'Only a Husband Away from Poverty'? Lone Mothers' Poverty Risks in a European Comparison

Inhalt: Over the last 10 years at-risk-of-poverty rates across Europe have been rather stable or rising only slightly. However, certain demographic groups face comparatively high poverty risks. Lone mothers belong usually to the most affected groups by income poverty - but variations are striking. Though, still little research has been done for explaining this vast variation across Europe. It is argued that institutional arrangements in the labor market and the welfare state shaped by existing gender inequalities have an impact on lone mothers' poverty risks. For instance, in countries where women’s access to (full time) paid work is low and/or the gender pay gap is high, lone mothers are particularly disadvantaged due to the absent (male) partner. Furthermore, the lack of public childcare and a gendered eligibility to social benefits aggravate lone mothers’ poverty risk. I also hypothesize that gendered institutional arrangements mediate the effect of individual characteristics on lone mothers' poverty risks - namely the poverty-reducing effect of employment and the poverty-enhancing effect of children. To prove these hypotheses empirically, I compare 25 European countries running several multi-level models based on pooled EU-SILC data (2009-2012). Results show that existing gender inequalities - particularly the access to full time employment for women and gender-specific welfare eligibility - indeed account for country differences in the level of lone mothers' poverty risk. Furthermore, there is empirical evidence that gender inequalities in the labor market shape the poverty-reducing effect of full time employment. Other specific mechanisms modeled in form of cross-level interactions cannot be supported by the data.

Inhalt: Der Wandel der deutschen Familienpolitik ist vor dem Hintergrund des transformierten Sozialstaates in der Literatur vielfach beschrieben worden. Mit der Diagnose, dass damit mehr soziale Ungleichheiten zwischen Frauen und Männern einhergehen, enden jedoch die meisten Beiträge. Empirische Studien dazu sind rar. Der vorliegende Artikel charakterisiert die gegenwärtige Familienpolitik zunächst als eine Hinwendung zur Ökonomisierung, die zu einer primären Adressierung von Eltern als "Wirtschaftssubjekte" und nicht als Sorgetragende führt. Im Anschluss daran werden entlang empirischer Fallstudien die Auswirkungen aufgezeigt, die dies auf Mütter und Väter haben kann, Erwerbs- und Sorgearbeit gleichzeitig nachzukommen. Die ökonomisierte Familienpolitik, so das Argument, vermag zwar vordergründig alte Ungleichheiten zwischen den Geschlechtern abzumildern, indem (einigen) Müttern und Vätern größere Wahlfreiheit - etwa durch den Zugang zur Erwerbssphäre oder neue Optionen zur Sorgearbeit - eröffnet wird. Gleichzeitig werden jedoch neue, subtilere Ungleichheiten zwischen und innerhalb der Geschlechtergruppen für die Gestaltung, Verteilung und Organisation von Erwerbs- und Sorgearbeit relevant.

Inhalt: Recent scholarship suggests welfare state interventions, as measured by policy indices, create gendered trade-offs wherein reduced work–family conflict corresponds to greater gender wage inequality. The authors reconsider these trade-offs by unpacking these indices and examining specific policy relationships with motherhood-based wage inequality to consider how different policies have different effects. Using original policy data and Luxembourg Income Study microdata, multilevel models across 22 countries examine the relationships among country-level family policies, tax policies, and the motherhood wage penalty. The authors find policies that maintain maternal labor market attachment through moderate-length leaves, publicly funded childcare, lower marginal tax rates on second earners, and paternity leave are correlated with smaller motherhood wage penalties.

Opportunities, Constraints, and Constrained Opportunities - A Study on Mothers' Working Time Patterns in 22 European Countries

Inhalt: The aim of this study was to analyze mothers' working time patters across 22 European countries. The focu was on three questions: how much mothers prefer to work, how much they actually work, and to what degree their preferred and actual working times are (in)consistent with each other. The focus was on cross-national differences in mothers’ working time patterns, comparison of mothers' working times to that of childless women and fathers, as well as on individual- and country-level factors that explain the variation between them. In the theoretical background, the departure point was an integrative theoretical approach where the assumption is that there are various kinds of explanations for the differences in mothers’ working time patterns - namely structural, cultural and institutional -, and that these factors are laid in two levels: individual- and country-levels. Data were extracted from the European Social Survey (ESS) 2010 / 2011. The results showed that mothers' working time patterns, both preferred and actual working times, varied across European countries. Four clusters were formed to illustrate the differences. In the full-time pattern, full-time work was the most important form of work, leaving all other working time forms marginal. The full-time pattern was perceived in terms of preferred working times in Bulgaria and Portugal. In polarised pattern countries, full-time work was also important, but it was accompanied by a large share of mothers not working at all. In the case of preferred working times, many Eastern and Southern European countries followed it whereas in terms of actual working times it included all Eastern and Southern European countries as well as Finland. The combination pattern was characterised by the importance of long part-time hours and full-time work. It was the preferred working time pattern in the Nordic countries, France, Slovenia, and Spain, but Belgium, Denmark, France, Norway, and Sweden followed it in terms of actual working times. The fourth cluster that described mothers’ working times was called the part-time pattern, and it was illustrated by the prevalence of short and long part-time work. In the case of preferred working times, it was followed in Belgium, Germany, Ireland, the Netherlands and Switzerland. Besides Belgium, the part-time pattern was followed in the same countries in terms of actual working times. The consistency between preferred and actual working times was rather strong in a majority of countries. However, six countries fell under different working time patterns when preferred and actual working times were compared. Comparison of working mothers’, childless women’s, and fathers’ working times showed that differences between these groups were surprisingly small. It was only in part-time pattern countries that working mothers worked significantly shorter hours than working childless women and fathers. Results therefore revealed that when mothers’ working times are under study, an important question regarding the population examined is whether it consists of all mothers or only working mothers. Results moreover supported the use of the integrative theoretical approach when studying mothers’ working time patterns. Results indicate that mothers’ working time patterns in all countries are shaped by various opportunities and constraints, which are comprised of structural, cultural, institutional, and individual-level factors.

Die neue familienpolitische Leistung hatte mehrere Ziele, von denen in diesem Beitrag drei zentrale untersucht werden: Zum Ersten sollte für Eltern in der Frühphase der Elternschaft ein Schonraum geschaffen werden. Zum Zweiten ist es ein erklärtes Ziel des Elterngeldes, es beiden Elternteilen zu ermöglichen, ihre wirtschaftliche Existenz eigenständig zu sichern, und drittens soll die Erwerbstätigkeit von Müttern gefördert werden. In diesem Beitrag wird anhand einer empirischen Wirkungsstudie überprüft, ob diese Ziele erreicht wurden. Die Ergebnisse zeigen, dass Familien im ersten Jahr nach der Geburt durch das Elterngeld durchschnittlich etwa 480 Euro im Monat mehr haben als vor seiner Einführung. Außerdem zeigt sich, dass die Erwerbstätigkeit von Müttern in diesem Zeitraum zurückgegangen ist. Mütter mit Kindern im zweiten Lebensjahr haben aufgrund der Einführung des Elterngeldes eine höhere Wahrscheinlichkeit, in den Beruf zurückzukehren." (Autorenreferat)
Inhalt: "In 2007, Germany introduced a new parental leave benefit scheme, the so-called 'Elterngeld'. The new benefit is an income-related transfer and is granted for a maximum period of 14 months. The more generous, but shorter Elterngeld replaced the former means-tested flat rate benefit that could be drawn for up to 24 months. One of the aims of the reform was to smooth household income in the year after childbirth and another to increase the incentives to return quickly to the labour market. In this study, the authors analyse empirically the change in income in the first year after birth and the effect of increasing incentives for mothers to return to the labour market in the second year after childbirth. They find that the average increase of net household income of families with a child in the first year after birth amounts to 480 euro per month. With respect to labour supply, the authors show that in the first year after childbirth, mothers' labour supply decreases. In the second year labour supply of mothers in East Germany and low-income mothers in both parts of Germany increases." (author's abstract)

Ausgehend von Birgit Pfau-Effingers Konzept des Geschlechter-Arrangements zeigt der Artikel Dissonanzen in Geschlechterkultur und -ordnung Polens auf und analysiert exemplarisch die Argumentationen in vier Parlamentsdebatten zwischen 1999 und 2005 zu einem Gleichstellungsgesetz. Es zeigt sich, dass im Vergleich zur Bevölkerung national-konservative Diskurse über Geschlechtermodelle und Mütterrollen in der Debatte überrepräsentiert sind. Liberale Voten sind kaum vorhanden und linke BefürworterInnen entwickeln nur wenige positive Bilder über Gleichstellung. Der Artikel stellt die These auf, dass der vergangene Staatssozialismus noch immer bewirkt, dass AkteurInnen rhetorisch und inhaltlich Distanz zu ihm markieren müssen. Inhalt: "Since 1989, Poland has experienced strong political conflicts over gender. However, promoted gender order, prevalent norms, and social reality often diverge. How can this fact be understood and explained? Taking Birgit Pfau-Effinger's concept of gender arrangement as a starting point, the article shows inconsistencies between gender culture and gender order in Poland and analyses argumentative patterns in four parliamentary debates on a gender equality law between 1999 and 2005. Ultimately, it is shown that national-conservative discourses on gender models and mothers' roles are over-represented compared to the population. Liberal voices are almost absent and leftist proponents barely develop positive visions on gender equality. The article hypothesizes that past state socialism continues to influence the debate, as actors still rhetorically and politically distance themselves from the old regime. Furthermore, reasons for the gap between the hegemonic national- conservative discourses, actual ways of living and gender policies are discussed." (author's abstract)

Inhalt: "Most studies on the influence of family policy on family structures and other family-related issues account only insufficiently for the role of the father within these structures. This contribution will explore, whether the Austrian welfare state pursues policies aimed specifically at fathers and what is the nature of such policies. The article assumes that political regulations of family are to be regarded between the conflicting priorities of family, labor market and the state, and this is the only way that contradictions in the policy on fatherhood and the ambivalent attitudes of fathers themselves can be explained. In this regard the contribution focuses on exploring the gender paradigm of Austrian policies relating to family issues and the implementation of political and legal measures. Furthermore, the norms and conventional ideas about family, which underlie political decision-making processes, will be reviewed.
