Inhalt: "The 2007 Social Situation Report presents some key findings from the EU's new tool for monitoring the social situation and, in the future, social trends, namely the EU-SILC (Statistics on Income and Living Conditions). It looks at income inequality and how this is related to economic performance and at how people on low incomes are distributed across the EU as a whole. Incomes are more evenly distributed within the EU than in the US, and in the EU a high level of economic performance often goes hand in hand with greater equality. In 2004, around 100 million Europeans (22% of the total population) had less than 60% of the EU median income of around EURO 8000 per year for a single person or EURO 22 a day. In a majority of member states the largest segment of the population at risk of poverty consists of couples with one or two children where one of the partners is not working (at least throughout the year) - the 'male breadwinner' family type. Single parents, while being exposed to a high risk of poverty, represent a large share of the population at risk of poverty only in countries where this type of household is widespread." Time allocation between work and family over the life-cycle : a comparative gender analysis of Italy, France, Sweden and the United States

Inhalt: "This article analyses the extent to which changes in household composition over the life course affect the gender division of labour. It identifies and analyses cross-country disparities between France, Italy, Sweden and United States, using most recent data available from the Time Use National Surveys. We focus on gender differences in the allocation of time between market work, domestic work and leisure over the life-cycle. In order to map the life-cycle, we distinguish between nine key cross-country comparable life stages according to age and family structure such as exiting parental home, union formation, parenthood, and retiring from work. By using appropriate regression techniques (Tobit with selection, Tobit and OLS), we show large discrepancies in the gender division of labour at the different life stages. This gender gap exists in all countries at any stage of the life course, but is usually smaller at the two ends of the age distribution, and larger with parenthood. Beyond social norms, the impact of parenthood on time allocation varies across countries, being smaller in those where work-family balance policies are more effective and traditionally well-established." Inhalt: Die Vereinbarkeit von Beruf und Familie ist ein wichtiges Thema europäischer Beschäftigungs- und Familienpolitik. Ein Schwerpunkt liegt dabei auf der Gleichstellung der Geschlechter sowie auf neuen Formen der Arbeitsorganisation. Die Umsetzung der EU-Richtlinien in nationales Recht ist in den einzelnen Ländern der Europäischen Union unterschiedlich, ebenso unterscheiden sich die Länder hinsichtlich der Art der Regulierung durch Gesetzgebung, Sozialpartnerschaft und Tarifverhandlungen. Die Vergleichstudie wurde auf der Basis einzelner nationaler Beiträge der Nationalen Zentren des EIRO zusammengestellt und stellt den aktuellen Stand in den 25 EU-Mitgliedsländern inklusive Norwegen und in den Beitrittskandidaten Bulgarien und Rumänien dar. Verglichen werden Formen der Erwerbsunterbrechung zur Betreuung von Kindern und pflegebedürftigen Angehörigen, Formen der Arbeitszeitreduzierung und Arbeitszeitflexibilisierung, Urlaubsregelungen, Kinderbetreuung, verschiedene Formen betrieblicher Sozialleistungen, atypische Beschäftigung sowie Gleichstellungspolitiken. Mit wenigen Ausnahmen ist das Thema in den neuen EU-Mitgliedsländern unterrepräsentiert. Der Anhang enthält eine Konkordanz familienfreundlicher Maßnahmen in den einzelnen untersuchten Ländern. (IAB)
