The gender-based violence as an instrument of warfare in armed conflicts

Inhalt: The gender-based violence in recent times has become an integral part of the on-going Boko Haram Insurgency in North-East Nigeria. Since the full-scale declaration of combat between the Nigerian state and the insurgent group, the asymmetrical tactics of the group have been evolving, based on its capabilities. The recent spike in the targeted raid and attack on female schools, markets, and female institutions purposely for abduction and kidnapping of women and girls indicated this assertion. Due to the depletion of its fighters and loss of territories, there is a surge in mass deployment of ‘women and young girls’ as material instruments of warfare: fighters, suicide bombers, human shields, bargaining tools, sex slaves, informants, and so on. This article appraises the gender push-pull factors responsible, motivation behind the current behavior, and proffers some policy guidance.
Women's Participation in Peace Negotiations and the Durability of Peace

Inhalt: There is an emerging consensus that women’s participation in peace negotiations contributes to the quality and durability of peace after civil war. However, to date, this proposition has remained empirically untested. Moreover, how women’s participation may contribute to durable peace has not been systematically explored. This article uses a mixed method design to examine this proposition. Our statistical analysis demonstrates a robust correlation between peace agreements signed by female delegates and durable peace. We further find that agreements signed by women show a significantly higher number of peace agreement provisions aimed at political reform, and higher implementation rates for provisions. We argue that linkages between women signatories and women civil society groups explain the observed positive impact of women’s direct participation in peace negotiations. Collaboration and knowledge building among diverse women groups contributes to better content of peace agreements and higher implementation rates of agreement provisions. We substantiate this
argument with qualitative case study evidence and demonstrate how collaboration between female delegates and women civil society groups positively impacts peace processes. Our findings support the assumption that women’s participation in peace negotiations increases the durability and the quality of peace.
The Power of Mixed Messages: Women, Peace, and Security Language in National Action Plans from Africa

Inhalt: Vor dem Hintergrund globaler Diskurse zu "Frauen, Frieden und Sicherheit" analysiert die Autorin die gender- und frauenbezogene Sprache in vier Nationalen Aktionsplänen afrikanischer Staaten (Kenia, Liberia, Nigeria und Uganda), die mit Blick auf die Resolution 1325 des UN-Sicherheitsrats entworfen wurden. Aus Sicht der Autorin besitzen Nationale Aktionspläne das Potenzial, die konsensorientierte Sprache der Resolutionen des Sicherheitsrats zu überwinden, und eröffnen daher neue Räume für politisches und praktisches feministisches Engagement. Ihre Analyse deckt drei diskursive Themenbereiche auf: die Konstruktion von "Womenandchildren", die Zivilisierung des Krieges durch Frauen und die Zuweisung von Verantwortung für die Verhütung geschlechtsspezifischer Gewalt an die Frauen selbst. Alle drei Themenbereiche haben einen Bezug zur Bildung geschlechtsspezifischer Identitäten sowie zu geschlechtsspezifischen Formen von Sicherheit und Gewalt. Auf unterschiedliche Weise kombinieren die Aktionspläne eine überwiegend liberal-feministisch geprägte Sprache mit kritischen Einsichten. Die Ambivalenz der Botschaften, die von diesen Plänen ausgehen, zeigt nach Ansicht der Autorin, dass Diskurse Brüche aufweisen und damit die Möglichkeit zur differenzierten Kontextanalyse und Umsetzung eröffnen.
Inhalt: Against the backdrop of global and continental women, peace, and security discourses, this contribution analyses the gender and women-focused language of national action plans from four African countries (Kenya, Liberia, Nigeria, and Uganda), which were drafted with a view to United Nations Security Council Resolution 1325. I argue that national action plans have the potential to transcend the soft-consensus language of Security Council resolutions because they create new spaces for feminist engagement with policy and practice. The analysis reveals three discursive themes - namely, the making of "womenandchildren," women civilising war, and making women responsible for preventing gender-based violence. The themes relate to the construction of, respectively, gender(ed) identities, security, and violence. To varying degrees, the plans reflect a combination of predominantly liberal-feminist language interspersed with some examples of critical insight. I conclude that the ambiguous nature of the messages sent out by these plans serves as a reminder that discourses are fragmented and therefore offer an opening for nuanced contextual analyses and implementation.

Inhalt: This contribution aims to give an overview on the state of the art of research on terrorism and gender in the field of Political Science and International Relations (IR). Contemporary analyses of terrorism have begun integrating gender aspects into their frameworks. This article supports the call for a much more coherent use of gender as an analytical category as this is beneficial for the analysis of ter-rorism in a threefold manner. First, gender as an analytical category in the study of terrorism exposes the gender blindness of the term terrorism; second, gender challenges the political myth of protection central to international politics, i.e. that states can legitimately fight wars to protect the vulnerable – vulgo women and children. Third, gender also challenges the myth of an intrinsic peacefulness/vulnerability of women. The paper closes with the plea to integrate a coherent historical dimension into a gendered analysis of terrorism in order to potentially achieve a more empirically attuned theoretical understanding of terrorism and political violence in current times.

Inhalt: "In this paper I examine women survivors' stories about childbirth and child-raising during the period of mass violence following Indonesia's 1965 coup, as well as some accounts of abortion during detention. The focus of my research is not on children's experiences per se but rather on women survivors' accounts about what happened to their children. I discuss various aspects of these experiences, including: being pregnant and giving birth; caring for children in and outside detention; the harm and abuse of children; losing children; and forced abortions. These stories reveal much about how women cared for and lost children as well as about what happened to children during the violence of 1965. I argue that examining these experiences must therefore also be central to understanding how women and their children survived and coped with the mass violence of 1965-1966. Grounding the international norm on women, peace and security: the role of domestic norm entrepreneurs and the challenges ahead

Inhalt: "One of the gaps in the study of international norms is the process by which they are institutionalized and accepted at the national level. The international norm, as it negotiates its way through various national (and even grassroots) levels, needs domestic norm entrepreneurs in order to localized. This study traces the localization of the norm on women, peace and security in the Philippines as advanced by the Women Engaged in Action on UNSCR 1325 (WE Act 1325), a network of women's peace organizations with transnational linkages. It traces the network's origins and collective work in the crafting of the Philippine National Action Plan on 1325 as well as its various initiatives in fleshing out the norm on the ground. It also looks at the work of its members who eventually became part of the peace process in the country. Since the Philippines' women-centered laws reflect the country's commitment to its international commitments, the case study also reveals how women's rights issues and concerns have become institutionalized. This institutionalization eventually paved the way for gender-consciousness to be part of the normative mindset of key actors advancing changes in society." (author's abstract)

U.S. elite and public views an anti-terrorist military action: are women less militaristic?

Inhalt: "Increasing numbers of U.S. women in elite positions lead us to ask if women and men share the same anti-terrorist policy attitudes, or whether elite (and non-elite) women are less militaristic. Using data from four surveys of elites and masses from 1986 to 2004, we examine men's and women's attitudes towards the use of three types of force against terrorists and how these have changed over time. Elite and non-elite women are typically less supportive than their men counterparts of military action against terrorists, but after the September 11, 2001 attacks die gender gap decreased and large majorities favoured such action. Among elites, but not the public, gender differences diminish among those with similar demographic and political positions. With negligible gender differences among similarly placed elites, and high levels of militarism among the masses, we conclude that U.S. elites have broad latitude in setting anti-terrorist policies." The article analyzes reporting on U.S. military women in The New York Times from 1990 to 2005 to show how social conditions influence cultural representations of masculinity and femininity.' Inhalt: 'This article traces the discursive constructions of gender in the US war against Afghanistan. Its focus is on Laura Bush's presidential address (Nov 2001), the document 'What we are fighting for' (Feb 2002) signed by major US intellectuals in support of the war, and some US feminists joining them in the name of liberation of the women of Afghanistan (Jean Bethke Elshtain; Catherine A. MacKinnon; Feminist Majority Foundation). Yet this uncanny coalition between feminism and US patriarchal imperialism goes beyond mere strategic essentialism in which the differences between women are temporarily erased. Insofar as moral natural laws of the American Declaration of Independence (1776) constitute their shared symbolic framework, binary oppositions such as male/ female, soldiers/ non-combatants, it/ regular warfare, civilized/ savage are reified. Thus gender inequality by and in times of war results from its specific discursivization and categorization and cannot be attributed exclusively to an incomplete implementation of rights.'
