Mind the Gap! Comparing Gender Politics in Japan and Taiwan

Inhalt: Japan and Taiwan share common cultural characteristics, and their economics have developed in similar ways too. They perform equally well on educational attainment, infant mortality, and unemployment meanwhile. Yet, Japan lags far behind Taiwan when it comes to gender equality - including the significantly less prominent and active role of women in parliament in the former. The difference between the two countries in this regard can be explained by three key political factors.
First, women's movements in Taiwan benefitted from the momentum created during the democratisation phase of the early 1990s. They have since become a powerful force, pushing for gender equality measures such as mandatory gender quotas. In contrast, women's movements in Japan tend to be fragmented, decentralised, or focussed only on specific issues. Second, the major center-right Kuomintang party in Taiwan has actively taken advantage of gender equality issues for electoral purposes. By contrast, in Japan the move towards greater gender equality has faced a strong backlash from various conservative forces ranging from the ruling center-right Liberal Democratic Party to right-leaning media, or even to conservative female academics. Third, the Japanese political system makes it harder to promote gender issues there compared to in the Taiwanese case. Japan's parliamentary system marginalises the role of legislators, which in turn limits female parliamentarians' efforts. Also, even if both countries have two electoral "tiers" - one to represent the district, and the other that of the political party - the latter one in Japan features a loophole, and thus has not been used to represent diverse interests within society. As the comparison shows, politics has played a significant role in creating a gap in the two countries' gender balances. Considering that Japan has continued to be highly self-conscious about its international standing, there should be constant external pressure for women's political empowerment, career advancement, and better work-life balance. Corrective measures could include the adoption of a gender quota in politics and business, or more incentives for both men and women to take parental leave.

Inhalt: "Außergewöhnlich spät, erst 1971, erhielten Schweizerinnen die politischen Staatsbürgerrechte. Zu diesem Zeitpunkt waren Feministinnen der Neuen Frauenbewegung bereits seit mehreren Jahren außerparlamentarisch aktiv. Mit dem Stimm- und Wahlrecht erweiterte sich nun ihr politisches Wirkungs- und Handlungsfeld grundlegend. Doch unter den mächtigen Parteien vermochte einzig die Sozialdemokratische Partei SPS, eine gewisse Anziehungskraft auf die Bewegungsaktivistinnen auszuüben. So traten einige von ihnen Ende der 1970er-Jahre denn auch der Partei bei. Der Beitrag geht der Frage nach, wie dieser Einschluss von Feministinnen in die SPS verlief - eine Partei, die mit ihren hierarchischen Strukturen den Organisationsformen der neuen Frauenbewegung diametral entgegenstand, deren Genossen sich immer mal wieder als 'rote Patriarchen' entpuppten und wo die Frauenfrage stets als Nebenwiderspruch behandelt wurde. Inhalt: "Only in 1971, Swiss women received political citizenship rights. At that time, feminists from the women's liberation movement had been actively involved in non-parliamentary politics for several years. With the right to vote and the right for election, however, their field of political action was expanded fundamentally. But among powerful parties only the Social Democrats SPS appealed to activists. Thus, by the end of the 1970s, some of the activists joined the party. This article examines how feminists were included into the SPS - a party whose structures were completely different from the non-hierarchical women’s liberation movement, whose comrades often turned out to be 'red patriarchs' and where gender issues were always treated as side contradictions. Were the feminists able to put emphasis on changes regarding content, program and structures of the party Did the SPS only incorporate them for the purpose of own interests? Inhalt: Die Verfasserin schätzt die als Parallelveranstaltung zur Weltfrauenkonferenz in Peking abgehaltene Konferenz der Nichtregierungsorganisationen als Indikator für eine "neue, globale Form und Qualität des Politikmachens" ein, die einen wichtigen Beitrag zur Konstitution einer globalen Zivilgesellschaft leistet. Sie gibt einen Überblick über die auf der Weltfrauenkonferenz thematisierten Probleme (Umwelt, Menschenrechte, Armut), über den frauenpolitischen "Mainstream" der UN-Frauenpolitik sowie über die Diskussionen auf dem Forum der Nichtregierungsorganisationen. Schwerpunkte dieser Diskussionen waren der Stand der internationalen Frauenbewegung, aktuelle Schwerpunkte der Frauenpolitik, die Kluft zwischen Säkularismus und Islam sowie das Parlament der Frauen im Maghreb.
