate (future) developments in mean joint lifetimes. The indicators are calculated for the average jointly-spent lifetime of three-generation families for the period from 1990 to 2060, and of four-generation families for the period from 2010 to 2060. The result of the calculations for Western Germany show an increase in the jointly-spent lifetime of three generations of up to roughly 35 years in 2000, after which that the figure falls continually to a value of roughly 30 years. A similarly developing trend emerges for four generations, but this is delayed by roughly 30 years towards the future, and reaches the highest value around 2030 to 2040, at roughly seven to ten years. For Eastern Germany, with its even younger age of women at childbirth in both the past and in the present, the maximum jointly-spent life years of three generations at the beginning of the observation period (roughly around 1990) is almost 40 years, after which this indicator falls continuously. The indicator of the average jointly-spent years of four-generation families, by contrast, probably reaches a maximum around 2020, with a value of 12 to 14 years. Also after this, one may anticipate a reduction in the joint lifetimes of four-generation families in Eastern Germany. All in all, the trends of the indicators denote that one may not necessarily conclude from the longer life expectancy that the generations will have a longer joint lifetime, nor that the number of four-generation families will increase. The decline of illegitimacy and the control of marital fertility during the demographic transition: testing the innovation-diffusion hypothesis using cohort fertility data from a Belgian town, 1850-1910

Inhalt: 'Eines der Hauptargumente, das in der Literatur zur Unterstützung der Ansicht vorgebracht wird, dass die europäische Fertilitätstransition das Ergebnis der Verbreitung einer Innovation, Kontrazeption genannt, war, ist, dass die uneheliche Fertilität gleichzeitig mit der ehelichen sank. Tatsächlich weist der parallele Rückgang der Illegitimität und der ehelichen Fertilität im letzten Abschnitt des 19. Jahrhunderts darauf hin, dass die Individuen in Europa neue Formen kontrazeptiven Verhaltens anwandten, die vorher abwesend oder sogar undenkbar waren. Das Ziel dieses Beitrags ist, eine Implikation des Arguments zu überprüfen: Wenn die Diffusionshypothese korrekt ist, würde man erwarten, dass Frauen, die vor der Ehe Kinder bekamen, wahrscheinlich weniger ihre Fruchtbarkeit durch kinderzahlabhängigen Geburtenstopp innerhalb der Ehe kontrollierten als vergleichbare Frauen ohne voreheliche Geburten. Diese Hypothese wird mit einem logistischen Regressionsmodell zum 'Stopping'-Verhalten untersucht, für das Daten dreier Geburtskohorten aus der belgischen Stadt Leuven zwischen 1850 und 1910 verwendet werden. Die Ergebnisse zeigen, dass zumindest in Leuven der Rückgang der Illegitimität zwar teilweise durch die Diffusion eines innovativen kontrazeptiven Verhaltens erklärt werden kann. Mehr als dass sie die diffusionistische Interpretation unterstützen, sprechen die Ergebnisse aber für das 'Courtship'-Modell vorehelicher Schwangerschaften und Geburten. Sie weisen auch darauf hin, dass während der Anfangsphase der Fertilitätstransition uneheliche Geburten bei manchen Personen Ausdruck einer liberalen Einstellung waren. Eine solche Haltung einer zur Illegitimät neigenden Subkultur kann ebenfalls positiv mit einem frühen 'Stopping'-Verhalten verbunden gewesen sein.' (Autorenreferat)
Inhalt: 'One of the major arguments made in the literature in support of the view that the European fertility transition was the result of the spread of an innovation called contraception, is that illegitimate fertility fell together with marital fertility. Indeed, the parallel decline of both illegitimacy and marital fertility in the final part of the nineteenth century suggests that individuals in Europe were applying new forms of contraceptive behaviour that were previously not done or even unthinkable. The aim of this contribution in to investigate one implication of the argument: if the diffusion hypothesis is correct, one would expect that women who got children before marriage would be less likely to control their fertility by means of parity-dependent stopping behaviour within marriage than comparable women without premarital births. This hypothesis is investigated with a logistic regression model of stopping behaviour using data from three birth cohorts living in the Belgian town of Leuven between 1850 and 1910. The results indicate that, at least in Leuven, the decline of illegitimacy can at most only partly be explained by the diffusion of innovative contraceptive behaviour. More than backing up the diffusionist interpretation, the findings lend particular support to the courtship model of premarital pregnancies and births. The findings also suggest that, during the initial stage of the fertility transition, non-marital childbearing may have reflected a liberal attitude towards reproduction for some. In turn, this liberal attitude in a 'bastardy-prone sub society' may also have been positively associated with early stopping behaviour.' (author's abstract)

Die Relation der Drillingsgeburten zu Zwillingsgeburten hat sich vervierfacht. Die Zunahme ist vor allem auf die Verfahren der 'assistierten Reproduktion' zurückzuführen, mit der kinderlose Paare ihren Kinderwunsch zu erfüllen suchen. Die Perinatalstatistik zeigt, dass Mehrlingsgeburten häufiger die ersten Geburten einer Frau waren und dass diese ein höheres Gebäralter hatten. Inhalt: "In the two last decades, triple births in Germany have occurred six times more frequently than they did half a century ago. The ratio of triple births to twin births has quadrupled. This increase is mainly due to 'assisted reproduction', used to help childless couples conceive. The 'Perinatalstatistik' shows that multiple births were more likely to be first births to older women. In the search for additional differences, the hypothesis that wealthier couples have more access to reproductive assistance was tested. According to the 'Familiensurvey 2000', mothers with multiple births had been married longer and had a higher level of education. However, conclusions are limited by the small sample size." The Influence of Education on quantum, timing and spacing of births in Austria

Inhalt: The aim of this paper is to study the quantum, timing and spacing of births in Austria and their changes over time by educational groups and school leaving age. Rather than taking the age as such, we take the school leaving age as reference point in our analysis, as - with the exception of university drop-outs that are partly caused by pregnancy - very few women give birth while being in education. As the analysis shows, the recent overall increase of age at first birth can be observed in all educational groups and is not (only) the result of staying in the education system for a longer time. As expected, parity progression rates vary considerably between different educational groups and follow different patterns of change. Changes of norms - i.e. to and from the two-child norm - seem to be more pronounced in urban areas, were drops in parity progression rates were biggest for higher educated women. As the educational composition of the population changes in the course of time, this will considerably influence overall fertility rates in future, even assuming unchanged individual fertility behavior of women of given educational groups. This paper is also understood as background paper in the context of the ongoing development of the FAMSIM+, family microsimulation model, that shows fertility decisions along with other life careers, such as education, partnership and job careers. Besides other applications, FAMSIM+ will serve to study the impact of various dynamics, like changes of timing and educational changes, on fertility changes.
