raise fertility? : the first "YES"

the following question: 'Should governments in Europe be more aggressive in pushing
for gender equality to raise fertility?' Setting aside the 'lighthearted' side of
this 'Rostocker Debate', (12 minutes for each speech, one minute for each comment),
the author saws this as a good opportunity to think about the stakes behind the question.
In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Inhalt: "A review of existing sociological literature on fertility decisions reveals that most empirical studies focus on characteristics of the female spouse as explanatory factors, while the role of the partner is neglected for the most part. However, most children are fathered and born into an existing relationship and the influence of the partner has to be regarded as an important determining factor for childbirth. The authors propose starting from a bargaining perspective and model family-formation as a collective decision mutually agreed upon by both spouses, especially scrutinizing on the interrelation of both partners' educational level. In this paper, they examine in how far certain educational constellations have an impact on family formation. Classical theories of family economics suggest that educational asymmetries between partners may encourage parenthood. Our analysis is based on German Mikrozensus data collected between 1996 and 2004. The large sample allows them to analyze in detail the effects of educational levels as well as uncommon educational constellations. In a first step, the authors investigate separate effects of general and vocational education of each partner, followed by a quasi-cohort design, with women born in the mid 1960th and mid 1970th, to study the timing of the first birth. They conclude that traditional hypergamy may foster parenthood. But also educational homogamy leads to a higher amount of parents as compared to hypogamous couples, in which the wife's educational qualification exceeds the husband's educational degree." Inhalt: "Germany is a low-fertility country with a rapidly ageing population, and will remain so for the foreseeable future. There are several reasons for this trend. Germany is among the countries with the highest rates of childlessness in the world, and childlessness has become widely accepted. This is illustrated by changes in living arrangements. A broad range of living arrangements has been added to the basic model of marriage with children; namely, single living, non-marital cohabitation, lone parenthood, patchwork families and living apart together. A culture of individualism has spread in Germany which forms the basis for widespread decisions against family formation. The desired number of children has become low and family policy is considered to be a failure in terms of its influence on fertility. German family policy has had a traditional orientation centred on monetary support to families and on the promotion of the male breadwinner model. Women have been largely forced to choose between family and work, and leave the labour market when a child is born. The still prevailing concept of family policy does not help to reduce the pressure to choose between work and family life, and thus makes it easier to decide not to have children, especially for highly educated women. A change in family policy is needed which will enable couples to choose between the breadwinner-housewife and the reconciliation model. Gradually, this change is starting to take place." Inhalt: Diese Wirkungsstudie beleuchte unterschiedliche Aspekte eines einkommensabhängigen Elterngeldes. In mehreren Zwischenberichten werden Ergebnisse aus einzelnen Arbeitsmodulen dem Auftraggeber übergeben. Mit dem vorliegenden Endbericht werden alle Ergebnisse aus allen Arbeitsmodulen in einem Bericht zusammengefasst. Der Bericht beginnt mit der Wirkungsanalyse auf der Basis des DIW Mikrosimulationsmodells, mit dem vier Varianten des Elterngeldes simuliert werden. Dabei wurde auf Daten des Sozioökonomischen Panels (SOEP) zurückgegriffen. Daran schließt sich eine Wirkungsanalyse hinsichtlich des Geburtenverhaltens an, die auch auf Analysen des Europäischen Haushaltspanels (ECHP) beruht. In Kapitel vier werden Erfahrungen aus dem Ausland auf der Basis von Experteninterviews und einschlägigen empirischen Untersuchungen zum Thema zusammengetragen. Inhalt: Die Autoren gehen der Frage nach, warum die Fertilität in Deutschland kontinuierlich sinkt, obwohl die Kinderwünsche von Frauen und Männern auf hohem Niveau konstant bleiben. Sie analysieren erstmals das meist nur unter Bezug auf objektive Faktoren untersuchte familienökonomische Handlungsmodell des generativen Verhaltens unter Einbeziehung von subjektiven Einstellungen, Orientierungen und Motiven. Sie überprüfen auf der Grundlage von Paneldaten aus den Erhebungen des Familiensurveys von 1988, 1994 und 2000, ob sich die mit objektiven Faktoren - insbesondere des Bildungsniveaus - assoziierten Beweggründe auf der subjektiven Seite wieder finden lassen und tatsächlich für das generative Verhalten entscheidend sind. Sie stellen zunächst fest, dass sich die bekannten Zusammenhänge zwischen dem Bildungsniveau der Frau und der Familiengründungsrate bzw. der Kinderlosigkeit auch im Familiensurvey widerspiegeln. Des weiteren wird festgestellt, dass die Wahrnehmung beruflicher Opportunitätskosten sich nicht signifikant zwischen den einzelnen Bildungsgruppen unterscheidet. Jedoch unterscheiden sich die Bildungsgruppen hinsichtlich der Einschätzung des Nutzens, den sie durch Kinder erlangen können. Diese Befunde weisen den Autoren zufolge darauf hin, dass die Auswirkungen familienpolitischer Maßnahmen zur Reduzierung der Opportunitätskosten auf die Familiengründungsbereitschaft oftmals überschätzt werden. Inhalt: Die Autorin untersucht die zukünftige Entwicklung des generativen Verhaltens in verschiedenen europäischen Ländern und diskutiert einige Erklärungsansätze für die rückläufige Geburtenentwicklung, die vor allem Folge von veränderten Wertepräferenzen und von zunehmenden Individualisierungsprozessen ist. Der europäische Vergleich zeigt, dass die Fertilitätsentwicklung in der Bundesrepublik Deutschland auf hohem Niveau rückläufig ist, was die Autorin vor allem mit dem gestiegenen Bildungsniveau von Frauen und der damit verbundenen qualifizierten Erwerbstätigkeit erklärt. Im Hinblick auf den dauerhaften Konflikt um die Vereinbarkeit von Beruf und Familie nimmt sie an, dass in Zukunft ein Aufschub des Kinderwunsches bzw. die Kinderlosigkeit zunehmend als Konfliktlösungsstrategie eingesetzt werden wird. Da nicht in allen europäischen Ländern die Geburtenrate im gleichen Ausmaß wie in Deutschland sinkt, verweist sie ferner auf die gesellschaftlichen Rahmenbedingungen als wichtigen Indikator für die Geburt von Kindern. Sie geht in diesem Zusammenhang auch auf die Bedeutung der Reproduktionsmedizin, den Wandel der normativen Muster über Ehe und Familie sowie den Einfluss von politischen Interventionen ein.
