Be a man or become a nurse: comparing gender discrimination by employers across a wide variety of professions

Inhalt: We investigate gender discrimination and its variation between firms, occupations, and industries with a factorial survey design (vignette study) for a large sample of German firms. Short CVs of fictitious applicants are presented to human resource managers who indicate the likelihood of the applicants being invited to the next step of the hiring process. We observe that women are evaluated worse than men on average, controlling for all other attributes of the CV, i.e., school grades, age, information about activities since leaving school, parents' occupations etc. Discrimination against women varies across industries and occupations, and is strongest for occupations with lower educational requirements and of lower occupational status. Women receive worse evaluations when applying for male-dominated occupations. Overall, the share of women in an occupation explains more of the difference in evaluations than any other occupation- or firm-related variable.

Still a perfect model? The gender impact of vocational training in Germany

Inhalt: Reconstructing the parallel structure of ‘dual’ and ‘school-based’ vocational routes reveals the close connection between the German vocational training system and the segmentation of the labour market by gender. The example of jobs in childcare and pre-primary education shows that the legacy of semi-professionalism in these occupations is not just rooted in the nature of training and working conditions, but complexly interlinks with the prevalence of the male breadwinner model sustained by social policy regulations and the German taxation system. In France, by contrast, the central state takes responsibility for the provision of childcare from zero to six years of age to support female labour force participation and dual-earner couples. This has also fostered professionalisation in the respective occupations. Whilst this may not necessarily induce a degendering process at the level of horizontal segregation of vocational qualifications, it facilitates gender equality in terms of vertical mobility and the professional status of women.

Inhalt: Der vorliegende Beitrag betrachtet EQF und DQR als Herausforderung und Chance, auch für Beschäftigte in der Weiterbildung zu einem kompetenzorientierten Qualifikationsrahmen zu kommen. Gerade in Bezug auf die Lehrenden könnte ein solcher Bezugsrahmen Klarheit schaffen und vielfältig Nutzen stiften. Ein erstes Referenzmodell wurde im Rahmen einer Expertise für das BMBF erarbeitet, es orientiert sich an hiesigen Vorarbeiten und nimmt auch Anleihen bei ausländischen Modellen. Die Ausarbeitung ist letztlich dem Interesse an mehr Professionalisierung und Qualität in der Weiterbildung geschuldet.
Inhalt: This article presents a specific qualifications framework for the sector of further education, consisting of a two-stage model (basic and advanced certificates). This touches on the discussion about the EQF and DQR as a motivation and opportunity for the professionalisation of further education. The model takes up examples from Austria and Switzerland and is aligned toward preliminary work in Germany.

Inhalt: "Der Beitrag untersucht die Bedeutung der gesellschaftlichen Rahmenbedingungen für die berufliche Partizipation von Frauen und zwar anhand des Prozesses der Integration der Frauen in Managementpositionen in der Privatwirtschaft im Verlauf der 80er Jahre in Schweden und Deutschland (alte Bundesländer). In dem Zeitraum erhöhte sich in beiden Ländern der Anteil der Frauen in diesen Positionen, obwohl beide Länder unterschiedliche Ansätze in der Frage der Arbeitsmarktintegration der Frauen sowie der Gleichstellungspolitik auf dem Arbeitsmarkt institutionalisiert haben. Als theoretischer Rahmen werden Ansätze der ländervergleichenden Forschung zum Geschlechterverhältnis mit Konzepten aus dem Forschungsfeld 'Organisation und Geschlecht' und aus der Theorietradition des symbolischen Interaktionismus verknüpft. Die empirische Basis des Vergleiches liefern internationale und nationale Arbeitsmarktstatistiken sowie Resultate einer empirischen Studie, in der 1992/93 insgesamt 159 Frauen in leitenden Positionen in beiden Ländern (78 Frauen in Deutschland, 81 in Schweden) befragt wurden. Die Daten lassen keinen direkten Zusammenhang zwischen der Politik der Arbeitsmarktintegration und dem Zugang der Frauen zu Führungspositionen erkennen. Die weit höhere Erwerbsquote schwedischer Frauen ist vor allem durch Anteile von Frauen auf einem mittleren oder einfachen Qualifikationsniveau bedingt. Entscheidend für den Zugang der Frauen zu Führungstätigkeiten werden jedoch der Einbezug von Hochschulabsolventinnen in verschiedene Arbeitsmarktsegmente und die Prozesse der vertikalen Geschlechtersegregation für diese Gruppe von Frauen innerhalb der Segmente. Markante Einflüsse der gesellschaftlichen Rahmenbedingungen zeigen sich in der Vereinbarung von Beruf und Familie sowie im Handeln der Frauen in ihrem beruflichen Alltag. Die gesellschaftlichen Maßnahmen zur leichteren Vereinbarkeit von Beruf und Familie gestatten den schwedischen Managerinnen die Verbindung beider Lebensbereiche: immerhin 82% der Frauen haben Kinder. In Deutschland, wo nur 30% der Teilnehmerinnen Kinder haben, sind die Managerinnen weit stärker auf individuelle Lösungen angewiesen. Entsprechend der Gleichstellungspolitik in Schweden fordern die Managerinnen eine aktive Unternehmenspolitik zur Verbesserung der Zugangschancen für Frauen. Die deutschen Managerinnen stehen offiziellen Maßnahmen skeptisch gegenüber. Sie befürworten stärker individuelle Strategien wie beispielsweise die Überzeugung ihrer Vorgesetzten, Kollegen und Mitarbeiter durch ihre Kompetenz." (Autorenreferat)
Inhalt: "This paper, examines the impact of the societal conditions on the career-participation of women by using the examples of the process of integration of women in managerial positions in the private sector during the 1980s in Sweden and Germany (former Westgermany). During this space of time the share of women in these positions in both countries increased, although each country has its own (different) institutionalised policy in the question of labourmarket-integration of women and equal-opportunities. The theoretical framework comprises of a combination of approaches in the field of cross-national comparisons on the gender-system, the research area 'organisation and gender' and the theoretical tradition of the symbolic interactionism. International and national labour market statistics as well as results of a study made in 1992/93 in which a total of 159 women in managerial positions in both countries (78 women in Germany, 81 women in Sweden) were interviewed, supply the empirical basis of the comparison. The results do not show any direct connection between the policy of labourmarket-integration and the access of women to managerial positions. The much higher participation rate of Swedish women in the workforce is due to the share of middle- and low-skilled working women. Decisive for the access of women to managerial positions is however, the integration of the universitylevel-graduates in different labour market segments and the process of vertical gender-segregation for this specific group of women within the segments. The marked impact of the societal conditions is demonstrated in the combination of career and family and in the way the women deal with their everyday working-life. The societal measures for an easier combination of career and family allow the Swedish female managers to combine both life spheres: 82 percent of the women have children, in Germany, where only 30 percent of the participants have children, the female managers depend much more on individual solutions. In keeping with the equal-opportunity-policy in Sweden the participants challenge the companies to improve the career-possibilities for women. The German participants are sceptical towards any official measures. They favour individual strategies more, e.g. convincing their superiors, colleagues and co-workers of their competence."
