Implications of digital inclusion: digitalization in terms of time Use from a gender perspective

Inhalt: The implications of digital technologies for the transformation of gender relations and identities have been discussed since the early days of the internet. Although gender studies have identified clear gender gaps in terms of digital inclusion as well as potentialities for the transformation of women’s subjectivity, there is a lack of empirical evidence of the impact of digitalization in terms of time use from a gender perspective. Public policies have begun to address the digital gender gap, but the incorporation of a gender perspective in digital inclusion programmes which promotes women’s emancipation by challenging the gender division of time through use of the internet has been not incorporated in the digital policies agenda. This article aims to provide empirical evidence of the mutual interrelation between the time allocation and digital inclusion from a gender perspective. It considers how gender inequalities in time use shape women’s experience of digital inclusion and, at the same time, how digital inclusion promotes the reconfiguration of time in women’s everyday lives. Qualitative analysis based on episodic interviews explored the representations and practices of internet use by women in their everyday lives. The sample was made up of 32 women who were digitally included through a lifelong learning programme in Spain and had experienced the effects of the Spanish economic crisis. The article argues that digital inclusion does not automatically lead to a more egalitarian allocation of time use for women, but rather places greater value on women’s free time.

Damit nehmen Kinder Teil an einem medialen und gesellschaftlichen Wandel, in dem Mobilität von zentraler Bedeutung ist. Zur Nutzung und Verarbeitung mobiler Spiele durch Kinder liegen allerdings sowohl national wie international bisher kaum sozialwissenschaftliche oder psychologische Untersuchungen vor. Erziehungswissenschaftlich ausgerichtete Studien, die herangezogen werden können, thematisieren vornehmlich Lernaspekte. In diesem Beitrag werden daher erstmals Daten über Nutzung und Bedeutung von digitalen Spielen auf mobilen Endgeräten bei Kindern im Alter von 6 bis 13 Jahren vorgelegt, mit besonderem Fokus auf den Stellenwert des Mobilen beim digitalen Spielen. Es handelt sich um erste Ergebnisse eines triangulativ angelegten zweijährigen Forschungsprojekts der Universität zu Köln und Fachhochschule Köln. Als zentrale Ergebnisse zeigen sich: Mobiles Spielen ist ein fester Bestandteil der heutigen Lebenswelt von Kindern. Dabei nimmt die Mobilität einen wichtigen Stellenwert beim digitalen Spielen ein." Inhalt: "The media behavior of today's children is increasingly informed by an orientation towards digital media, especially towards gaming on mobile devices. Therefore, children are actively participating in a change within society and the media landscape, in which mobility is taking a central position. As of now, there are very few national or international studies in the fields of social science and psychology that deal with children's use and their psychological processing of mobile games. In the context of educational science, all available studies mainly focus on aspects of learning. This article provides initial data on the use and relevance of digital games on mobile devices among 6- to 13-year-old children and especially focuses on the significance of mobility in digital gaming. It encompasses the first results of a two-year research project that uses the method of triangulation and is being conducted by the University of Cologne and the Cologne University of Applied Sciences. The central findings are that mobile gaming is a consistent part of the environment of today's children and that within children's digital gaming, mobility has an important status." Surveying the virtual world: a large scale survey in second life using the Virtual Data Collection Interface (VDCI)

Inhalt: "Technology has always introduced changes in the way researchers administer surveys. A new technology known as virtual worlds has now emerged that promises to change data collection once again. Virtual worlds are persistent, online, computer-rendered spaces populated by hundreds, thousands, or even millions of people at a time. Previously, this population has only been surveyed in ways that required respondents to exit the virtual world before giving their answers. No survey method has existed whereby they could be surveyed while remaining present in the virtual space. Needless to say, this is less than ideal for any survey about the respondent’s attitudes, perceptions, and behavior within the virtual world itself. This study introduces a method for solving this problem and a tool that allows surveys entirely within a virtual environment. The method is introduced as Virtual Assisted Self Interview (VASI), and the tool for implementing it, the Virtual Data Collection Interface (VDCI). The tool was created and deployed in the virtual world Second Life (SL), where users were asked questions about demographics and quality of life. The valid response numbers for the survey (N=2094) make it the largest in-virtual-world data collection seen so far. This paper discusses the VDCI and describes several different sampling methods, as well as results that provide unique, new insights into virtual world populations. It is found, for example, that the demographic make-up of SL is unlike that of other virtual worlds. Moreover, the SL population is unlike that of other worlds in its approach to gender-switching. The limitations and new hazards of virtual world survey research are also discussed, especially survey "hacking" by individuals hoping to exploit the survey for financial gain. Despite the challenges, the results generally suggest that the VDCI is a valuable new research tool for obtaining representative data on virtual world population." [author's abstract]

Will e-Governance and e-Democracy Lead to e-Empowerment? Gendering the Cyber State

Inhalt: The onslaught of information and communications technologies (ICTs), the burgeoning popularity of the Internet, and the ideology behind the new information economy has coalesced into a force that is fundamentally reshaping the contours of the Canadian political landscape. This reorganization of the state will profoundly impact women’s opportunities to participate in and alter conventional notions of citizenship. The establishment of electronic or e-government and the implications behind the development of the cyberstate promise to revolutionize Canadian governance and our traditional understandings of democracy. While there is the political possibility of shaping the emerging cyberstate as a vehicle of empowerment for women and marginalized others, there is also the prospect that Internet-facilitated government will exacerbate inequalities and impair women’s citizenship status. Inhalt: Vor dem Hintergrund möglicher positiver Einflüsse der Neuen Medien auf den Prozess der demokratischen Konsolidierung in den ost- und ostmitteleuropäischen Transformationsgesellschaften befasst sich die Autorin mit den potenziellen Auswirkungen netzbasierter Kommunikation und Informationsverbreitung auf die Arbeit und die Vernetzungsbemühungen sozialer Bewegungen. Ausgangspunkt der Studie ist die Vermutung, dass neue Informations- und Kommunikationstechnologien (IuK-Technologien) wie Computernetze bestehende Strukturen und Formen von Öffentlichkeit verändern bzw. erweitern können. Am Beispiel der jungen russländischen Frauenbewegung wird untersucht, ob für gesellschaftliche Gruppen mit einem bestimmten gemeinsamen Interesse die Möglichkeit besteht, ihre Anliegen mit Hilfe netzbasierter Kommunikationsangebote einer breiteren Öffentlichkeit zu übermitteln und wie dieses Potenzial im konkreten Fall umgesetzt wird. Als theoretische Rahmung für die Fragestellung dient eine Auseinandersetzung mit Konzepten von "Öffentlichkeit" und Versuchen ihrer Übertragung bzw. Ausdehnung auf die Sphäre des Cyberspace. Diskutiert werden dabei mögliche neue Formen von Öffentlichkeit und Chancen für eine umfassendere Partizipation an politischen Entscheidungsprozessen, aber auch ungleiche Zugangsmöglichkeiten zu den globalen Datennetzen und die Gefahr einer zunehmenden Fragmentierung der Öffentlichkeit. Von besonderem Interesse ist in diesem Zusammenhang die Übertragbarkeit der anhand westlicher Realien ausgearbeiteten theoretischen Konzeptionen und Annahmen auf den russländischen Kontext. Für die Untersuchung des Fallbeispiels, die Nutzung des Internet durch die russländische Frauenbewegung, werden zwei unterschiedliche Blickpunkte gewählt: In einem ersten Schritt wird erfasst, wie sich die russländische Frauenbewegung auf der Oberfläche des World Wide Web (WWW) darstellt und ob dadurch bereits neue Möglichkeiten zur Vernetzung der Bewegung geschaffen werden. Zu diesem Zweck werden beispielhaft die Websites von vier verschiedenen russländischen Frauenorganisationen analysiert. Darüber hinaus werden in Moskau vier Aktivistinnen der Frauenbewegung befragt, die sich selbst mit der Gestaltung von Websites bzw. eines Newsletters beschäftigen. Zudem erfolgt eine Annäherung an den Themenkomplex "Internet und Politik" auf verschiedenen Ebenen und aus verschiedenen Blickwinkeln. In einer Schlussbetrachtung resümiert die Autorin, dass insgesamt ein sehr ambivalentes Bild der Potenziale des Internet für die Arbeit und die gesellschaftliche Wahrnehmung sozialer Bewegungen zu beobachten ist. Ebenso wie in der generellen wissenschaftlichen Debatte besteht auch im konkreten Fall der russländischen Frauenbewegung eine Kluft zwischen den intuitiv gefühlten Perspektiven der Nutzung von Informationstechnologien und der tatsächlichen Umsetzung dieser Perspektiven. Nichtsdestotrotz kann aber davon ausgegangen werden, dass es in der Zukunft zu Wechselwirkungen zwischen der Nutzung der neuen IuK-Technologien und politischen sowie sozialen Prozessen kommen wird.
