Making structural change with relational power: a gender analysis of faith-based community organizing

Inhalt: This article presents research on faith-based community organizing in the US to examine how congregation members engage in structural change efforts related to marginalized populations. Examining the case of one organizing model, justice ministry, congregations focus on power defined through relationships, cultivated in informal spaces, and communicated through personal narrative (traditionally private, feminine spheres), and change is enacted by creating tension in public (traditionally masculine) spaces with decision-makers. A growing body of literature presents nuanced gender analyses of policy advocacy, social movements, and community change efforts both in terms of strategic models of action and revisiting our understanding of historical movements. We ask questions about how the expectations and work are constrained or facilitated by cultural expectations of gender roles and power dynamics. Examining the organizing model of justice ministry through a gender lens helps to understand how an emphasis on relational power (traditionally gendered as feminine) facilitates and strengthens the use of a range of tools, including publicly challenging authority (more frequently gendered as masculine). While the private/public, feminine/masculine dichotomy has severe limitations and risks oversimplification, the utility remains in helping name and challenge real power differentials based on gender.

Im Mittelpunkt steht der Prozess der 'Selbst-Spiritualisierung' von Frauen, und zwar als eine Form der Selbstermächtigung und Selbstautorisierung, und weiterhin als Modus einer spirituell legitimierten Hierarchiebildung innerhalb der Zirkel. Es wird argumentiert, dass diese Art des religiösen Wettbewerbs unter Frauen Geschlechtersegregation reproduziert und die Unterordnung unter institutionalisierte Strukturen männlicher, religiöser Macht verstärkt. Die Wirkungen der 'Selbst-Spiritualisierung' in Form von Selbstermächtigung, Selbstautorisierung können aber auch als Ausdruck von Selbstbestimmung gelesen werden: über das Aushandeln von neuen Geschlechterrollen und politischen Lebenshaltungen, inklusive nichtreligiöser Bewegungen." Recent studies attest religious modes of women's presence in the public space a high significance. Taking the case of Iran, the urging question is how and to which extent religious agency within female pious circles - which were formed before the 1978/9 Revolution and fashioned after it - has been able to attain broader civil significance beyond these circles. This study explores the inner dynamics of female pious circles among women as related to structural power relations. It spells out the process of 'self-spiritualization' to characterize interactions within the circles that act as a tool for self-elevation and self-authorization and as a mode of spiritually legitimated construction of hierarchies within the circles' spiritual empowerment. It is argued that a type of pious competition between the women unfolds leading to an affirmation of gender segregation and concomitantly, of submission to institutionalized structures of masculine hierarchy and power. Finally, it pursues the effects of unfolding 'self-spiritualization' through elevation, authenticity and self-authorization that might achieve a considerable degree of self-empowerment for negotiating gender roles and political life attitudes." The question is whether it contributes to the improvement of women's rights, and in how far it enables women to attain access to public space and autonomy in the private sphere. It will be argued that Islamic Feminism has a positive influence on the promotion of women's rights, not only within Islamic discourses and movements, but also in national and international institutions. However, the Islamic-feminist discourse also carries a potential danger for the status of women in Muslim societies, since religious arguments are being directed against the UN Convention for Women's Rights insofar as it contradicts the Islamic Sharia." Inhalt: Die zivilrechtliche Autonomie von Religionsgemeinschaften in Indien erlaubt den direkten Einfluss religiöser Regelungen auf das Verhältnis der Geschlechter. Dies trifft auch auf die ParsInnen, Anhänger des Zoroastrismus und Teil der wirtschaftlichen Elite Mumbais, zu. Über religiöse Tradition legitimierte bestehende Ordnungen wie die patrilineare Konzeption von Gemeinschaft werden dabei von liberalen Gemeinschaftsmitgliedern kritisiert und Gleichberechtigung gefordert. Der Artikel rekonstruiert den Verlauf und die zentralen Positionen des Diskurses um Patrilinearität bei den ParsInnen, der seit einigen Jahren zwischen Liberalen und Orthodoxen geführt wird, und charakterisiert davon ausgehend die gemeinschaftlichen Konfigurationen von Geschlecht und Religion sowie ihre Bezüge zu Wandel und Tradition.

This is also the case for the community of Parsi Zoroastrians, an economic elite within Mumbai, whose patrilineal concept of community is legitimated with reference to religious tradition. This article offers a reconstruction of the discursive process and the main arguments therein, which allows a characterization of the communal configurations between gender and religion, and their relation to tradition and change." Inhalt: 'Der Beitrag analysiert am Beispiel eines lokalen Integrationsprojekts in der Marktgemeinde Telfs in Tirol, wie ein multikultureller Diskurs zum Ausschluss von Frauen aus der Ausverhandlung von Integration führen kann. In den Bemühungen von Gemeinden und lokalen Verwaltungen neue Formen des Zusammenlebens zu finden, stellen MigrantInnenorganisationen oft ein wichtiges Bindeglied zur migrantischen Bevölkerung vor Ort dar. Beide AkteurInnen bedienen sich jedoch meist eines essentialistischen Kulturbegriffs, der hegemoniale Identiätskonstruktionen nicht infrage stellt, sondern dazu tendiert asymmetrische Partizipationsstrukturen als gegeben hinzunehmen und schließlich zu reproduzieren. Die Diskussion struktureller Ungleichheiten zwischen Mehr- und Minderheiten bleibt damit oft aus Integrationsprojekten ausgeklammert. Dieser Beitrag konzentriert sich auf Frauen in bzw. im Umfeld zweier türkisch-islamischer Vereine in der Tiroler Marktgemeinde Telfs. Am Beispiel eines lokal implementierten Integrationsprojekts wird gezeigt, wie ein multikultureller Diskurs zur Legitimation asymmetrischer Partizipationsstrukturen innerhalb der MigrantInnenvereine sowie zu deren Reproduktion durch die Mehrheitsgesellschaft führen kann.' Inhalt: 'The aim of this paper is to show an example of a local integration project in the Tyrolean municipality of Telfs. How does a multicultural discourse contribute to the exclusion of women in the process of negotiating integration? Local municipalities, in trying to find new ways of ´living together liaise with migrant associations in order to get into contact with the local immigrant population. However, both actors often employ an essentialistview of culture that tends to naturalizehegemonic constructions of identity and finally leads to the reproduction of asymmetric structures of participation. Thus, integration projects may fail to address basic structural inequalities between social majorities and minorities. The focus of this paper is on women engaged in two Turkish Islamic associations in the Austrian Tyrolean municipality of Telfs. Discussing the example of a locally implemented integration project, it analyses how a multicultural discourse can serve to legitimate asymmetric participation structures within associations, as well as to reproduce them in the cooperation between migrant organizations and local municipalities.'
