like competitive environments as much as men. This article presents an experimental
design giving participants the opportunity to enter a tournament as part of a
team rather than alone. While a large and significant gender gap in entry in the individual
tournament is found in line with the literature, no gender gap is found in
entry in the team tournament. Women do not enter the tournament significantly
more often when it is team-based but men enter significantly less when they are
part of a team rather than alone. The main reason for men’s disaffection for the
team competition appears to be linked to the uncertainty on their teammate’s ability.
More precisely, high-performing men fear to be the victims of the free-riding

Gendering insiders and outsiders: labour market status and preferences for job security

Inhalt: This paper examines the role of gender in the relationship between labour market status and preferences for job security. We hypothesize that the insider/ outsider theory of employment and unemployment suffers from a gender bias. It neither takes the possibility of family-related labour market transitions nor the role of the household situation (division of labour, presence of children, dual-earner households etc.) into account. We adapt the insider/ outsider theory of employment and unemployment by incorporating the, on average, higher number of labour market transitions experienced by women into the model using interaction effects and by conceptualising the household situation as mobility and responsibility effects. Contrary to our expectations, we find no significant effect of gender on preferences for job security, neither in interaction with labour market status nor as an independent effect. In contrast, we observe that individuals living together with their partners and main contributors to the household income consider job security to be particularly important.

This brief discusses the findings of three recent studies in Pakistan that highlight the role of education in improving individual productivity, increasing earnings, bringing people out of poverty and providing a pathway to gender equality in the labour market. The papers note the policy implications of the research both for education and labour market policy.

Da die Arbeitslosenversicherungssysteme unterschiedlicher Länder in ihren Zielsetzungen und in ihrer Ausgestaltung variieren, werden hier vier verschiedene Systeme verglichen: das dänische, das deutsche, das spanische und das britische Arbeitslosenversicherungssystem. Inhalt: "Social insurance systems are known to reproduce gender inequalities in the labour market because they are usually based on 'standard employment contracts' (full-time, permanent, dependent) and often take into account the household constellation through means-testing. Gender inequalities in the labour market consist of higher part-time employment rates, more frequent movements between employment and inactivity and on average lower wages among women. These inequalities are mainly due to the unequal distribution of household and family tasks between men and women. This paper will use the data of the European Household Panel to compare access to and level of unemployment benefits between men and women. Differences in access to benefits are usually brought about by the following design features of unemployment benefits: hours and earnings thresholds, minimum contribution requirements, and means-testing, whereas the benefit levels in many systems are calculated as a share of former earnings, and among long-term unemployed are also affected by means-testing. Since unemployment benefit systems of different countries strongly vary in their aims and design features, four countries are compared: Denmark, Germany, Spain and the United Kingdom. It is expected that gender differences in unemployment insurance outcomes will be smaller in countries that have more individualised unemployment systems (Denmark) than in countries that make early use of strict means-testing (United Kingdom) or that strongly rely on equivalence between contribution time, former earnings and benefit receipt (Germany, Spain)." Inhalt: "Economic globalization, welfare state transformation as well as political and social change on national and supranational level impact on national labor markets in advanced societies in complex ways. From a gender perspective, these dynamics of change entail deregulation as well as re-regulation of employment systems and at the same time are triggered by shifts in gender relations. Addressing this complexity poses challenges to scholarly research comparing employment systems and systemizing cross-national variations of labor market regimes which tend to neglect gender relations as a relevant factor of change. This context sets the framework for our question on how ongoing changes in employment systems and in gender relations are taken up in recent scholarship. We focus on three approaches prominent in the mainstream scholarly debate which address the current state of employment systems in advanced economies in comparative perspective spanning from political economy to micro economics and economic sociology, namely the Varieties of Capitalism (VOC) approach (Hall/ Soskice 2001), Marsden's micro-economic theory of employment systems (1999) and Fligstein's work 'The architecture of markets' (2001). The approaches differ in the assignment of agency (to firms, employees and the state) as well as in the assessment of the role of educational institutions for shaping employment systems. Rates of return to education by gender in Pakistan

Inhalt: Differential labour market returns to male and female education are one potential explanation for large gender gaps in education in Pakistan. We empirically test this explanation by estimating private returns to education separately for male and female wage earners. This paper contributes to the literature by using a variety of methodologies (Ordinary Least Squares, Heckman correction, 2SLS and household fixed effects) in order to consistently estimate economic returns to education. Earnings function estimates reveal a sizeable gender asymmetry in economic returns to education, with returns to women's education being substantially and statistically significantly higher than men's. However, a decomposition of the gender wage gap suggests that there is highly differentiated treatment by employers. We conclude that the total labour market returns are much higher for men, despite returns to education being higher for women. This suggests that parents may have an investment motive in allocating more resources to boys than to girls within households.
Gender differentiation in higher education: educational specialization and labour market risks in Spain and Germany

Inhalt: The objective of this paper is to investigate the relationship between gender differentiation in tertiary education and labour market hazards. We analyze how differences between male and female tertiary graduates in the chosen degree level and field of study affect the likelihood to be unemployed or obtain a low status job. In order to learn about the role of institutional context, we compare Germany and Spain, two countries that differ with respect to horizontal (field of study) and vertical (degree level) segregation by gender as well as to the linkage between the education and labour market system. Using Labour Force Survey data from the year 2000, our results of logistic regression models as well as a non-linear decomposition technique generally confirm our expectation that the field of study explains a sizable portion of the gender gap in unemployment and low status jobs in both countries. Whereas the level of tertiary degree does not matter with respect to unemployment in either country, it explains part of the female disadvantage in holding a low status job in Spain. Moreover, our analyses show that women with a degree in a predominantly male field of study are not systematically disadvantaged compared to men. Finally, even though the role of the institutional context is hard to evaluate, it seems that, for the two selected countries, the horizontal and vertical gender segregation is more relevant in Spain than in Germany.' Inhalt: Die Untersuchung liefert Befunde zu Übergängen in das Erwachsenenalter in der Bundesrepublik Deutschland. Die Grundlage bilden Daten der Deutschen Lebensverlaufsstudie über die Geburtsjahrgänge 1964 und 1971 in Westdeutschland. Zum Vergleich und zur Ergänzung werden auch Lebensverläufe der 1971 in Ostdeutschland Geborenen herangezogen. Im Mittelpunkt stehen dabei insbesondere die Ausbildungs- und Berufsverläufe dieser Geburtskohorten, aber auch die Familienbildung wird berücksichtigt. Die Ausführungen orientieren sich an der soziologischen Theorie des Lebensverlaufs, woraus sich folgende Fragen ergeben: (1) Welche Lebenschancen hatten Jugendliche in den achtziger und neunziger Jahren? (2) Unter welchen besonderen Bedingungen konnten sie sich schulisch bilden, beruflich ausbilden und in den Arbeitsmarkt eintreten? (3) Wie folgenreich waren Fehlstarts? (4) Wie einfach oder schwierig war es für die jungen Frauen und Männer in diesen beiden Jahrzehnten, die ersten beruflichen und familiären Weichenstellungen beim Übergang ins Erwachsenenalter zu bewältigen? (5) Wie 'privilegiert' waren die jungen Westdeutschen durch den Zufall ihrer Geburt im Vergleich mit ihren altersgleichen Ostdeutschen? (6) Hatten die Ostdeutschen im Vergleich zu den Westdeutschen mit der Wiedervereinigung das große Los gezogen oder kamen sie in den ersten Jahren nach der Wende eher unter die Räder? Die Untersuchungsergebnisse spiegeln eine positive Gesamtsituation wider: Erstens zeigen sich deutliche Belege für eine relativ hohe Kontinuität in den Grundstrukturen der Übergänge zwischen Schule und Beruf sowie relativ stabile Erträge für individuelle Ausbildungsinvestitionen. Zweitens sind auch diese beiden Geburtsjahrgänge noch eingebettet in langfristigere Verbesserungen der Bildungsbeteiligung, der beruflichen Ausbildungschancen sowie Qualifikationsniveaus. Drittens haben sich die Schulbildungs-, Ausbildungs-, Erwerbs- bzw. Berufschancen von Frauen im Vergleich zu den Männern trotz nachteiliger Umweltbedingungen weiter verbessert. Dieser Generalbefund bedeutet allerdings nicht, dass die schwierigen Randbedingungen der achtziger und neunziger Jahre keinerlei Spuren in den Lebensverläufen dieser Geburtsjahrgänge hinterlassen hätte.
