The Reluctant Feminist: Angela Merkel and the Modernization of Gender Politics in Germany

Inhalt: Academic studies regarding the impact of various forms of gender representation focus largely on quantitative evidence that women in power can make a difference, downplaying qualitative case studies that can establish causal links between women's participation in government and better policies for women. Analyzing policy changes initiated by Germany’s first female Chancellor since 2005, the paper argues that despite her CDU-affiliation, Angela Merkel has contributed more to gender equality in Germany than all previous chancellors, even though she refuses to label herself a feminist. The author explores three factors shaping Merkel's reluctance to embrace the (western dominated) feminist label, e.g., her socialization under a diametrically opposed GDR gender regime, her preference for data-driven policy learning, her aversion towards “ideological” framing, coupled with a tendency to pursue mixed motives, respectively. The paper concludes with recent examples geared towards leveling the global gender playing-field, attesting to her willingness to embrace transformational representation.

Addressing Supply-Side Hurdles to Gender-Equal Representation in Germany

Inhalt: One hundred years after being granted the right to active suffrage, German women remain underrepresented in elective office. Quotas have partially addressed demand-side barriers to gender parity in descriptive representation, but significant supply-side gaps remain. Men comprise over 70% of political party members in the Federal Republic, dominating the bodies that provide candidates for elective office. Solutions to this supply-side problem have often focused on “fixing” women to fit into gendered party institutions, rather than altering these structures to be more welcoming to women. In contrast, drawing on interviews with (potential) party members in Germany, this article identifies informal institutions that deter gender-balanced involvement in political parties and suggests ways in which these norms might be changed.

Die Analysen der Kommunalwahlen in 74 Klein- (20 000 bis 50 000 EinwohnerInnen) und Großstädten (mehr als 100 000 EinwohnerInnen) anhand der Parteilisten mit fast 16 000 KandidatInnen zeigen eine Benachteiligung von Frauen gegenüber den (männlichen) Kandidaten durch die Wählerschaft, die sich allerdings nur in Kleinstädten, nicht jedoch in Großstädten äußert. Ein Doktortitel begünstigt den relativen Wahlerfolg von Frauen und Männern gegenüber Nicht-Promovierten wie erwartet, wobei es keine signifikanten Differenzen im Wahlerfolg zwischen Frauen und Männern mit Doktortitel gibt. Inhalt: "This article addresses two basic issues: Whether women are discriminated by voters in local elections when the electoral system allows accumulation and cross-voting and whether candidates with a PhD achieve better relative electoral success than candidates without a PhD, regardless of the candidate's gender. An analysis of local elections in 74 small towns (20 000 up to 50 000 residents) and large cities (more than 100 000 residents) with nearly 16 000 candidates showed that women are discriminated by voters in small towns, but not in big cities. Candidates with a PhD are more successful in elections than candidates without a PhD. However, there are no significant differences between the electoral success of women and men with a doctorate. Inhalt: "Der folgende Artikel leistet einen Beitrag zur Erforschung von Karrierechancen und -schwierigkeiten ostdeutscher Politikerinnen und begründet die Verwendung eines biographieanalytischen Zugangs. Er beruht auf den Ergebnissen meines Dissertationsprojektes Ostdeutsche Frauen in der Politik. Eine qualitative Analyse. In meinem Beitrag werden die Gründe diskutiert, weshalb gerade der biographieanalytische Zugang geeignet ist, um bisher von den Sozialwissenschaften vernachlässigte Themen der Durchdringung des 'äußeren' Lebensablaufs und der 'Innenweltaufschichtung' biographischer Erfahrungen zu erforschen. Dazu werden zentrale Ergebnisse der Untersuchung skizziert. Es wird aufgezeigt, dass 1989/90 politische und soziokulturelle Systemwechsel einmalige Gestaltungs- und Partizipationschancen für politisch ambitionierte ostdeutsche Frauen bot, um nach dem Aufbau einer neuartigen Politikszene eine Laufbahn als Parlamentarierin einzuschlagen. In dem Artikel wird thematisiert, dass sich die zeitgenössischen Mandatsträgerinnen tendenziell, nicht zuletzt auf Grund ihrer genderisierten Rolle, verschärften Paradoxien in ihrem politischen Handeln ausgesetzt sahen. Dieser Aufsatz will dazu beitragen, auf der Basis meines (abgeschlossenen) Forschungsprojektes konzeptionell die Situation von ostdeutsch-sozialisierten Frauen im politischen Raum aus biographietheoretischer Perspektive zu analysieren, zu diskutieren und das Besondere des Forschungsfeldes zu konturieren." Inhalt: "The following article makes a contribution to the study of opportunities and difficulties of female East German political mandate holders, and justifies the use of an analytical biography approach. The article is empirically based on the results of my dissertation project East German women in politics. A qualitative analysis. In this present paper I discuss the reasons why exactly the biography-analytical approach is suitable to explore topics of the intertwining of 'outer' life course and 'inner' sedimentation of biographical experiences. The key results of my study are outlined. It is shown that especially the rapid political and socio-cultural change within the former GDR in 1989/1990 offered unique participation opportunities for politically ambitious East German women to pursue a career as parliamentarians after a radically new political scene had been set up. The article also focuses on the paradoxes that the contemporary female mandate holders tend to be confronted with; these paradoxes are exacerbated by the ascribed genderized roles of female politicians. On the empirical base of my (finished) research project, this paper attempts to generate analytical categories and to discuss with their help the work and life situation of women socialized in East Germany within political arenas. The analysis will be pursued in a biography-theoretical perspective, and some ofthe particular features of the field of research of East German women in politics will be formulated." Inhalt: Im Rahmen des Forschungsprojekts "Sozialdemokratinnen im Parlamentarischen Rat und im Deutschen Bundestag 1948/49 – 1969" wurden 38 Biografien von allen sozialdemokratischen Frauen im Parlamentarischen Rat (1948/49) und in den Bundestagen der ersten bis fünften Wahlperiode (1949-1969) erstellt. In diesem Beitrag geht es um die Biografien von zwei dieser Mitglieder, Frieda NADIG und Dr. Elisabeth SELBERT. Zunächst werden das methodische Vorgehen und die Quellenlage erläutert. Anschließend werden die Biografien der beiden SPD-Parlamentarierinnen bis zu der Zeit ihres Zusammentreffens im Parlamentarischen Rat vorgestellt. Dabei soll auch die NS-Zeit angesprochen werden, die für die parlamentarische Arbeit beider Politikerinnen einen wichtigen Hintergrund darstellte. In einem dritten Schritt folgt die Darstellung ihres gemeinsamen politischen Kampfes um die Einschreibung des Satzes "Männer und Frauen sind gleichberechtigt" in das Grundgesetz der Bundesrepublik Deutschland. Durch einen Ausblick auf die Weiterarbeit in verschiedenen politischen Gremien soll die Relevanz der Institutionen, die den Lebenslauf der beiden Politikerinnen gestalteten und das individuelle Leben konstruierten und repräsentierten, in der historischen Situation erfasst werden.
Inhalt: Within the scope of the research project "Female Social Democrats on the Parliamentary Council and the German Bundestag 1948/49-1969," 38 biographies from all the women of the Parliamentary Council (1948/49) and the first five legislative periods (1949-1969) of the German Bundestag were conducted. This paper is about its members Frieda NADIG and Dr. Elisabeth SELBERT. First the methodology and the body of source material will be elucidated. Thereafter, the biographies of the two female members of Social Democrats in the parliament will be introduced up to the point when they were both members of the parliamentary council. The National Socialist period will be discussed within this context since it forms the backdrop for the later political work of both politicians. Thirdly, their common political fight for the inclusion of the sentence: "males and females have equal rights" into the constitution of the German Republic will be presented. Finally, through reviewing the continuing work in various political bodies, the significance of the political institutions that influenced and shaped their lives will be put into historical context.

Inhalt: "With German reunification not only did economic, cultural and political differences clash, but also differences concerning (the representation of) gender issues. Women living in the German Democratic Republic were considered equal; at least this was the goal the socialist doctrine strived for. Women's role in everyday life had been shaped by this perception. In the Federal Republic of Germany a traditional understanding of gender roles was predominant. Simultaneously some women were active in the feminist movement fighting against inequality and marginalization. These different socializations continue to influence the behavior and strategies of women in parliament up the current day. Inhalt: "Mainstreaming, an approach aimed at making policy more gender sensitive, has been taken globally on board by countries with widely varying policy machineries. This social innovation was launched in the context of Bejing 1995 by a network of women's movement activists, academics and politicians sometimes referred to as State Feminists. As a policy strategy for change, it utilizes the language of efficiency current in circles hoping to rationalize public bureaucracy. Yet, because it deals with gender, mainstreaming also illustrates, in a particularly provocative way, some more general problems in political innovation. Mainstreaming provides a good illustration of the paradoxes and ambiguities of gender as a motor for change in political organization. Mainstreaming seems to offer the potential to recoup the power of definition by making the image of the citizen behind the policy more 'evident' and erasing the premise of gender neutrality. The trick is carried out through the insertion of 'tools' like Trojan horses inside the policy process, using 'formal rationality' to reveal gender related negotiations. This paper provides an initial discussion of the ways in which the mainstreaming approach aims at changing the definitions of the situation in government and secondly suggests factors that may affect whether the approach will actually succeed in various settings. It offers a framework for a consideration of the conditions necessary to ensure that mainstreaming becomes an institutional innovation and leads to gender being included in policy making as a given. It tests this using observations from the European Commission, Denmark, Sweden, the Netherlands and regional and federal government in Belgium. The role of women's organizations, state feminist machinery, academics and policy frameworks are crucial variables to help predict whether mainstreaming remains rhetoric or becomes a useful approach to changing policy."
