Inhalt: "The 2007 Social Situation Report presents some key findings from the EU's new tool for monitoring the social situation and, in the future, social trends, namely the EU-SILC (Statistics on Income and Living Conditions). It looks at income inequality and how this is related to economic performance and at how people on low incomes are distributed across the EU as a whole. Incomes are more evenly distributed within the EU than in the US, and in the EU a high level of economic performance often goes hand in hand with greater equality. In 2004, around 100 million Europeans (22% of the total population) had less than 60% of the EU median income of around EURO 8000 per year for a single person or EURO 22 a day. In a majority of member states the largest segment of the population at risk of poverty consists of couples with one or two children where one of the partners is not working (at least throughout the year) - the 'male breadwinner' family type. Single parents, while being exposed to a high risk of poverty, represent a large share of the population at risk of poverty only in countries where this type of household is widespread." Inhalt: Im Jahr 2006 verdiente in den USA eine vollbeschäftigte Frau nur 76 Prozent des Lohnes eines vollbeschäftigten Mannes. Es wird untersucht, ob die geschlechtsspezifische Lohnungleichheit generell besteht oder bestimmte Gruppen betrifft und welche Ursachen der Diskrepanz zu Grunde liegen. Hierfür werden die geschlechtsspezifische Lohnentwicklung in den USA seit den 1960er Jahren verfolgt und als Erklärungsansätze die Humankapitaltheorie, die Segregationstheorie und der Ansatz der Arbeitsmarktdiskriminierung herangezogen. Dabei richtet sich der Blick besonders auf die Lohnlücke hoch qualifizierter Arbeitnehmerinnen mit Studienabschluss. Insgesamt betrifft die Lohnungleichheit aber alle weiblichen Kohorten, wobei Frauen mit Kindern am deutlichsten betroffen sind. (IAB)

Since 1999 it has been part of the European Employment Strategy and policy efforts have intensified over the years. In 2003 member states were called on to formulate targets in this respect in order 'to achieve by 2010 a substantial reduction in the gender pay gap in each Member State through a multi-faceted approach addressing the underlying factors of the gender pay gap including sectoral and occupational segregation, education and training, job classifications and pay systems, awareness raising and transparency'. This report addresses the gender pay gap. Data will be provided on the extent and the development of the gender pay gap for 25 EU member states. In addition, the report contains information from three EEA countries, Iceland, Liechtenstein, Norway, and two candidate countries, Bulgaria and Romania. Understanding international differences in the gender pay gap

Inhalt: Dieser Beitrag prüft die Hypothese, dass die globale Lohnkürzung und das im Vergleich zur Nachfrage geringe Angebot an weiblicher Arbeitskraft die geschlechtsspezifischen Lohnunterschiede eines Landes reduzieren. Durch die Auswertung von Daten aus Mikroanalysen für 22 Länder im Zeitraum 1983-94 wurde herausgefunden, dass gekürzte Löhne für Männer und ein geringeres Netto-Angebot an weiblichen Arbeitskräften mit einem geringeren geschlechtsspezifischen Lohnunterschied verbunden sind. Da es wahrscheinlich ist, dass Arbeitsmarktinstitutionen verantwortlich für einen bestimmten Anteil der internationalen Lohnunterschiede sind, lässt die umgekehrte Verbindung zwischen den geschlechtsspezifischen Lohnunterschieden und der Lohnungleichheit bei Männern vermuten, dass Lohnfindungs-Mechanismen wie z. B. Flächentarifverträge, die relativ hohe Gehälter bieten, das Gehalt für Frauen steigern, die meistens am unteren Ende der Lohntreppe stehen. Folgerichtig kommt man zu dem Ergebnis, dass der geschlechtsspezifische Lohnunterschied umso geringer ausfällt, je weiter kollektive Lohnverträge in einem Land verbreitet sind. Zudem ist der Effekt von Lohnstrukturen auf den geschlechtsspezifischen Lohnunterschied quantitativ sehr wichtig.(ICBÜbers)
Inhalt: "This paper tests the hypotheses that overall wage compression and low female supply relative to demand reduce a country's gender pay gap. Using micro-data for 22 countries over the 1985-94 period, we find that more compressed male wage structures and lower female net supply are both associated with a lower gender pay gap. Since it is likely that labor market institutions are responsible for an important portion of international differences in wage inequality, the inverse relationship between the gender pay gap and male wage inequality suggests that wage-setting mechanisms, such as encompassing collective bargaining agreements, that provide for relatively high wage floors raise the relative pay of women, who tend to be at the bottom of the wage distribution. Consistent with this view, we find that the extent of collective bargaining coverage in each country is significantly negatively associated with its gender pay gap. Moreover, the effect of pay structures on the gender pay gap is quantitatively very important: a large part of the differences across these countries in overall wage structure, with another potentially import segment due to differences in female net s supply." Inhalt: In seinen Richtlinien für die Nationalen Aktionspläne für Beschäftigung 1999 hat die EU-Kommission das Konzept des "Gender Mainstreaming" eingeführt, demzufolge die Gleichstellung der Geschlechter Teil jeder Beschäftigungspolitik im Bereich der vier Säulen dieser Strategie sein muss. Hiermit wird das anspruchsvolle Ziel verfolgt, im Bereich der Arbeit vollständige Gleichheit zwischen Frauen und Männern herzustellen, sei es auf dem Arbeitsmarkt oder zu Hause. Die nationalstaatlichen Beschäftigungs- und Sozialsysteme der EU-Staaten werden damit mit Herausforderungen konfrontiert, die je nach den Geschlechterverhältnissen und geltenden Regelungen unterschiedlich sind. In diesem Kontext werden Beiträge zu folgenden Themen vorgelegt: 1. Ansätze der Gleichberechtigungspolitik im Beschäftigungssystem in den letzten zwanzig Jahren; 2. Evaluation der Wirkung dieser Ansätze; 3. Veränderungen der geschlechtsspezifischen Erwerbsquoten und Auswirkungen auf die häusliche Arbeitsteilung; 4. Anwendung des Gender Mainstreaming-Konzepts; 5. Inhalt: "In its guidelines for the 1999 National Action Plans on Employment, EU-Commission introduced the concept of 'gender mainstreaming', according to which equality between the sexes must be a component of every employment policy conducted under all four pillars of the strategy. The extremely ambitions goal pursued by this gender mainstreaming approach is to achieve full equality between women and men in relation to work, both on the formal labour market and in the home. As such, it confronts the different national welfare and employment systems of the EU member states with a range of challenges that vary depending on the specific gender arrangements and contracts in place in each country. This book gathers together expert contributions to the debate on these issues, covering developments in a range of countries. The following are some of the aspects examined: the main approaches to equal opportunities policy in the employment sphere implemented in the last twenty years; an evaluation of the impact of such policies; changes in gendered labour markett participation rates and the impact on the division of labour in the home; application rates and the impact on the division of labour in the home; application of the concept of gender mainstreeaming under the different quidelines; the impact of the EU's emphasis on gender mainstreaming in the countries concerned."
