Women's Coalitions beyond the Laicism-Islamism Divide in Turkey: Towards an Inclusive Struggle for Gender Equality?

Inhalt: In the 2010s in Turkey, the ruling Justice and Development Party's (AKP) authoritarian-populist turn accompanied the institutionalization of political Islam. As laicism was discredited and labeled as an imposed-from-above principle of Western/Kemalist modernity, the notion of equality ceased to inform the state’s gender policies. In response to AKP's attempts to redefine gender relations through the notions of complementarity and fıtrat (purpose of creation), women across the political spectrum have mobilized for an understanding of gender equality that transcends the laicism - Islamism divide yet maintains secularity as its constitutive principle. Analyzing three recent attempts of women's coalition-building, this article shows that, first, gender equality activists in the 2010s are renegotiating the border between secularity and piety towards more inclusive understandings of gender equality; and second, that struggles against AKP’s gender politics are fragmented due to different configurations of gender equality and secularity that reflect class and ethnic antagonisms in Turkish society. The article thereby argues for the need to move beyond binary approaches to secularism and religion that have so far dominated the scholarly analysis of women’s activism in both Turkey and the Nordic context.

Inhalt: "Since the US invasion in 2003, Iraq has faced multiple outbreaks of violent conflicts. In that context, feminist authors have stressed the extremely difficult situation of women in an Iraqi society that is undergoing transformation. Despite the difficulties that women are facing, they are actively engaging in change and the transformation of gender relations through NGO activism. As women feel that their situation is closely connected to issues that affect Iraqi society as a whole, strategies for changing gender relations are therefore embedded within broader concepts of social change. An empirical analysis of my own field research conducted in Iraq reveals that ideas about change are strongly influenced by the social positionality of women (in particular gender, nationality and class). Therefore, an intersectional approach (based on Floya Anthias) is incorporated into the qualitative analysis." (author's abstract)

A Genderless Protest: Women Confronting Romanian Communism

Inhalt: Far from accomplishing its utopian plans of transforming society, communism did not turn gender equality into a reality either. This paper moves beyond the common-place approaches that simply underline the failures of this political system and presumes that women experienced communism in very diverse and often ambiguous ways, for public and private roles conflicted more often than not. From among the few individuals who dared to articulate critical thoughts on Romanian communism prior to its collapse of 1989, the present paper recuperates the experience of three women. Members of the urban educated elite, they believed nonetheless in different values and pursued different strategies of expressing discontent with the regime. These female critics of the communist system went beyond personal or group interests, but among the issues of public concern they raised none belonged to a feminist agenda. Yet, these women acted as if gender equality was a reality in Ceauşescu’s Romania: they considered themselves the equal partners of like-minded men, while their male peers accepted them as such, for equalitarian perceptions of genders shaped the public roles assumed by non-conformist Romanian intellectuals. The example of these three women does not prove that communism succeeded in redefining the status of women, but it illustrates how the urban educated social group experienced gender relations then. No feminists in thinking, these three women were so in their behavior. Their criticism of Ceauşescu’s communism was genderless, but it nonetheless strengthened the idea that women are no less than men.

But a concept comprising theories of the subjects involved as well as their social context and subsequent pedagogical strategies has not yet been brought forward. From women's quota to "women's politics": the impact of gender quotas on political representations and practices in the Pakistani National Parliament

Wenngleich eine Quotenregelung kein Novum für das Land darstellte, war ihr Wert noch nie so hoch ausgefallen. Seit der Abschaffung der Quote im Jahr 1988 war die Repräsentation von Frauen im Parlament auf unter 3% gesunken. Als mit den Wahlen von 2002 dann 80 Frauen in die Nationalversammlung einzogen und ca. 20% aller Abgeordneten stellten, wurde die neue Regelung als bahnbrechend aufgefasst. Musharrafs Entscheidung erhielt viel Lob von Aktivistinnen der Frauenbewegung. Der Beitrag versucht zu beurteilen, wie Frauen sich in Diskurs und Praxis neue Wege geschaffen haben, um Politik zu machen. Während die Agency von Frauen durch Quotenregeln durchaus anerkannt wird, lautet die Argumentation aber auch, dass eine gesonderte Demarkation von 'Frauenpolitik' Einschränkungen mit sich bringen, zur Marginalisierung von Frauen beitragen und Genderstereotype verstärken kann." Inhalt: "In 2002, the Pakistani President Pervez Musharraf announced that 17% of the seats in the National Assembly and Senate would be reserved to women. Though quotas for women were not a new phenomenon in Pakistan, they had never reached this level. Moreover, after they had been dropped in 1988, the representation of women in the Pakistani parliament fell under 3%. Thus the entry of more than 80 women in Parliament (about 20% of all MPs) in 2002 was considered as a game changer in Pakistani politics, and Musharraf's decision was generally praised by activists of the women's movement. The article tries to evaluate how women construct new ways to do politics in their discourses and practices, and what place gender norms and representations occupy in this process. While recognizing women's agency though quota regulations, it is also argued that a distinctive demarcation of 'women's politics' can bring about constraints, contribute to women's marginalization in the political field, and strengthen gender stereotypes." Mehr Geschlechtergerechtigkeit? Zur Frauenquote in Afrika

als erste Frau zur Kommissionsvorsitzenden der Afrikanischen Union gewählt worden.
Die notwendige Zweidrittelmehrheit erreichte sie erst im vierten Wahlgang, was einen
erbitterten Machtkampf hinter den Kulissen offenbart.
Die in den vergangenen 50 Jahren vielerorts in Afrika südlich der Sahara eingeführten
Genderquoten waren im Hinblick auf den Zugang von Frauen zu politischen Positionen
sehr erfolgreich. In Afrika wird jedoch debattiert, ob diese Quoten neben der rein
zahlenmäßig stärkeren Repräsentation von Frauen auch zu mehr Einfluss auf politische
Entscheidungsprozesse und zu einer Veränderung der gesellschaftlichen Machtverhältnisse
zwischen Männern und Frauen geführt haben.
Die Quotenergebnisse sind nominell eindrucksvoll: Waren im Jahr 1960 nur 1 Prozent
der politischen Vertreter Afrikas Frauen, lag ihr Anteil im Jahr 2009 bei fast
20 Prozent – nur geringfügig niedriger als in Europa.
Dies zeigt aber nur einen allgemeinen Trend. Es gibt gravierende Unterschiede,
nicht nur zwischen verschiedenen Ländern Afrikas, sondern auch innerhalb von
Staaten. Selbst in Ländern, in denen Frauen große Fortschritte bei der politischen Repräsentation
erzielen konnten, hat dies die gesellschaftliche Situation der Mehrheit
der Frauen nicht verbessert (Südafrika), sondern nur zu einer Scheinbeteiligung von
Frauen geführt, wie Feministinnen vor Ort kritisieren (Uganda).
Allerdings haben die Quoten zumindest zu einer größeren Sichtbarkeit und partiell
auch zu mehr Einfluss von Frauen in Politik und Gesellschaft Afrikas geführt. Zudem
beginnen sich in einigen Ländern patriarchalisch geprägte staatliche Institutionen
schrittweise zu verändern.

Inhalt: "Mainstreaming, an approach aimed at making policy more gender sensitive, has been taken globally on board by countries with widely varying policy machineries. This social innovation was launched in the context of Bejing 1995 by a network of women's movement activists, academics and politicians sometimes referred to as State Feminists. As a policy strategy for change, it utilizes the language of efficiency current in circles hoping to rationalize public bureaucracy. Yet, because it deals with gender, mainstreaming also illustrates, in a particularly provocative way, some more general problems in political innovation. Mainstreaming provides a good illustration of the paradoxes and ambiguities of gender as a motor for change in political organization. Mainstreaming seems to offer the potential to recoup the power of definition by making the image of the citizen behind the policy more 'evident' and erasing the premise of gender neutrality. The trick is carried out through the insertion of 'tools' like Trojan horses inside the policy process, using 'formal rationality' to reveal gender related negotiations. This paper provides an initial discussion of the ways in which the mainstreaming approach aims at changing the definitions of the situation in government and secondly suggests factors that may affect whether the approach will actually succeed in various settings. It offers a framework for a consideration of the conditions necessary to ensure that mainstreaming becomes an institutional innovation and leads to gender being included in policy making as a given. It tests this using observations from the European Commission, Denmark, Sweden, the Netherlands and regional and federal government in Belgium. The role of women's organizations, state feminist machinery, academics and policy frameworks are crucial variables to help predict whether mainstreaming remains rhetoric or becomes a useful approach to changing policy."
