Party-centrism and gender equality: a study of European elections in Slovenia

Inhalt: In 2004 female candidates won a relatively large proportion of Slovenian MEP seats due to effective institutional engineering and despite the: a)persistent dominating political culture (unfavourable to women in politics);b)predominant party-centric electoral system and election campaign; and c) further marginalisation of female candidates compared to male candidates in the printed media during the party-centric election campaign. Research findings support the thesis found in political party literature asserting political parties adapt to new electoral rules without radically changing how they function and without them struggling to change the dominant political culture and media reporting that is unfriendly to gender equality.

Cultural dialogues in the good society

Inhalt: Value conflicts involving gender equality are interwoven into current multicultural tensions in many European societies. They are at the core of these tensions in Sweden, in which gender equality and principles of individual human rights constitute the state profile and political identity. In this article, we focus on three cases of honor killings that became flash points for public debates on `culture and cultures' among political parties, immigrant groups and feminists in Sweden. The media fervor surrounding honour-related violence has provided xenophobic groups with political opportunities, but at the same time, the public debate has given visibility and opened up public space for immigrant women's groups. We conclude that the notion of the `good society' has kept at bay the recognition of overtly xenophobic parties, but it has also inhibited open dialogue across and within majority and minority cultures, which would allow for reflections upon the diversity within cultures, marked by religion, gender, class differences and generational conflicts.

Inhalt: This paper argues that the current climate of Islamaphobia has burdened Muslim women who cover with additional problems in terms of their politics, their lived experiences and their life chances. It is the contention of this paper that the myths about the hijab have created a modern day form of Orientalism that objectifies the women who cover and otherises them as oppressed, perhaps exotic, and possibly dangerous. Such stereotypical views, at time articulated by Western feminists, create stumbling blocks that bar the way to the feminist ideal of respect unity and community of goals.

Inhalt: The onslaught of information and communications technologies (ICTs), the burgeoning popularity of the Internet, and the ideology behind the new information economy has coalesced into a force that is fundamentally reshaping the contours of the Canadian political landscape. This reorganization of the state will profoundly impact women’s opportunities to participate in and alter conventional notions of citizenship. The establishment of electronic or e-government and the implications behind the development of the cyberstate promise to revolutionize Canadian governance and our traditional understandings of democracy. While there is the political possibility of shaping the emerging cyberstate as a vehicle of empowerment for women and marginalized others, there is also the prospect that Internet-facilitated government will exacerbate inequalities and impair women’s citizenship status. Gender Mainstreaming as a Strategy for Promoting Gender Equality in Lithuania

Inhalt: The article deals with the questions of gender policy formation & women's participation in Lithuanian political & civil life. It is based on the results of the EU 5th Framework project 'Enlargement, Gender & Governance: The Civic & Political Participation of Women in the EU Candidate Countries'. Drawing on qualitative data from interviews with women politicians & activists, the article mainly describes gender mainstreaming as implemented through 'transversal' action plans for gender equality. These action plans assign responsibility to different units for the delivery of different objectives. The author points out that 'transversalism' involves no necessary change in policy-making structures or practice, & argues that gender mainstreaming continues to be designated as a distinct or separate policy space in Lithuania. The author also notes that the absence of a stable commitment to gender mainstreaming & the general policy culture of Lithuania are not conducive the evaluation & impact assessment activities in this area.

Inhalt: This article explores some of the debates surrounding the gendered impact of both the democratisation process & European Union enlargement on the countries of Central & Eastern Europe. It focuses on three key issues of gender-equitable citizenship: debates about the best mechanisms for achieving gender equality in mainstream politics; questions about the efficacy of civil society activism in relation to mainstream politics; & the pros & cons of gender mainstreaming as a key component of EU enlargement. It also raises the question of the most appropriate frame for achieving more gender-equitable societies: the nation-state or supra-national institutions such as the European Union.
